What are the vegetation protection or restoration requirements for the grass areas disturbed during construction
Contractor to refer to note #4 of the "Civil Works General Notes" on sheet G2 for guidance on ground protection and restoration requirements.
There are fuel lines under the ground in the camp ground area. Should mats, timbers, or similar protections be used when moving heavy equipment from the beach unloading area.
Yes. Ground protection should be implemented where heavy equipment will cross over buried fuel lines. Contractor to refer to notes #8-12 of the "Project General Notes" on sheet G2 for guidance on underground utilities and appropriate ground protection measures. A Fuel Line Relocation Plan from a 2015 (traced over 1996 As-built Site Plan) fuel and electrical line replacement project is included with the amendment.
The amount of material in the south and north moat appear to be greater than shown in the drawings. How should this be handled in the bidding
Based on measurement taken at the Park, there is an additional 560cy of material to be removed from the south moat and on top of counterscarp wall next to Bastion 1, and, an additional 350cy of material to be removed from the north moat. Plan for total 910cy of material to be place in the parade grounds placement area F-1 with backup area on
Isthmus B-2. This additional amount will be a new CLIN 010 - Option F. A new Cost
Schedule and revised Section 012700 are included with the amendment.
On drawings G3.3, see note "Remove Broken Concrete and Brick from Moat Salvage
Brick when Possible". Confirm is the location and quantity of the materials to be removed.
"Broken concrete" (large sections of walkway) are generally located within area of moat as indicated. However, brick can be found through the moat area, primarily on fronts 2, 3, & 4. All brick and broken concrete located within approximately 15-feet of the counterscarp moat wall to be assessed for reuse or removal.
Can you provide a copy of the Dry Tortugas NP Hurricane Emergency Response Plan. Copy of the Everglades & Dry Tortugas Hurricane Plan, Version 2023 is provided with the amendment.
What is the cross section of the fill to be placed in the parade grounds, Site F1. The anticipated placement section is not uniform as there is a "low" point near the
"fork" in the walking path (refer to hatch label "F-1" on sheet C2.2). The calculated fill depth in the center is 6" tapering outward to match the adjacent grade(s). Contractor to resurvey or otherwise verify in the field.
Confirm quantities of materials in the placement areas, on the tables, on C2.1 and C2.2.
Materials appear to be greater in the moats then shown on drawings.
The quantities tabulated on sheets C2.1 and C2.2 are maximum capacity, which should exceed the total anticipated dredge volume. Contractor to resurvey or otherwise verify required dredging volumes.
How do we protect the historic stone pad sea plane access ramp when moving equipment between the north coaling dock and other areas. The ramp is marked as
CONC. on sheet G3.4 between station 29+00 and 28+00.
Contractor to refer to note #4 of the "Civil Works General Notes" on sheet G2 for guidance on ground protection and restoration requirements.
If contractor chooses to use a temporary structure where can it be set up and are there any requirements.
A temporary structure will be allowed, it must be set up in the staging area and must be secured to the coaling dock deck anchors per Miami-Dade County hurricane requirements
Would the bricks located on the N. Coaling dock be allowed to be used as filler brick in the wall.
The red bricks (Stiles and Hart brickyard) are property of NPS. They were off color for an earlier project on site and NPS since has offered them for infills 'as is' to whoever is interested. Contractor should confirm quantity and conditions as part of they precondition assessment.
Will NPS host an additional pre-proposal site visit. There is no intention at this time to host an additional, formal pre-proposal visit but the site is open to the public for contractors to visit and review.
Will contractor be allowed to use a berth barge to crane to unload into the staging area? Due to cultural resource concerns use of a berth barge to crane materials or equipment on the staging area will not be permitted.
If there is a coral found on an area that needs to be repaired what will the procedure be for removing them and working around them
If corals are discovered in an area of work, immediate relocation of work to an area without corals. Report discovery to Contracting Officer for NPS biologist to identify and document the corals and, if necessary, develop appropriate mitigation plan to remove the corals by NPS.
The pipes that are exposed in the undermined/scoured area at Front 2. These may be in the way for installing the geotubes under the counterscarp wall. What would NPS like to do with these pipes.
The piping in front of the old flush pipes seen near Bastion 2 is not used and can be cut back as needed. These pipes should not be capped.
