1.3 WORK COVERED BY CONTRACT DOCUMENTS
A. The Work of Project is defined by the Contract Documents and consists of the following:
SECTION 011000 – SUMMARY 2
1. Conversion of the existing Doyle Fire Station building into the site’s Fitness Center: The existing Doyle Fire Station Building is to be converted to a Fitness Center and Winter Storage building. The existing building consists of a 4-bay fire truck building with a 5th “bay” housing office space, a small workout area and capped with a storage mezzanine.
The enclosed rooms and mezzanine structure within the building is to be demolished and the entire west end of the building opened up for use as the Fitness Center. The electric panel for the building is located within an existing demising wall with conduit and electrical service lines feeding up from below. This section of wall is to be retained and a new electrical service closet constructed to enclose the panel (as well as other equipment).
2. New walls along the exterior perimeter are to be constructed to protect the pre-engineered metal building walls and building insulation. A new dividing wall is to be constructed between the west-most bay with an overhead door and the next bay to the east. The demising wall will define the Fitness Center space from the Winter Storage space in the existing building. This work and other work are indicated in these specification and the accompanying design drawings.
B. Type of Contract:
1. Project will be constructed under a single prime contract concurrent with the construction of the new Fire Station to the west on the same site.
1.4 PHASED CONSTRUCTION
A. The work to convert the existing building into the new Fitness Center is to occur after the completion of the new Fire Station. The contractor is to complete the new Fire Station, the BLM will move into the new building vacating the existing building, then the contractor may commence the work to convert the existing. Scheduling is somewhat flexible, but the existing building is to remain in operation until the new building is operational. The Contractor is to work with the local staff to determine final construction scheduling.
1.5 OWNER-FURNISHED/CONTRACTOR-INSTALLED (OFCI) PRODUCTS
A. Owner's Responsibilities: Owner will furnish products indicated and perform the following, as applicable:
1. Provide to Contractor Owner-reviewed Product Data and as-built drawings as/if available.
2. Provide for delivery of Owner-furnished products to Project site.
3. Provide fitness equipment both existing and any new equipment which is to be installed into the space once the space is ready to accept the items.
4. Upon delivery, inspect, with Contractor present, delivered items.
a. If Owner-furnished products are damaged, defective, or missing, arrange for replacement.
5. Obtain manufacturer's inspections, service, and warranties.

