2 9260 – LAW ENFORCEMENT GENERAL ORDERS

General Order 19

BLM MANUAL Rel. 9-427 Supersedes Rel. 9-360 01/28/2020

All BLM LEOs must wear the approved uniform while on duty and for official purposes and must adhere to prescribed appearance standards.

V. WEARING OF THE UNIFORM

A. Law Enforcement Rangers Rangers must wear the law enforcement uniform at all times when on duty with the following exceptions:

1. When the supervisor determines the uniform is inappropriate for special duty or certain circumstances, including, but not limited to, surveillance, stakeouts, raids, or security details.

2. When the ranger is attending training or meetings where the uniform is not necessary for identification.

3. When the ranger is in travel status and not in a marked law enforcement vehicle.

4. When the ranger is off duty in travel status in a marked law enforcement vehicle; however, the ranger must make all reasonable attempts to use other modes of transportation while conducting routine activities (e.g., going to a restaurant or grocery store). If other transportation is not available, the ranger must wear long pants, a collared shirt, and closed-toe shoes while using the marked law enforcement vehicle and have an approved outer garment (e.g., raid jacket) readily available that clearly identifies the ranger as a BLM LEO.

5. When the supervisor assigns the ranger to non-law-enforcement duties such as a detail to another position, places the ranger on light duty status, or suspends the ranger’s law enforcement authority.

6. When weather conditions or safety concerns (e.g., fire) require the use of other types of clothing, such as personal protective equipment.

7. When an authorized BLM field training officer is with a uniformed ranger trainee in the observation phase as outlined in the Law Enforcement Field Training and Evaluation Program Handbook (H-9260-4).

B. Special Agents

The supervisor may grant approval for a BLM special agent to work uniformed assignments. Special agents who do not have at least 3 years of uniformed federal or state law enforcement experience must successfully complete a Refresher Field Training and Evaluation Program as outlined in H-9260-4, to ensure they have the training necessary to conduct uniformed patrol operations.

The supervisor determines when it is necessary for the special agent to wear the uniform (e.g., assisting in patrol-type assignments and operating a marked law enforcement vehicle; working on task force assignments where other members of the task force are uniformed; attending ceremonial or official functions where agency identification is required; or participating in educational, 9260 – LAW ENFORCEMENT GENERAL ORDERS 3

BLM MANUAL Rel. 9-427 Supersedes Rel. 9-360 01/28/2020 media, or public affairs events). The special agent must adhere to the same standards as BLM rangers when in a uniform. When high visibility and identification are necessary for officer safety, the special agent must wear the baseball cap and raid jacket.

VI. APPEARANCE STANDARDS

LEOs will wear the authorized uniform, be properly equipped, be well groomed, and exhibit a professional appearance while performing their official duties. A professional appearance projects an image of an alert command presence, which enhances the overall effectiveness of the BLM law enforcement program.

All uniformed LEOs must maintain a high standard of personal appearance and hygiene. Special agents must adhere to this standard unless given supervisory approval based on the agent’s investigative duties. The Law Enforcement Honor Guard (LEHG) has its own appearance standards. LEHG members must adhere to the standards described in General Order 44.

An LEO must adhere to the following standards when dressed in a BLM law enforcement uniform:

A. Hair

1. Hair must be clean and neat. LEOs must keep their hair cut and styled in a conservative manner. Dyed, tinted, or bleached hair must be within a naturally occurring color range. For the purposes of this policy, naturally occurring color range does not include unique hair colors such as pink, blue, purple, green, or other neon colors. The bulk or length of the hair must not interfere with the normal wearing of any uniform hat.

2. Male LEOs must not wear their hair longer than the top of the shirt collar at the back of the neck when the officer is standing in a normal posture. Additionally, a male LEO’s hair must not extend over the tops of the ears. In all cases, the hairstyles of male LEOs must allow them to wear their uniform hats securely.

Male LEOs may not to wear braids, ponytails, or similar styles.

3. Female LEOs must not wear their hair longer than 4 inches below the bottom of the shirt collar. Female LEOs with longer hairstyles must secure their hair in a conservative manner, such as in a bun. Additionally, female LEOs must not wear ribbons or ornaments in the hair except for neat and inconspicuous bobby pins, bands, and barrettes necessary to secure their hair. In all cases, the hairstyles of female LEOs must allow them to wear their uniform hat securely. Female LEOs may not wear braids, ponytails, or similar styles.

4. LEOs may wear wigs or hairpieces if they conform to the above standards for natural hair.

5. If LEOs wear a mustache, they must keep it clean and well groomed. LEOs must neatly trim the mustache so that the upper lip is visible when viewed from the front and so that it does not extend more than one-half inch beyond the corners of the mouth.

4 9260 – LAW ENFORCEMENT GENERAL ORDERS

BLM MANUAL Rel. 9-427 Supersedes Rel. 9-360 01/28/2020

6. If LEOs wear a beard or goatee, they must keep it evenly trimmed so that it does not exceed one-half inch in length and does not extend to the neck.

7. If LEOs only wear sideburns, they must keep them evenly trimmed so that they do not exceed 1½ inches in width or extend below the bottom of the ear.

8. In the absence of a beard or goatee, LEOs must shave the chin and lower lip.

B. Jewelry

1. LEOs may wear limited items of jewelry while in uniform provided that all allowed items are discreet and do not expose the LEO to undue risk or hazard.

2. Female LEOs may wear one earring stud per natural earlobe. Male LEOs may not wear any earrings while on duty. LEOs may not wear plugs or gauges (used to enlarge piercing holes in the ear lobes).

3. LEOs must not wear any visible necklaces.

4. LEOs must not wear more than one ring per hand.

5. LEOs must not wear tongue studs or nose rings or have visible body piercings (other than the earring stud allowed for female LEOs).

C. Body Art

1. For the purposes of this policy, body art is the alteration of the body’s appearance from procedures including, but not limited to, branding, scarifying, and tattooing.

2. While on duty, LEOs must not have visible body art on the face and neck but may have visible body art on their arms and legs.

3. LEOs must not expose any offensive forms of body art while on duty.

Offensive forms of body art include images that are sexually explicit, racially biased, or sexually biased or that someone could view as discriminatory or inflammatory in nature.

D. Nails

1. Female LEOs may wear nail polish that does not detract from the uniform.

2. Male LEOs must not wear colored nail polish.

E. Cosmetics

Makeup must be conservative and natural looking and applied so that it blends with the skin tone. LEOs must not wear heavy makeup on eyelids, lips, or the rest of the face.

F. Waivers or Reasonable Accommodations Requests

LEOs may submit requests for waivers or reasonable accommodations to the appearance standard for religious or medical reasons. LEOs must submit all

9260 – LAW ENFORCEMENT GENERAL ORDERS 5

BLM MANUAL Rel. 9-427 Supersedes Rel. 9-360 01/28/2020 requests through their supervisor, servicing human resources office and special agent-in-charge. The Office of Law Enforcement and Security (OLES) director or designee will be the deciding official.

VII. PROCEDURES

A. Designated Uniform

When two or more LEOs are working a special event or operation, they must wear uniform components (shirts and pants) of the same color and style.

2. Extra magazine(s)

3. Handcuffs

See appendix 1 for proper placement.

Metal nameplates must display only the LEO’s first initial and last name for the privacy and safety of the officer. Nameplates may include the LEO’s title or duty station below his or her name.

BLM MANUAL Rel. 9-427 Supersedes Rel. 9-360 01/28/2020
