PERFORMANCE WORK STATEMENT

Sample Task Order Period of Performance – must be completed 60 days after award

1.0 Performance Requirements

Building 9000 (B9000) Wiring at the ERDC Vicksburg location.

For the ERDC Vicksburg location, provide labor, equipment and materials for wiring the newly constructed Building 9000. This small building will be used for physical modeling and research. This building is to be wired to support 2 distinct networks (CorpsNet and RDE), including Wi-Fi. The building is located 500 feet from the nearest Communication Hut on the ERDC Vicksburg Campus Fiber Ring. The construction contractor has provided conduit from the Comm Hut to a handhole near the building, and from the handhole to the building, including into the building using the network service entrance and into the designated Comm Room. The construction contractor has provided and installed two equipment cabinets with network distribution switches, power supplies (UPS) and power distribution units (PDU). The construction contractor has provided conduit in the wall, stubbed out above the ceiling, and a junction box in each location where a network jack is required.

Work to be performed:

•Provide infrastructure connections (fiber) into the building using 24 strand single mode fiber. Install and terminate single mode fiber connecting the core switches for each network in the Comm Hut to the respective distribution switches in the network cabinets in the building comm room. The distance between the switches is 500 feet.
•Install a total of 10 faceplates throughout the building for network connectivity. Each faceplate will contain 4 jacks, 2 for each network, for a total of 40 network drops (20 each network). All standard cable terminations should adhere to the TIA/EIA 568-A wiring standard. All wiring to and from network jacks shall be terminated at a patch panel and not wired directly into a switch. Wall jacks and patch panels shall be labeled. Jacks and network cabling shall be properly color coded as blue for CorpsNet and green for RDE. The average length of each ethernet run is 200 feet. Cat6A ethernet cabling will be used.
•Install and punch down all wiring from the communications room to each jack or termination point, including horizontal and vertical cable management systems and wiring trays in the comm room cabinets. Perform all cable termination including wall jacks and face plates.
•Install a total of 4 Wireless Access Points (WAPs), 2 for each network, using appropriate ceiling tiles. Each WAP requires a 200 foot ethernet run using purple color ethernet cabling and should be connected and terminated at the WAP and in the appropriate network cabinet. The WAPs and ceiling tiles will be provided by the government.
•Perform testing of all wiring and termination points. Includes cable management to the ERDC standard and testing of all connections to ensure contract standards are met, with documented test results.

2.0 Special Requirements

This section describes the special requirements for this effort. The following sub-sections provide details of various considerations on this effort.

2.1 Standards and Certification Requirements

All work performed by the contractor will meet or exceed applicable requirements of the most current standards of the BICSI, NARTE, EIA/TIA, IEEE, NEC, NESC, and FM-486-2 for the work being conducted. The contractor shall provide any training necessary to ensure that contractor personnel are technically qualified to perform the contract services, at no additional cost to the Government.

2.2 A minimum of two years of specialized experience and a working knowledge of AVAYA PBX systems, peripheral nodes, and controllers. Specialized experience and working knowledge shall include performing moves, ads, and changes and other basic programming, performing maintenance operations including troubleshooting and repairing system issues and replacement of faulty components and boards, and major and minor maintenance and/or replacement operations to keep systems up to date with latest software and hardware revisions. Personnel providing maintenance and/or replacement operations and non-routine programming of system for the AVAYA systems must be certified, or have been certified in the past, by AVAYA.

2.3 A minimum of five years of specialized experience and a working knowledge of security systems including Phillips/Bosch and Pelco CCTV cameras, systems, digital technologies, and matrix switchers; CCTV storage arrays and DVR systems; and CCTV control systems and software for enterprise CCTV systems. Specialized experience and working knowledge shall include performing programming of equipment and systems, troubleshooting and replacement of faulty components and boards, installation and provisioning of additional cameras and storage array equipment, and major and minor maintenance and/or replacement operations to keep systems up to date with latest software and hardware revisions. Contractor shall be Pelco certified for Enterprise CCTV systems and certified by Philips/Bosch for matrix switcher, digital technologies, CCTV installation, and DVR systems.

2.4 A minimum of five years of specialized experience and a working knowledge of Andover Controls Continuum hardware and software systems; Galaxy hardware and software systems; and HID card access readers. Specialized experience and working knowledge shall include performing programming of equipment and systems, replacement of faulty components and boards, installation and provisioning of additional controllers and card readers, and major and minor maintenance and/or replacement operations to keep systems up to date with latest software and hardware revisions. Personnel providing maintenance and/or replacement operations and non-routine programming of systems and components shall have and continue to maintain certifications from Schneider Andover Controls, Continuum software applications, and Galaxy systems.

2.5 Certification as an RCDD (Registered Communications Distribution Designer) with a minimum of five years of ICT design experience or an equivalent combination of experience, approved education and industry certifications.

2.6 Significant experience in installation and maintenance of centralized command and control security systems, of the above listed systems, of similar or larger size and footprint as the ERDC security systems which span the five locations listed in paragraph 3.0.

2.7 Certified and calibrated testing equipment necessary to test fiber optic and copper cabling, connections, and equipment for continuity and acceptable data transmission rates.

2.8 Access to specialized vehicles and equipment required to maintain, repair, replace, and install fiber optic and copper cable infrastructure within buildings and hangers and in exterior overhead and underground locations.