6. Inform Contractor of earliest available delivery date for Owner-furnished products.
B. Contractor's Responsibilities: The Work includes the following, as applicable:
1. Designate delivery dates of Owner-furnished products in Contractor's construction schedule, utilizing Owner-furnished earliest available delivery dates.
2. Review Owner-reviewed Product Data, Shop Drawings, and Samples, noting discrepancies and other issues in providing for Owner-furnished products in the Work.
3. Receive, unload, handle, store, protect, and install Owner-furnished products.
4. Make building services connections for Owner-furnished products.
5. Protect Owner-furnished products from damage during storage, handling, and installation and prior to Substantial Completion.
6. Repair or replace Owner-furnished products damaged following receipt.
C. Owner-Furnished/Contractor-Installed (OFCI) Products:
1. Exiting fitness equipment installed in the existing fitness space.
a. Coordinate removal and storage of existing fitness equipment and other items in and around the mezzanine and engine bays to make space for construction. Fitness equipment is to be stored on site while the construction of the new Fitness Center space is being completed. The fitness equipment is then to be reinstalled for use in the new space.
2. Televisions, monitors, and telecommunication equipment.
1.6 CONTRACTOR'S USE OF SITE AND PREMISES
A. Restricted Use of Site: Contractor shall have limited use of Project site for construction operations as indicated on Drawings by the Contract limits and as indicated by requirements of this Section.
B. Limits on Use of Site: Limit use of Project site to areas within the Contract limits indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated.
1. Limits on Use of Site: Confine construction operations to the west-most portion of the existing building. Once the demising wall is put in place and finishes applied, the eastern portion of the building is to be turned over to the owner for their use.
2. Driveways, Walkways, and Entrances: Keep driveways and entrances serving premises clear and available to Owner, Owner's employees, and emergency vehicles at all times.
Do not use these areas for parking or for storage of materials.
C. Condition of Existing Building: Maintain portions of existing building affected by construction operations in a weathertight condition throughout construction period. Repair damage caused by construction operations.
D. Condition of Existing Grounds: Maintain portions of existing grounds, landscaping, and hardscaping affected by construction operations throughout construction period. Repair damage caused by construction operations.
SECTION 011000 – SUMMARY 4
1.7 COORDINATION WITH OCCUPANTS
A. Full Owner Occupancy: Owner will occupy site and existing adjacent buildings during entire construction period. Cooperate with Owner during construction operations to minimize conflicts and facilitate Owner usage. Perform the Work so as not to interfere with Owner's day-to-day operations. Maintain existing exits unless otherwise indicated.
B. Partial Owner Occupancy: Owner will occupy the premises during entire construction period, with the exception of areas under construction. Cooperate with Owner during construction operations to minimize conflicts and facilitate Owner usage. Perform the Work so as not to interfere with Owner's operations. Maintain existing exits unless otherwise indicated.
C. Owner Limited Occupancy of Completed Areas of Construction: Owner reserves the right to occupy and to place and install equipment in completed portions of the Work, prior to Substantial Completion of the Work, provided such occupancy does not interfere with completion of the Work. Such placement of equipment and limited occupancy shall not constitute acceptance of the total Work.
1.8 WORK RESTRICTIONS
A. Comply with restrictions on construction operations.
1. Comply with limitations on use of public streets, work on public streets, rights of way, and other requirements of authorities having jurisdiction.
B. On-Site Work Hours: Limit work in the existing building to normal business working hours of 7:00 a.m. to 6:00 p.m., Monday through Friday, unless otherwise indicated.
C. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Owner or others unless permitted under the following conditions and then only after providing temporary utility services according to requirements indicated:
1. Notify Owner not less than two days in advance of proposed utility interruptions.
2. Obtain Owner's written permission before proceeding with utility interruptions.
D. Noise, Vibration, Dust, and Odors: Coordinate operations that may result in high levels of noise and vibration, dust, odors, or other disruption to Owner occupancy with Owner.
1. Notify Owner not less than two days in advance of proposed disruptive operations.
2. Obtain Owner's written permission before proceeding with disruptive operations.
E. Smoking and Controlled Substance Restrictions: Use of tobacco products, alcoholic beverages, and other controlled substances within the existing building, on Project site or on Owner's property is not permitted.
F. Employee Identification: Provide identification tags for Contractor personnel working on Project site. Require personnel to use identification tags at all times.

G. Employee Screening: Comply with Owner's requirements for drug and background screening of Contractor personnel working on Project site.
1. Maintain list of approved screened personnel with Owner's representative.
1.9 SPECIFICATION AND DRAWING CONVENTIONS
A. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations.
These conventions are as follows:
1. Imperative mood and streamlined language are generally used in the Specifications. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.
2. Text Color: Text used in the Specifications, including units of measure, manufacturer and product names, and other text may appear in multiple colors or underlined as part of a hyperlink; no emphasis is implied by text with these characteristics.
3. Specification requirements are to be performed by Contractor unless specifically stated otherwise.
B. Division 00 Contracting Requirements: General provisions of the Contract, including General and Supplementary Conditions, apply to all Sections of the Specifications.
C. Division 01 General Requirements: Requirements of Sections in Division 01 apply to the Work of all Sections in the Specifications.

