About this file

This document is an amendment to a solicitation for repair and dredging services at Fort Jefferson in the Dry Tortugas National Park. The National Park Service is seeking to repair the counterscarp wall and dredge the moat and fingerslips areas of Fort Jefferson in the Dry Tortugas. The amendment provides updates to the technical evaluation factors and key information presented during an industry day on July 25, 2023. Offerors must acknowledge receipt of the amendment by the closing date listed in the original solicitation. A site visit will be held on August 9, 2023 for interested parties to register by August 4. The amendment revises the technical evaluation factors to remove duplication between factors and adjust the evaluation of project experience, key trades, and technical approach.

The main dock at Garden Key allows approximately 80 feet of dock space behind the Yankee Freedom ferry for first come, first serve private vessels. The usual 2-hour limit still applies. There is also Bahamian style beach anchoring between the bow of the ferry and the seaplane beach. This area holds about 4-5 small boats (center consoles). Beaching is done by dropping a bow anchor in depth just offshore of the beach and then backing up into a shallow position the Capt is comfortable with, and a stern anchor is walked to and placed on the beach to hold the small boat in place. Passengers then walk in / out to the boat in the shallow water of the stern. There is also Bahamian style anchoring at the far end of the govt finger piers between the first damaged NPS small boat slip and the S Coal Dock foundation. This area holds 3 - 4 boats and anchoring technique is the same as the area at the bow of the ferry. Harbor anchoring still exists with use of a dinghy for back and forth to Garden Key beach and on either side of the docks. The finger piers are still damaged and closed to private vessels. If we have prior knowledge of a contractor small boat arriving on site, it would be helpful to know the length of the small boat and eta so DRTO can plan on assisting with anchoring if needed. If you have signed up for the site visit and are planning to attend, we request that you fill out the following form:
