(i) All eligible Offerors are invited to submit Phase 1 proposals, which consists of non-price technical factors.

(ii) The Government will select the most highly qualified Offerors from Phase 1; these Offerors will be given the opportunity to submit Phase 2 proposals, which will consist of price and technical factors.

(iii) The Government will select the offer that represents the best value to the Government by using the tradeoff process described in FAR Part 15. This process permits tradeoffs between price and technical (“non-price”) factors and allows the Government to accept other than the lowest priced offer when determined to be in the best interest of the Government. The award decision will be based on a comparative analysis and an integrated assessment of proposals against all source selection criteria in the solicitation..

(c) In accordance with FAR 15.306, the Government does not intend to conduct discussions during either solicitation phase but reserves the right to do so if in the best interest of the Government.

XIII. BEST VALUE TRADEOFF PROCESS

(a) Offers will be evaluated using the subjective best value tradeoff (BVTO) procedures outlined in FAR Part 15

(Contracting by Negotiation), DFARS Part 215, DFARS Procedures, Guidance, and Information (PGI) Part 215, the Department of Defense (DoD) Source Selection Procedures (dated 31 March 2016), AFARS Part 5115, AFARS Appendix AA, the Army Source Selection Supplement (AS3), and UAI Part 5115.

(b) The BVTO process allows the Government to award to other than the lowest-priced offer and other than the highest-technically rated offer based on an integrated assessment and comparative analysis of proposals against all source selection criteria, including price and technical (“non-price”) factors.

XIV. EVALUATION FACTORS AND SIGNIFICANT SUBFACTORS

(a) Phase 1 proposals will be evaluated based on the following factors and subfactors:

Factor 1: Past Performance Subfactor 1: Past Experience Subfactor 2: Past Performance

Factor 2: Technical Experience and Capability

Subfactor 1: A&E Design Firm (or Teaming) Capability Subfactor 2: Design-Build Experience Subfactor 3: USACE Project Experience Subfactor 4: United States Air Force (USAF) or Navy Project Experience Subfactor 5: Concurrent Project Execution

(b) Phase 2 proposals will be evaluated based on the following factors and subfactors:

Factor 1: Cost / Price Factor 2: Technical Approach / Proposal (including risk)

Subfactor 1: Design Concept Subfactor 2: Technical Information Subfactor 3: Schedule Subfactor 4: Identified Challenges and Risk Mitigation

(c) All evaluation factors other than cost or price, when combined, are significantly more important than cost or price.

(d) Evaluation Factors are listed below in descending order of importance:

Phase-One Factor 1 – Past Performance Phase-One Factor 2 – Technical Experience and Capability Phase-Two Factor 2 – Technical Approach / Proposal Phase-Two Factor 1 – Cost/Price

(e) Each subfactor will be independently rated using the rating scale for the factor, and an overall rating will be generated for the factor using the same scale. All subfactors are approximately equal.

(f) The Government is concerned with striking the most advantageous balance between technical merit (i.e., quality) and cost to the Government (i.e., price). If competing technical proposals are determined to be essentially equal, price could become the controlling factor.

(g) The Source Selection Authority will consider only the Phase 1 proposals during Phase 1, however both the

Phase 1 and the Phase 2 proposals, and all relative strengths and weaknesses identified in both phases will be used in determining the best value to the Government in Phase 2.

(h) Approximately up to five (5) of the most highly qualified Offerors will be selected and invited to participate in Phase 2; the offers not selected will be excluded from Phase 2 competition.

XV. PHASE I, VOLUME I - NON-PRICE FACTORS

(a) This Volume will be reviewed to determine whether Offers comply with the instructions and requirements of the solicitation; only proposals that conform to the solicitation are considered responsive, and therefore eligible for award.

(b) Failure to complete or provide any of the documentation required in this section may result in the offer being determined non-responsive and excluded from further evaluation.

XVI. PHASE I, EVALUATION FACTOR 1 – PAST PERFORMANCE

(a) The Government will evaluate the Past Performance factor to determine a Performance Confidence Assessment rating.

