About this file
This document is a Questions and Answers (Q&A) file for Solicitation 140P9725Q0013, related to fire protection systems inspection and testing for 12 National Parks in Alaska. The Q&A clarifies three key points about the solicitation requirements: (1) A Fire Protection Engineer (FPE) must approve inspection reports to provide independent review and verification of NFPA Code references for each identified deficiency, (2) Only a licensed Edwards System Technology (EST) distributor can perform inspections at Denali and Glacier Bay National Parks due to historical documentation quality concerns, and (3) Device quantities are challenging to precisely determine, so the amendment includes an additional column estimating square footage to help vendors estimate device quantities for quoting purposes. The solicitation is issued by the Department of the Interior National Park Service Alaska Region and seeks a contractor to conduct comprehensive fire protection systems inspections across multiple remote park locations.

QUESTIONS AND ANSWERS
140P9725Q0013 at Amendment 01
Q1. Is the Fire Protection Engineer (FPE) to approve the inspection reports required. What is the reason for this?
A1. Yes, is required. The need for an FPE is to provide for independent review and verification of NFPA Code references on each identified deficiency and provide a determination and/or consensus if each repair is required under NFPA Code or only a recommendation.
Q2. Is the licensed Edwards System Technology (EST) distributor for inspections at Denali National Park required.
A2. Yes, is required. The need for a licensed EST distributor to perform inspections at Denali and Glacier Bay National Parks was requested by each park as historically when non-EST distributors performed the alarms system inspections the documented deficiency information was lacking in detail.
Q3. Is it possible to obtain device counts for each of the fire systems?
A3. The quantities are challenging to provide, beyond what was originally in the RFQ device inventory list, being that these devices are in several buildings in remote Parks. What is included in this Amendment 01 is an additional column estimating square footage in each building. This data, with the original verbiage is expected to provide a reasonable ability for vendors to estimate devices/quantities as a business decision in quoting.
