About this file
This document appears to be a condition assessment report of damage to the counterscarp wall and moat bridge at Dry Tortugas National Park following Hurricane Ian. The report details inspection findings including an estimated 50-60% additional damage to the walking surface, 60-70% to the brick veneer, and 25% to the core of the counterscarp structure from the storm. Underwater inspections using cameras identified multiple cracks, voids, scouring, and other damage areas through visual records and video. The report recommends modifying existing repair contracts for the counterscarp and moat bridge decking to include work addressing the additional damage caused by Hurricane Ian as identified. Condition assessment team members and details of the surveyed damage locations are provided.

Hurricane Ian Damage Assessment
October 2022
Dry Tortugas National Park
Fort Jefferson Counterscarp
The DRTO Park Manager, Glen Simpson, and members of the condition assessment team performed an inspection of the Fort Jefferson Counterscarp Wall and Moat Bridge on October 9, 2022, following
Hurricane Ian to document the additional damage caused by the storm.
Findings
First, team members did a walk-around with DRTO Park Manager to get an overview of the new damage of the brick veneer and walking surface and the ocean side and moat side of the counterscarp structure.
The elements of the counterscarp structure are divided into four sections: the cap or walking surface, the brick veneer or side walls, the core of the structure, and the foundation/footing.
These elements sustained additional damage from Hurricane Ian. The DRTO Park Manager, Mr.
Simpson, estimated the percentage of the additional damage caused by the storm to be:
• The walking surface sustained an estimated 50-60 % additional damage; this estimate is reasonable by evidence of new cracks compared to older/weathered cracks
• The brick veneer sustained an estimated 60-70% additional damage; this estimate is reasonable by evidence of clean/recently exposed mortar compared to older mortar with growth and moss
• The core sustained an estimated 25% additional damage; this estimate is reasonable by evidence that was captured by the team with under visual inspection and video
• The foundation is underwater, so an initial estimate was not given by DRTO Park Manager;
however, see the list below detailing the damage captured by the team via visual inspection and video
Team members inspected the underwater portion of the counterscarp using snorkeling gear and an underwater camera. The team only inspected and inventoried the inside, underwater section of the structure. The team captured underwater photos and videos of the damage areas that are described as scour pockets, spalls, and cracks. A core failure is categorized as a crack that runs through the counterscarp wall structure, typically where it transitions from wall section to footing section of the counterscarp. Points #1, #14, and #15 are the most severe areas of damage, bolded in the list below.
Points #14 and #15 are core failures or cracks that pass through the structure and Point #1 is a severe scour that is under a large portion of the footing/foundation. The other points are under washed or undermined areas that scour under the entire counterscarp wall structure and scour pockets that do not pass completely through or under the structure. The numbers below correlate with Appendix A, which is in the order of the inspection path completed in the field.
1. 24.62756 -82.87426, At this location the fuel line for the site’s power supply crosses underwater from the counterscarp to the fort. Scour passes completely under the counterscarp structure. 20’ wide x 10’ deep (variable). This undermined section of the structure is completely unsupported by a foundation. This is an area of immediate concern.
This void is suspected to be an expansion of previous damage that correlates to the Structural
Assessment Report 06-21-19 counterscarp defect #39.
2. 24.62801 -82.87445, Void 5’ wide x 1’ tall x 1’ deep
3. 24.62955 -82.87401, Void 3’ wide x 6” tall x 1’ deep
4. 24.62959 -82.87392, Void 2’wide x 1’ tall x 1’deep
5. 24.62974 -82.87360, Steel culvert, 2 ft diameter
6. 24.62984 -82.87348, Several voids, 6’wide x 6-8” high x 2’ deep
7. 24.62998 -82.87326, Undermine scour passes all the way through, 5’ wide x 3’ high
8. 24.63002 -82.87323, Undermine scour passes all the way through?
9. 24.63003 -82.87323, Undermine scour passes all the way through?
10. 24.63005 -82.87316, Void 2’ wide x 2’ high x 1’ deep
11. 24.63005 -82.87310, Void 3’ wide x 2’ high x 1’ deep
12. 24.63006 -82.87314, Void 3’ wide x 2’ high x 2’ deep
13. 24.62991 -82.87283, Void 3’ wide x 1’ high x 2’ deep
14. 24.62987 -82.87273, Core Failure, 4’ wide x 3”-4” high void all the way through. This is an area of immediate concern.
15. 24.62972 -82.87242, Core Failure, 15’ wide x 1’ high void all the way through (creates scour).
This is an area of immediate concern. This void is suspected to be new damage that correlates to the Structural Assessment Report_06-21-19 counterscarp defect #4.
16. 24.62832 -82.87444, void passes through 1’ wide x 2’ high. This void is suspected to be new damage that correlates to the Structural Assessment Report_06-21-19 counterscarp defect #38.
The moat bridge was inspected by the team. The Park Manager was concerned about the capstone on the counterscarp wall section of the bridge. The bridge lifted during the storm and the capstones on this section moved. The capstones appear to be four (4) flagstones – 4” thick, 30” deep, and combined length is 14’ long. The wood structural framing of the bridge is anchored to the stone with stainless steel fasteners. The capstones are out of place, but still in good condition. The team observed and videoed heavy equipment traveling across the bridge and the capstones did not move. The capstones are stable with no signs of damage other than being slightly out of place and the mortar cracked and/or missing.
Research
• A Structural Assessment Report for the Counterscarp was completed on June 21, 2019, which the team was able to review after the site visit.
• Construction Drawings by the Denver Service Center, June 24, 2022, which the team was able to review after the site visit.
• Project and Component Data Report, PMIS 391320, 244370, 244372
Recommendations
Counterscarp
The Condition Assessment Team recommends modifying the current active contract for the counterscarp, PMIS 244370 and 244372, to include the additional damage caused by Hurricane Ian. The contractor shall verify the extent of the additional damage and adjust the proposal accordingly.
Moat Bridge
The Condition Assessment Team recommends modifying the current active contract for the decking replacement of the moat bridge, PMIS 319320, to include the resetting of the four (4) capstones at the counterscarp wall section of the moat bridge while the decking is off the bridge.