(b) The submitted material MUST be organized sequentially under tabs for each numbered section to facilitate evaluation. All narratives must contain sufficient detail to demonstrate recency and relevancy.

(c) The Offeror shall submit “example projects” (either commercial or institutional) that demonstrate the prime and key Subcontractor(s) experience that meets the evaluation criteria and demonstrates their ability to successfully perform under the resulting contract.

(d) The Offeror must provide a narrative to explain how the past experience shown by the example projects is relevant to this project and shows the Contractor’s and key Subcontractor’s understanding of the risks, work requirements, and approach necessary to successfully complete this project.

(e) The Offeror shall submit a minimum of three (3) up to six (6) example projects that are individually or collectively demonstrate the recent and relevant capabilities of the prime Contractor and key Subcontractors.

(f) Recent projects are those that have been substantially completed within the past five (5) years.

(g) Relevant projects are of similar scope, square footage, and complexity as this project.

Scope - projects that include similar work tasks, deliverables, deadlines, and project cost.

Square Footage - projects completed with an approximate size of 23,000 square feet.

Complexity - the degree of complexity that determines the overall approach to a project, including required resources as well as tools and techniques.

(h) Each project narrative shall:

1) Explain the Offeror’s experience as a prime Contractor that demonstrates their ability to successfully perform this contract.

2) Explain how the experience shown by the example projects is relevant to this project and show the Contractor possesses an understanding of the risks and requirements necessary to successfully act as the prime Contractor for this project.

3) Explain how the experience shown by the example projects are relevant to this project and demonstrates that the Contractor’s and/or key Subcontractors possess an understanding of the risks, and requirements necessary to successfully manage the design-build elements of this project.

4) Explain how the experience shown by the lead designer is relevant to this project and show the Contractor and/or the key Subcontractor possesses an understanding of the risks and requirements necessary to successfully act as the lead designer for this design-build project.

(i) Offeror should submit project experience data using the format in Attachment 4, Contractors Project

Experience. Failure to provide all information requested in this format may result in the proposal being determined unacceptable for award.

(j) Offeror must validate performance ratings of the presented projects by providing a completed Contractor Performance Assessment Reporting System (CPARS - https://cpars.cpars.gov/) evaluation or Past Performance Questionnaire (PPQ, Solicitation Attachment 6, PPQ-0, PPQ Form) for each submitted project.

(k) Offerors must organize all Past Performance Information in the same project number order in which the projects are submitted.

(l) PPQs must be completed by a Project Client POC that can provide an opinion of the Offeror's performance on the project. Contact information for POCs must be current.

(m) Offerors should submit completed PPQs with their proposal. If the Offeror is unable to obtain a completed PPQ from a Client POC before the proposal closing date, the Offeror should complete and submit the first page of the PPQ with the proposal, which will provide contract and contact information for the respective project(s). At the Client’s discretion, PPQs may be submitted directly to the Contract Specialist.

(n) Previously completed PPQs may be submitted if they do not reference any other solicitation number.

(o) Offerors must provide reports or questionnaires for all DUNS number(s) and CAGE code(s) whose experience is relevant to the project. While the Government may consider data from other sources, the burden of providing detailed, current, accurate, and complete past performance information rests with the Offeror.

(p) The Government plans to contact and interview Client POCs and may interview other individuals acting for Clients or any other sources.

(q) Past performance information may be obtained from any other sources available to the Government including, but not limited to, CPARS, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or any other databases; interviews with Owners, Program Managers, Contracting Officers, Fee Determining Officials, and/or the Defense Contract Management Agency

(DCMA).

(r) Past Performance will be evaluated using the following rating scales:

Past Performance Relevancy Ratings:

Rating Definition Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

Performance Confidence Assessments:

Rating Definition

Substantial Confidence Based on the Offeror’s recent/relevant performance record, the Government has a high expectation that the Offeror will successfully perform the required effort.

Satisfactory Confidence Based on the Offeror’s recent/relevant performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort.

Neutral Confidence No recent/relevant performance record is available or the Offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The Offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence Based on the Offeror’s recent/relevant performance record, the Government has a low expectation that the Offeror will successfully perform the required effort.