SECTION 024119 - SELECTIVE DEMOLITION
PART 1 - GENERAL
1.1 SUMMARY
A. Section Includes:
1. Demolition and removal of selected portions of building or structure.
2. Demolition and removal of selected site elements.
3. Salvage of existing items to be reused or recycled.
1.2 MATERIALS OWNERSHIP
A. Unless otherwise indicated, demolition waste becomes property of Contractor.
B. Historic items, relics, antiques, and similar objects including, but not limited to, cornerstones and their contents, commemorative plaques and tablets, and other items of interest or value to Owner that may be uncovered during demolition remain the property of Owner.
1. Carefully salvage in a manner to prevent damage and promptly return to Owner.
1.3 PREINSTALLATION MEETINGS
A. Predemolition Conference: Conduct conference at the project site.
1.4 INFORMATIONAL SUBMITTALS
A. Engineering Survey: Submit engineering survey of condition of building.
B. Proposed Protection Measures: Submit report, including Drawings, that indicates the measures proposed for protecting individuals and property and for dust control. Indicate proposed locations and construction of barriers.
C. Schedule of selective demolition activities with starting and ending dates for each activity.
D. Predemolition photographs or video.
E. Statement of Refrigerant Recovery: Signed by refrigerant recovery technician.
1.5 CLOSEOUT SUBMITTALS
A. Inventory of items that have been removed and salvaged.

1.6 FIELD CONDITIONS
A. Owner will occupy portions of building immediately adjacent to selective demolition area.
Conduct selective demolition so Owner's operations will not be disrupted.
B. Conditions existing at time of inspection for bidding purpose will be maintained by Owner as far as practical.
1. Before selective demolition, Owner will remove any items they wish to retain for further use. Verify with the local staff that all items to be retained have been removed and that the building is ready for turnover to the Contractor.
C. Notify the Government of discrepancies between existing conditions and Drawings before proceeding with selective demolition.
D. Storage or sale of removed items or materials on-site is not permitted.
E. Utility Service: Maintain existing utilities indicated to remain in service and protect them against damage during selective demolition operations.
1. Maintain fire-protection facilities in service during selective demolition operations.
F. Arrange selective demolition schedule so as not to interfere with Owner's operations.
1.7 WARRANTY
A. Existing Warranties: Remove, replace, patch, and repair materials and surfaces cut or damaged during selective demolition, by methods and with materials and using approved contractors so as not to void existing warranties.
PART 2 - PRODUCTS
2.1 PERFORMANCE REQUIREMENTS
A. Regulatory Requirements: Comply with governing EPA notification regulations before beginning selective demolition. Comply with hauling and disposal regulations of authorities having jurisdiction.
B. Standards: Comply with ANSI/ASSP A10.6 and NFPA 241.
PART 3 - EXECUTION
3.1 EXAMINATION
A. Verify that utilities have been disconnected and capped before starting selective demolition operations.

