DENA COORDINATION REQUIREMENTS

PART 1 - GENERAL

1.1 SUMMARY OF WORK

A. Location Information: Denali National Park & Preserve (NP&P) consists of the

Frontcountry area (Entrance Area, C Camp, and Headquarters) located along the Denali

Park Road which intersects the George Parks Highway at milepost 237, the Toklat Road

Maintenance Camp located at approximately mile 53 along the permit only portion of the Park Road, the Eielson Visitor Center (EVC) located 14 miles beyond Toklat at mile

66 of the Park Road, and the Talkeetna Mountaineering Ranger Station located in

Talkeetna, AK.

B. Government Representative, Support, and Furnished Equipment

1. A Park Escort will be assigned to the Contractor for the purpose of access, notifications, and any other coordination requirements.

2. The Government will make available to the Contractor all available Construction

Drawings, Shop Drawings, and inventory documents. Hardcopy-only documents will be furnished to the Contractor at the park.

C. Contractor Furnished Equipment and Requirements

1. The Contractor is responsible to provide own vehicle transportation during performance of the contract.

D. Work Restrictions

1. Work needs to occur between May 15 to September 15.

2. On-Site Work Hours: Work shall be generally performed during normal business working hours of 07:00 a.m. to 5:30 p.m., Monday through Friday.

3. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Government. Consult with Park Escort prior to discovering any situation that may require disruption of utilities.

PART 2 - TECHNICAL

2.1 BACKGROUND

A. Overview: Denali NP&P has a wide array of structural fire and life safety systems ranging from fire alarm systems, water based fire sprinkler systems, Clean Agent fire suppression systems, fire hydrants, fire pumps, portable fire extinguishers, and emergency lighting.

1. Park fire alarm systems are generally addressable Edwards EST-3 systems and networks. Conventional alarm systems exist for a few buildings. FireworksTM provides the park Communication Center dispatching operation alarm system interface ability.

2. Park fire sprinkler systems range from dry, wet, and antifreeze filled type systems. Several systems are drained and brought off-line for the winter following season end.

3. Clean Agent Suppression systems protect several Information Technology server rooms.

4. Fire hydrants are generally dry-type, however some water distribution systems are seasonal only.

5. Fire pumps provide increase flow rates and pressure during periods of suppression system or hydrant activity. One fire pump is operational year-round at C Camp, while the Toklat Road Maintenance Camp has a seasonal diesel powered fire pump.

2.2 BUSINESS AND/OR TECHNICAL ENVIRONMENT

A. Emergency Response System:

1. The NPS Law Enforcement Ranger Division Communications Center

(CommCenter) maintains operational control over the parks Fire Alarm Systems.

The CommCenter must be coordinated with prior to any activity that will affect the Fire Protection and Alarm Systems.

a. The CommCenter has Monitor and Control authority over the Fire Alarm

Systems.

b. The Contractor shall coordinate all activity with the CommCenter. A 30-minute notification lead time is necessary before starting work on any Fire

Protection System.

2. Local area volunteer departments would respond to fire emergency situations and are paged by the CommCenter under the University of Alaska – Fairbanks (UAF) network. Tri-Valley (Healy), McKinley Village, and Cantwell VFD’s are the three departments in the local area.

a. The Law Enforcement Ranger Division does not perform fire department duties at the park. Rangers do provide ambulance service within the park.

b. The 911 system is active in the park and local area.

3. Coordination:

a. Housing residents must be provided a 24-hour notification of pending work. The Contractor shall develop a schedule prior to work start so that the 24- hour notification can be provided.

The Park will provide residents notice of the scheduled work to meet the 24-hour requirement.

b. Daily initial contact will be at the B&U Supervisor’s Office and include changes to the schedule, morning and afternoon confirmation of activities and locations, and fire alarm panel accounts that will be affected. All coordination requiring government input and direction will occur at the Supervisor’s office.

c. Testing, inspection, and system manipulation will not occur prior to notifying

CommCenter of location, activity, and duration of activity.

2.3 REQUIREMENTS OF WORK

A. The Contractor shall include subcontractors in inspections and testing in a systematic, integrated, and efficient manner.

1. Individual buildings/facilities shall be inspected and tested to completion without return trips required.

2. Subcontractors shall work with Contractor according to the developed plan and schedule.

B. Personnel shall be adequate in number to perform inspections and alarm testing, including acknowledgement of all alarm conditions in FireworksTMsystem.

1. CommCenter dispatchers will not be involved or adversely impacted during the inspection/testing work.

2. The Contractor shall provide one additional alarm technician to monitor the FireworksTM station during inspection/testing work at park HQ, C Camp, and the Frontcountry Area. This additional alarm technician will man the Communication Center FireworksTM station for verification of alarm system response for those systems that Fireworks monitors. The Communication Center FireworksTM station will be located in the adjacent conference room for the testing day and relocated to the

Communication Center when testing is complete for the day.

3. The Contractor shall position one alarm technician at the appropriate FireworksTM fire station at all times during inspection/testing of those facilities (building FACPs) that report to FireworksTM. The testing and inspection of fire/smoke detection components and sprinkler systems will then be performed by the other technician(s) in the appropriate facilities and building locations.