No Confidence Based on the Offeror’s recent/relevant performance record, the Government has no expectation that the Offeror will be able to successfully perform the required effort.

(s) There is no page limit for this Factor.

XVII. PHASE I, EVALUATION FACTOR 2 - TECHNICAL EXPERIENCE AND CAPABILITY

(a) The Government will evaluate the Offeror’s technical experience, as demonstrated in their project portfolio and through other resources, to determine the level of confidence that the Offeror will successfully perform based on the Offeror’s demonstrated record of project completion and performance.

(b) Proposals that demonstrate Contractor and Key Subcontractor experience and capabilities similar to this requirements, an ability to clearly articulate project risks and successful risk mitigation, compelling approaches to project management or completion, long-term teaming arrangements, extensive design-build experience, significant project complexity, extensive experience with USACE, Air Force, and Navy contracts, and/or the ability to manage multiple projects in multiple disciplines and multiple locations concurrently, may be more favorably rated.

(c) Offeror must provide information that describes the Offeror’s Technical approach to completing projects of similar size and scope. Clearly describe the approach beginning with the Offeror’s capability to design and construct a building to ensure project requirements and milestones are met.

(d) Offerors shall outline the challenges associated with their sample projects and their approach to mitigate those challenges (some examples may be ability to obtain materials, meet key personnel requirements, meet key Subcontractor requirements, maintaining lines of communication, and meet major milestones on time). In addition, Offerors shall describe how they have previously successfully managed design-build projects with boiler replacement and seismic upgrade capability requirements and any lessons learned. Offerors shall discuss any risks identified in their approach and describe how they will mitigate those risks.

(e) Offeror should submit project experience data using the format in Attachment 4, Contractors Project

Experience. Failure to provide all information requested in this format may result in the proposal being determined unacceptable for award.

(f) This factor will be evaluated using the following combined technical / risk rating scale:

Adjectival Rating Description

Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.

Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.

Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.

Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable.

(g) Projects that are not recent or relevant in terms of project size, scope, complexity, dollar value, or that demonstrate low past performance evaluation ratings will be interpreted as indicators of no confidence that the Offeror can successfully perform the work. More recent and relevant projects reflecting high past performance evaluations are typically a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser relevance. Higher confidence assessments will be given for higher past performance evaluation ratings.

(h) In the case of Offerors for which no recent and relevant performance record is available or the Offeror’s performance report is so sparse that no meaningful confidence assessment rating can be reasonably assigned, an Offeror will not be evaluated favorably or unfavorably; the Offeror’s past performance is unknown and will be assigned a rating of Neutral Confidence.

(i) This Factor is limited to ten (10) pages.

XVIII. PHASE II, EVALUATION FACTOR 1 - COST / PRICE

(a) The Government will evaluate Offeror pricing to determine whether the project will be awarded at a fair and reasonable price.

(b) Proposed prices will be evaluated using price analysis, in accordance with FAR Part 15, which typically includes examining and evaluating an Offeror’s proposed price without evaluating separate cost elements and proposed profit/fee. Price analysis may involve comparison with other proposed prices received in response to this solicitation, comparison of proposed prices to historical prices paid, comparison of proposed prices to the independent Government estimate, analysis of data other than certified cost or pricing data provided by the Offeror, or any other techniques mentioned in FAR 15.401-1(b)(2).

(c) Price analysis, cost analysis, and/or cost realism analysis techniques may be used to ensure that the Offeror’s cost/price proposal is fair and reasonable.

(d) Offeror strengths, weaknesses, and the cost/price of the competing proposals will be comparatively assessed to determine which proposal represents the best value to the Government.

Response to this Factor MUST include the following tabs and documentation:

(e) Tab 1 - Completed Standard Form 1442, Solicitation, Offer, and Award (Construction, Alteration, or

Repair) with continuation pages and acknowledgement of all Amendments, duly executed by an official authorized to bind the company.

Offeror must fill out SF 1442 blocks 14, 15, 17, 20A, 20B, 20C, 30A, 30B, and 30C.