B. Perform an engineering survey of condition of building to determine whether removing any element might result in structural deficiency or unplanned collapse of any portion of structure or adjacent structures during selective building demolition operations.
C. Inventory and record the condition of items to be removed and salvaged.
3.2 UTILITY SERVICES AND MECHANICAL/ELECTRICAL SYSTEMS
A. Existing Services/Systems to Remain: Maintain services/systems indicated to remain and protect them against damage.
B. Existing Services/Systems to Be Removed, Relocated, or Abandoned: Locate, identify, disconnect, and seal or cap off utility services and mechanical/electrical systems serving areas to be selectively demolished.
1. Arrange to shut off utilities with utility companies.
2. If services/systems are required to be removed, relocated, or abandoned, provide temporary services/systems that bypass area of selective demolition and that maintain continuity of services/systems to other parts of building.
3. Disconnect, demolish, and remove fire-suppression systems, plumbing, and HVAC systems, equipment, and components indicated on Drawings to be removed.
a. Piping to Be Removed: Remove portion of piping indicated to be removed and cap or plug remaining piping with same or compatible piping material.
b. Piping to Be Abandoned in Place: Drain piping and cap or plug piping with same or compatible piping material and leave in place.
c. Equipment to Be Removed: Disconnect and cap services and remove equipment.
d. Equipment to Be Removed and Reinstalled: Disconnect and cap services and remove, clean, and store equipment; when appropriate, reinstall, reconnect, and make equipment operational.
e. Equipment to Be Removed and Salvaged: Disconnect and cap services and remove equipment and deliver to Owner.
f. Ducts to Be Removed: Remove portion of ducts indicated to be removed and plug remaining ducts with same or compatible ductwork material.
g. Ducts to Be Abandoned in Place: Cap or plug ducts with same or compatible ductwork material and leave in place.
3.3 PROTECTION
A. Temporary Protection: Provide temporary barricades and other protection required to prevent injury to people and damage to adjacent space within the building to remain.
B. Temporary Shoring: Design, provide, and maintain shoring, bracing, and structural supports as required to preserve stability and prevent movement, settlement, or collapse of construction and finishes to remain, and to prevent unexpected or uncontrolled movement or collapse of construction being demolished.
C. Remove temporary barricades and protections where hazards no longer exist.
SECTION 024119 - SELECTIVE DEMOLITION 4
3.4 SELECTIVE DEMOLITION
A. General: Demolish and remove existing construction only to the extent required by new construction and as indicated. Use methods required to complete the Work within limitations of governing regulations and as follows:
1. Neatly cut openings and holes plumb, square, and true to dimensions required. Use cutting methods least likely to damage construction to remain or adjoining construction.
Use hand tools or small power tools designed for sawing or grinding, not hammering and chopping. Temporarily cover openings to remain.
2. Cut or drill from the exposed or finished side into concealed surfaces to avoid marring existing finished surfaces.
3. Do not use cutting torches until work area is cleared of flammable materials. At concealed spaces, such as duct and pipe interiors, verify condition and contents of hidden space before starting flame-cutting operations. Maintain portable fire-suppression devices during flame-cutting operations.
4. Maintain fire watch during and for at least 3 hours after flame-cutting operations.
5. Locate selective demolition equipment and remove debris and materials so as not to impose excessive loads on supporting walls, floors, or framing.
6. Dispose of demolished items and materials promptly.
B. Site Access and Temporary Controls: Conduct selective demolition and debris-removal operations to ensure minimum interference with roads, streets, walks, walkways, and other adjacent occupied and used facilities.
C. Removed and Salvaged Items:
1. Clean salvaged items.
2. Pack or crate items after cleaning. Identify contents of containers.
3. Store items in a secure area until delivery to Owner.
4. Transport items to Owner's storage area as designated by the Government.
5. Protect items from damage during transport and storage.
D. Removed and Reinstalled Items:
1. Clean and repair items to functional condition adequate for intended reuse.
2. Pack or crate items after cleaning and repairing. Identify contents of containers.
3. Protect items from damage during transport and storage.
4. Reinstall items in locations indicated. Comply with installation requirements for new materials and equipment. Provide connections, supports, and miscellaneous materials necessary to make item functional for use indicated.
E. Existing Items to Remain: Protect construction indicated to remain against damage and soiling during selective demolition. When permitted by the Government, items may be removed to a suitable, protected storage location during selective demolition, cleaned and reinstalled in their original locations after selective demolition operations are complete.

3.5 CLEANING
A. Remove demolition waste materials from Project site and recycle or dispose of them accordingly.
1. Do not allow demolished materials to accumulate on-site.
2. Remove and transport debris in a manner that will prevent spillage on adjacent surfaces and areas.
3. Comply with requirements specified in Section 017419 "Construction Waste
Management and Disposal."
B. Burning: Do not burn demolished materials.
C. Clean adjacent structures and improvements of dust, dirt, and debris caused by selective demolition operations. Return adjacent areas to condition existing before selective demolition operations began.

A. Cold-Formed Steel Framing Standards: Unless more stringent requirements are indicated, framing complies with AISI S100 and ASTM C955.
2.2 COLD-FORMED STEEL FRAMING MATERIALS
A. Framing Members, General: Comply with ASTM standards for conditions indicated.
B. Steel Sheet: ASTM A1003/A1003M, Structural Grade, Type H, metallic coated, of grade and coating designation as follows:
1. Grade: [ST33H (ST230H)] [ST50H (ST340H)] [As required by structural performance] <Insert grade>.