The piping with the concrete covers are the existing fuel lines. This line is gravity fed and is full at all times. There is also an electrical line in conduit next to the fuel line. Both the fuel line and electrical line should not be disturbed / moved.
Solicitation - Factor 4 - Risk Analysis: In the event of a federal government shutdown will the contractor be allowed to continue work on the project and/or able to store all equipment material on site if work is suspended?
Subject to the restrictions of a Federal Government shutdown, construction would be allowed to continue however concessionaire transportation to site may not be available.
Any material and equipment would be allowed to be stored on-site, safely secured within the staging area.
Drawing C.1 - Note 3: Please clarify this note. Does this mean staging of equipment must not be within 5’ of the moat wall or that no mechanical dredging equipment can be used within 5’ of the moat wall and that must be done by other methods, or other?
Both, Contractor to keep heavy equipment 5ft away and not excavate within 5ft of the counterscarp moat walls and the scarp fort walls
Drawing C2.1-of note: Proposed temporary north beach spoils stockpile area- may impact visitor use. Fencing or signage may be necessary to route visitors around this stockpile. But there is a placement area right there. B-1 north beach, so operations will dictate how big of a stock pile area this is. The specs do note that construction work areas will be closed to the public. Please confirm.
Contractor shall provide a base construction schedule, storage plan, material handling and loading plan, and material and equipment staging plan as part of Division 01 submittals prior to preconstruction meeting, per specifications 013100 Project
Management and Coordination. Coordination with NPS will be required to determine closure schedule for placement of material on the beaches and access diversion and restrictions for visitors.
Drawing 2.2-of note: Proposed temporary south beach spoils stockpile area- may impact visitor use and camp site at this location. Just noting visitor impact and visitors will be routed towards the bathrooms to access the south beach and the moat wall as construction fencing will close off the heavily trafficked corner at Bastion 1. The specs do note that construction work areas will be closed to the public.
Section 02 22 00 Existing Conditions Assessment, Section 1.3 . According to the specifications we need to provide a detailed preconstruction and post construction survey. Is it acceptable for us to utilize any of the Engineering firms that were listed in the 1.3 References section?
It is acceptable as long as the engineering firms the Contractor would be utilizing notify
HDR.
Section 04 21 13 Section 2.1 Manufacturers, Brick – Can you please confirm that the manufacturer for the brick, St. Joe Brick Works, Inc. is accurate? Based on previous project experience, the moat wall brick more closely resembles a brick from Stiles and
Hart Brick Company
Reviews indicated the presences of St. Joe Brick at the sampled locations, it is possible that bricks from Stiles and/or Hart were utilized elsewhere. Contractor to verify as part of their pre-construction survey and [product] submittal processes.
It seems Factor 1 and Factor 2 ask for Project Experience Questionnaires. Is it to be understood that relevant projects by a Prime Contractor only will be evaluated in Factor
1 and any relevant projects to demonstrate competency in Key trades by Sub-
Contractors would be included in Factor 2 only? We presume PPQs for all relevant projects submitted under Factors 1 and 2 will be required for Factor 6. For example, Contractor submits 3 projects as Prime under Factor 1, 3 projects by a 1st Tier sub under
Factor 2, and 6 PPQs for Factor 6. Pleas confirm our understanding is correct or otherwise.
Yes, only relevant projects by a Prime Contractor only will be evaluated in Factor 1. Any relevant projects to demonstrate competency for Key Trades by Sub-Contractors would be included for Factor 2. Additionally, for Factor 2, the Government would also accept experience from a subcontractor who has operated in a prime contractor position. All
PPQ's submitted under Factors 1 and 2 are required for Factor 6.
Irma Repairs 23, 25, 27, 29, 30, 49 and Ian Repairs 5
The above listed repairs reference repairs that are not addressed in the plans. The contractor needs to know what type of repair are required.
Example: Irma Repair 23 states that Sheet Pile Wall exhibit light corrosion located 3’ from top of wall and up to 10% section loss. This is a statement but does not dictate a repair. The contractor requires to know what the owners expects in way of a repair.
Please provide for all repairs listed above. (Reference: Sheet G3.5 - Schedule of Repairs)
These were observations by the inspection team and not assigned a repair type. As such, they are not included in the SOW for this project.
Irma Repairs 19, 38, 44 uses the term “layer”. In masonry construction vertical is referred to as course and horizontal is referred to as wythe. What does layer refer to?
In these instances, the term "layer" refers to "course"
