About this file
This is a memorandum from the Department of the Army's 407th Army Field Support Brigade Logistics Readiness Center at Dugway Proving Ground that designates mission-essential contractor services as defined in DFARS 252.237.7023. The memo, dated October 21, 2024, is addressed to the U.S. Army Contracting Command - Rock Island.
The memorandum identifies five specific functional tasks as mission-essential services that contractors must continue providing during periods of crisis until released by government authority: (1) Installation Fleet Management Operations including vehicle issue and dispatch (PWS 5.29), (2) Cargo Movement/Freight (PWS 5.31), (3) Supply Support Activity Operations comprising 11 separate functions (PWS 5.19), (4) Subsistence Supply Management Office Operations (PWS 5.17), and (5) Materiel Maintenance Operations (PWS 5.1-5.6). The document includes definitions of "Essential Contractor Service" and "Mission-Essential Functions" as they relate to DoD operations and establishes that interruption of these services could seriously impair defense systems or operations effectiveness.

SUBJECT: Mission-Essential Contractor Services As Defined In DFARS 252.237.7023
Definitions. As used in this clause–
(1) “Essential Contractor Service” means a service provided by a firm or individual under contract to DoD to support mission-essential functions, such as support of vital systems, including ships owned, leased, or operated in support of military missions or roles at sea; associated support activities, including installation, garrison, and base support services; and similar services provided to foreign military sales customers under the Security Assistance Program. Services are essential if the effectiveness of defense systems or operations has the potential to be seriously impaired by the interruption of these services, as determined by the appropriate functional commander or civilian equivalent.
(2) “Mission-Essential Functions” means those organizational activities that must be performed under all circumstances to achieve DoD component missions or responsibilities, as determined by the appropriate functional commander or civilian equivalent. Failure to perform or sustain these functions would significantly affect DoD’s ability to provide vital services or exercise authority, direction, and control.
