About this file
This document outlines requirements for a design-build construction contract opportunity with the U.S. Army Corps of Engineers Sacramento District to upgrade the steam plant at Building 1286 on Hill Air Force Base in Utah. The project scope includes replacing three existing boilers with two new dual-fuel boilers meeting best available control technology requirements, with emissions of nine parts per million of oxides of nitrogen. Additional work comprises replacing underground fuel oil storage tanks with above-ground tanks sized for seven days of peak storage, seismic retrofitting of buildings, and upgrading supporting equipment. Interested vendors must check SAM.gov for the list of interested vendors and changes to the solicitation. The magnitude of construction is estimated between $10 million to $25 million. The contractor will be selected through a two-phase solicitation to first develop designs and then perform construction.

Attachment 1 22 November 2021
Summary of Work
BUILDING 1286 STEAM PLANT BOILER UPGRADES
HILL AIR FORCE BASE (HAFB), UTAH (UT)
1. Scope of Work
The Government anticipates a requirement to improve and repair steam plant boilers in Building
1286 (B1286) at HAFB. This project will include the replacement of three (3) boilers in B1286 with two (2) new dual-fuel (natural gas/fuel oil) boilers that meet best available control technology (BACT), which requires phasing the boiler replacement in the existing plants to maintain steam production for the existing load. The existing buildings will require new wall openings and an emergency boiler to maintain “N+1” boiler redundancy in the plants. The new boilers will achieve ultra-low oxides of nitrogen (NOx) emissions of nine (9) parts per million
(ppm).
2. Description
The Contractor shall furnish and install all labor, materials, tools, equipment, and supervision necessary to provide a complete and usable project per the Specific Technical Engineering and
Design Criteria, Functional Design Criteria Requirements, including all attachments, Base
Facility Design Standard, Architectural Compatibility Guide and requirements specified in the contract.
This project will include the replacement of three (3) boilers in B1286 with two (2) new dual-fuel
(natural gas/fuel oil) boilers that meet best available control technology (BACT)The boilers will achieve ultra-low oxides of nitrogen (NOx) emissions of 9 parts per million (ppm). The existing boiler fuel oil underground storage tanks (USTs) must be removed and replaced with appropriately sized above ground storage tanks that are sized for seven (7) days of storage during peak heating season, approximately December through February.
The building must be seismically retrofitted and have supporting equipment (deaerator, pumps, etc.) upgraded. The undersized emergency generator at B1286 will be replaced to accommodate larger blower motor sizes due to flue gas recirculation (FGR).
This is a design-build contract therefore the Contractor is required to perform design work prior to construction. The Contractor is responsible and liable for the complete design and shall not assume that the provided design criteria and drawings in this solicitation will alleviate him/her from performing any additional design as required to produce a complete set of construction documents.
The Government’s conceptual facility and site design provided in the RFP documents illustrates intent and functional relationships and does not indicate all necessary construction requirements or components. The Specific Technical Engineering and Design Criteria and Functional Design
Criteria Room by Room Requirements describes associated technical, performance and systems requirements. The Contractor is responsible for the complete project design, shall retain all responsibilities, and be recognized as the Designer of Record.
Contractor shall perform work as stated in this Attachment 1- Summary of Work, Attachment 2-
Construction Wage Rate Requirements, Attachment 3 – Past Performance Questionnaire, and
Attachment 4 – Contractor’s Project Experience. Contractor is highly encouraged to attend the
Attachment 1 22 November 2021 pre-proposal site visit and field verify all dimensions and layouts. (Please note: The site visit will be completed as part of phase 2 of this solicitation) The project shall be designed within the criteria prescribed, as well as other codes and standards specified in the contract.
3. General Project Requirements:
Contractor shall follow all security requirements for base access. All Contractor and subcontractor personnel will need to obtain badges for all access on base from the security office.
AT Level I Training: All Contractor employees, including subcontractor employees, requiring access to Army installations, facilities, or controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever applies. The Contractor shall submit certificates of completion for each affected Contractor employee and subcontractor employee to the COR (or to the Contracting Officer, if a COR is not assigned) within 30 calendar days after completion of training by all employees and subcontractor personnel. AT Level I awareness training is available at http://jko.jten.mil/courses/atl1/launch.html
The Contractor shall be responsible for the coordination of work performed by their employees and all subcontractors. The Contractor should inspect all work areas prior to submitting a proposal in accordance with FAR 52.236-3, Site Investigation and Conditions Affecting the
Work. It shall be the Contractor’s responsibility to verify all current record drawings prior to the start of any and all design and/or construction work. The Contractor shall be responsible for the coordination and proper relationship of this work to the building premises and thoroughly familiarize themselves with all details of the work and working conditions, to verify all dimensions in the field, and advise the Administrative Contracting Officer (ACO) of any discrepancies before performing any work.
The Contractor is responsible for maintaining the site and all other Contractor controlled areas in such a manner as to minimize the risk of injury or accident to site personnel or others who may be in the area. The Contractor is also responsible for furnishing an identification badge/card to each individual working on the site.
4. After Award Administrative Contracting Officer (ACO) and Post Award POC and Work
Coordination:
An Administrative USACE point of contact, ACO, and Contracting Officer Representative will be responsible for verifying that the Contractors’ performance and completion of work is in accordance with applicable requirements.