2.3 WALL FRAMING

B. Steel Track: Manufacturer's standard U-shaped steel track, of web depths indicated, unpunched, with straight flanges, and matching minimum base-metal thickness of steel studs as indicated on the structural plans.
C. Steel accessories: Manufacturer's standards to match use and placement as indicated on the structural plans.
2.4 ANCHORS, CLIPS, AND FASTENERS
A. Steel Shapes and Clips: ASTM A36/A36M, zinc coated by hot-dip process according to
ASTM A123/A123M.
B. Anchor Bolts: ASTM F1554, Grade 36 threaded carbon-steel hex-headed bolts, carbon-steel nuts, and flat, hardened-steel washers; zinc coated by [ot-dip process according to ASTM A153/A153M, Class C.
C. Post-Installed Anchors: Fastener systems with bolts of same basic metal as fastened metal, if visible, unless otherwise indicated; with working capacity greater than or equal to the design load, according to an evaluation report acceptable to authorities having jurisdiction as appropriate for the substrate.
2.5 MISCELLANEOUS MATERIALS
A. Galvanizing Repair Paint: ASTM A780/A780M.
B. Cement Grout: Portland cement, ASTM C150/C150M, Type I; and clean, natural sand, ASTM C404. Mix at ratio of 1 part cement to 2-1/2 parts sand, by volume, with minimum water required for placement and hydration.
C. Nonmetallic, Nonshrink Grout: Factory-packaged, nonmetallic, noncorrosive, nonstaining grout, complying with ASTM C1107/C1107M, and with a fluid consistency and 30-minute working time.
D. Shims: Load-bearing, high-density, multimonomer, nonleaching plastic; or cold-formed steel of same grade and metallic coating as framing members supported by shims.
E. Sill Sealer Gasket: Closed-cell neoprene foam, 1/4 inch thick, selected from manufacturer's standard widths to match width of bottom track or rim track members as required.
SECTION 054000 - COLD-FORMED METAL FRAMING 4
PART 3 - EXECUTION
3.1 PREPARATION
A. Install load-bearing shims or grout between the underside of load-bearing wall bottom track and the top of foundation wall or slab at locations with a gap larger than 1/4 inch (6 mm) to ensure a uniform bearing surface on supporting concrete or masonry construction.
B. Install sill sealer gasket at the underside of wall bottom track or rim track and at the top of foundation wall or slab at stud or joist locations.
3.2 INSTALLATION, GENERAL
A. Cold-formed steel framing may be shop or field fabricated for installation, or it may be field assembled.
B. Install cold-formed steel framing according to AISI S200, AISI S202, and manufacturer's written instructions unless more stringent requirements are indicated.
C. Install cold-formed steel framing and accessories plumb, square, and true to line, and with connections securely fastened.
D. Install framing members in one-piece lengths unless splice connections are indicated for track or tension members.
E. Install temporary bracing and supports to secure framing and support loads equal to those for which structure was designed. Maintain braces and supports in place, undisturbed, until entire integrated supporting structure has been completed and permanent connections to framing are secured.
F. Do not bridge building expansion joints with cold-formed steel framing. Independently frame both sides of joints.
G. Install insulation, specified in Section 072100 "Thermal Insulation," in framing-assembly members, such as headers, sills, boxed joists, and multiple studs at openings, that are inaccessible on completion of framing work.
H. Fasten hole-reinforcing plate over web penetrations that exceed size of manufacturer's approved or standard punched openings.
3.3 INSTALLATION OF WALL FRAMING
A. Install continuous top and bottom tracks sized to match studs. Align tracks accurately and securely anchor at corners and ends, and at spacings as follows:

B. Squarely seat studs against top and bottom tracks, with gap not exceeding 1/8 inch between the end of wall-framing member and the web of track.

