About this file
This document contains vendor questions and government responses regarding solicitation number 140P2122R0009 from the Department of the Interior National Park Service for an Indefinite Delivery Indefinite Quantity Uniform contract. The solicitation seeks to establish a full and open multiple award IDIQ contract for uniforms, uniform items, and related services. The incumbent is VF Imagewear, Inc. The government encourages vendors to provide best pricing possible given variable costs for customization levels and quantities. VENDOR QUESTION GOVERNMENT RESPONSE
Page 47, Factor 5: Can Past Performance represent work performed individually by any teammates (primeor sub)? i.e., Would Past Performance from a small business prime count as equally as Past Performancefrom their large business sub?
Past performance in accordance with the evaluation criteria may be submitted by the prime or the sub in a teaming agreement situtation. The past performance submission will count equally whether Prime or Sub.
Page 46, Factor 2: Similarly, can the designated key personnel represent either the prime or the sub? The designated key personnel can be represented by the prime or the sub.
Will consideration be given to small business or other set asides?
No consideration will be given to small business or other set asides as part of this award. This requirement is full and open competition.
4 Is there an incumbent? The incumbent is VF Imagewear, Inc.
5 Will consideration be given to a multiple award type contract? The requirement does not allow for a multiple award due to the compelxity.
6 Are any samples required to be sent with the RFP response to prove that the items offered meet DOI specifications?
There are no samples required to be sent in with the RFP. In accordance with the Performance Work Statement, paragraph 2.0, first article samples will be provided, inspected and approved after award.
There appear to be several items that are listed in Attachments 2&3 (DOI Shared Specs), that will have substantially different cost structures within an individual specification. This is given the differences in levels of customization, quantity variations, and other manufactured item variables. Just want to be sure DOI understands that pricing could be skewed on some of those shared items due to those variables.
DOI understands that uniform item cost may be skewed based upon specific variables (i.e.
customization, qty, etc.). DOI encourages vendors to provide best possible pricing.
In Part B, Commercial Contract Clauses, Addendum 2.0 (Ordering Procedures) it states that each task order shall include the type of order and number of units being purchased. Once the annual website ordering period is completed, are the remaining quantities on the task order (that are not addressed through website orders) to be billed and considered Government-owned inventory?
As stated in the RFP, task orders shall be issued as a fixed-priced service on a total units required basis.
Therefore, any service not provided will be descoped when the ordering period is complete.
Are there any Country of Origin restrictions for the garments and if so, what are they? Please see RFP clause 52.225-1, Buy American-Supplies.
Approximately what is the total value of the inventory that the Government will purchase from the incumbent, that the successful new vendor will need to reimburse the Government for as orders are placed, per Section 2.11?
The new vendor will not be required to reimburse the Government. This inventory will be Government-owned property. See RFP, paragraph 2.11, Phase-In Period and Attachment 20 for estimated current inventory.
Uniform Component Specification for Polo Shirt (S008) indicates at least 13 different color ways in Longsleeve and Short sleeve, with or without rib knit cuffs, running gussets, breathable underarm panels, and sleeve pen pockets.
Also, the shirts are to be stocked in Regular and Tall sizes in both Male and Female. Also, there are at least 40 customization iterations specified (a few being optional) that range from one small embroidery on a shirt, to a shirt with multiple emblems and multiple screen prints. This comes to at least 144 different iterations which will result in well over 160 different costs, when including non-stock sizes. The costs of these different iterations will vary significantly, given the wide ranges of customization options for the different shirts. Does DOI really desire only ONE price for all of these? See Government response to question 7.
There are other items within the “Shared Item” specifications of similar situations described in 3. above. For example, the Cardigan Sweater (S041) is in 3 colors with either Zipper or Butt on fronts, with or without two lower front pockets, in Male, Female, and Unisex with at least 4 different customization iterations. Again, there will be wide range of different costs. Same question as in 3. above? See Government response to question 7.