Block 14 - Must include the Offeror’s name, address, and Commercial and Government Entity (CAGE) code and/or EIN or DUNS.

Offeror may complete SF 1442 block 19 to acknowledge amendments. Alternatively, Offeror may submit page one (1) of all issued SF 30s to acknowledge amendments. Offeror must acknowledge all amendments using one of these methods.

Block 30A, 30B, and 30C - Must be duly executed and signed by an official authorized to bind the Offeror.

Note: If the SF 1442 and/or the Price Schedule are changed by amendment, Contractors must submit the amended versions with their proposal.

If the Offeror is proposing based on a CTA, include a copy of the JV agreement or other supporting documentation identifying the legal name(s) of all entities, describing the nature of each entity’s relationship (teaming/partnering, JV, etc.) and their role on the contract, and including signatures from all parties.

There is no page limit for this tab.

(f) Tab 2 - Completed SF 1442 Contract Line Item Number (CLIN) Schedule (solicitation section 00 10 00), and completed Proposal Schedule, with proposed CLIN prices and proposal breakout provided where indicated.

Offeror should use the pricing breakout structure provided in solicitation Attachment 7, Price Schedule.

Prices must be proposed for all CLIN(s).

Unit prices must be extended to “dollar and cents” amounts, i.e., two (2) decimal places; do not round prices to the nearest dollar.

Check the pricing submission very carefully for mathematical and clerical errors prior to submission.

Tab is limited to two (2) pages.

(g) Tab 3 - Completed Representations and Certifications

In accordance with FAR Subpart 4.11, Offerors must be registered in SAM (www.SAM.gov), and have completed annual representation and certification requirements, at the time an offer is submitted.

Offeror may include all of SF 1442, Section 00 45 00.

Offeror must include FAR provision 52.204-8, Annual Representations and Certifications, checked as appropriate in paragraph (b)(2).

Offeror must provide a completed and certified SF 24.

Bond must include evidence of authority to bind the surety, e.g., power of attorney documentation.

(i) Tab 5 - Pre-Award Survey

Tab is limited to ten (10) pages.

XIX. PHASE II, EVALUATION FACTOR 2 - TECHNICAL APPROACH / PROPOSAL

(a) The Government will evaluate the Offeror’s technical proposal to evaluate the Offeror’s compliance with the terms of the solicitation and specifications, to determine whether the Offeror is able to identify and mitigate project risks, and the degree to which the Offeror proposes an acceptable performance approach and schedule to meet the requirement.

(b) The plan/approach must be in sufficient detail to clearly demonstrate (1) the Offeror’s understanding of the principal components of work described in the project specifications and drawings; and, (2) the Offeror’s understanding of the site and other conditions that could impact schedule. The narrative must contain sufficient information to allow the Government to perform an analysis of the proposed design and construction approach.

(c) Describe the Offeror’s integrated approach to design the Steam Plant Upgrades (BLDG 1286) at HAFB, UT.

Clearly distinguish the roles and involvement of the Architect-Engineer design firm in the project. Describe the role of the prime construction Contractor, Subcontractor(s), and vendors in the design process. Also address any design effort that will be performed “in-house” by the key Subcontractor. Describe the roles and planned interaction between the Independent Technical Reviewers and various Contractor and Government personnel.

(d) Describe how the Offeror will approach the construction of the Steam Plant Upgrades (BLDG 1260) project.

The Government is interested in information such as: (1) site preparation; (2) security requirements; (3) secure facility construction; (4) utilities; (5) construction work discipline sequencing; (6) site work, and (7) clean-up.

(e) Describe any significant problems or major difficulties anticipated in performing or accomplishing the work, challenges associated with this project, and the Offeror’s plan for avoiding problems and mitigating difficulties which could adversely impact project schedule. If no problems and difficulties are anticipated, state so, and why.

(f) Offeror Phase 2 proposals that identify different Key Subcontractors than those identified in Phase 1 proposals are not allowed and will be eliminated from competition.

(g) This factor will be evaluated using the following combined technical / risk rating scale:

(h) This Factor is limited to eight (8) pages.