C. Set studs plumb, except as needed for diagonal bracing or required for nonplumb walls or warped surfaces and similar configurations.
D. Align studs vertically where floor framing interrupts wall-framing continuity. Where studs cannot be aligned, continuously reinforce track to transfer loads.
E. Align floor and roof framing over studs according to AISI S200, Section C1. Where framing cannot be aligned, continuously reinforce track to transfer loads.
F. Anchor studs abutting structural columns or walls, including masonry walls, to supporting structure.
G. Install headers over wall openings wider than stud spacing. Locate headers above openings.
Fabricate headers of compound shapes indicated or required to transfer load to supporting studs, complete with clip-angle connectors, web stiffeners, or gusset plates.
1. Frame wall openings with not less than a double stud at each jamb of frame. Fasten jamb members together to uniformly distribute loads.
2. Install tracks and jack studs above and below wall openings. Anchor tracks to jamb studs with clip angles or by welding, and space jack studs same as full-height wall studs.
H. Install supplementary framing, blocking, and bracing in stud framing indicated to support fixtures, equipment, services, casework, heavy trim, furnishings, and similar work requiring attachment to framing.
1. If type of supplementary support is not indicated, comply with stud manufacturer's written recommendations and industry standards in each case, considering weight or load resulting from item supported.
I. Install horizontal bridging in stud system, spaced vertically as indicated on Drawings. Fasten at each stud intersection.
1. Channel Bridging: Cold-rolled steel channel, welded or mechanically fastened to webs of punched studs with a minimum of two screws into each flange of the clip angle for framing members up to 6 inches deep.
J. Install miscellaneous framing and connections, including supplementary framing, web stiffeners, clip angles, continuous angles, anchors, and fasteners, to provide a complete and stable wall-framing system.

3.4 INSTALLATION TOLERANCES
A. Install cold-formed steel framing level, plumb, and true to line to a maximum allowable tolerance variation of 1/8 inch in 10 feet and as follows:
1. Space individual framing members no more than plus or minus 1/8 inch from plan location. Cumulative error are not to exceed minimum fastening requirements of sheathing or other finishing materials.
3.5 REPAIRS
A. Galvanizing Repairs: Prepare and repair damaged galvanized coatings on fabricated and installed cold-formed steel framing with galvanized repair paint according to ASTM A780/A780M and manufacturer's written instructions.
3.6 FIELD QUALITY CONTROL
A. Testing: If deemed necessary, the Owner will engage a qualified independent testing and inspecting agency to perform field tests and inspections and prepare test reports.
B. Field and shop welds will be subject to testing and inspecting.
C. Testing agency will report test results promptly and in writing to Contractor and the Owner.
D. Cold-formed steel framing will be considered defective if it does not pass tests and inspections.

C. Install insulation with manufacturer's R-value label exposed after insulation is installed.
D. Extend insulation to envelop entire area to be insulated. Fit tightly around obstructions and fill voids with insulation. Remove projections that interfere with placement.
E. Provide sizes to fit applications and selected from manufacturer's standard thicknesses, widths, and lengths. Apply single layer of insulation units unless multiple layers are otherwise shown or required to make up total thickness or to achieve R-value.
3.2 INSTALLATION OF INSULATION IN FRAMED CONSTRUCTION
A. Blanket Insulation: Install in cavities formed by framing members according to the following requirements:
1. Use insulation widths and lengths that fill the cavities formed by framing members. If more than one length is required to fill the cavities, provide lengths that will produce a snug fit between ends.
2. Place insulation in cavities formed by framing members to produce a friction fit between edges of insulation and adjoining framing members.
3. Maintain 3-inch clearance of insulation around recessed lighting fixtures not rated for or protected from contact with insulation.

4. For metal-framed wall cavities where cavity heights exceed 96 inches, support unfaced blankets mechanically and support faced blankets by taping flanges of insulation to flanges of metal studs.
5. For wood-framed construction, install blankets according to ASTM C1320 and as follows:
a. With faced blankets having stapling flanges, lap blanket flange over flange of adjacent blanket to maintain continuity of vapor retarder once finish material is installed over it.
b. Exterior Walls: Set units with facing placed toward interior of construction.
c. Interior Walls: Set units with facing placed toward the new Fitness Room area.
B. Miscellaneous Voids: Install insulation in miscellaneous voids and cavity spaces where required to prevent gaps in insulation using the following materials:
