PERFORMANCE WORK STATEMENT

DISSOLVED OXYGEN INJECTION SYSTEM

VERTICAL TURBINE PUMP REFURBISHMENT

CHATHAM COUNTY AND EFFINGHAM COUNTY, GEORGIA

1. Purpose: To perform maintenance on the Vertical Turbine Pumps of the Dissolved Oxygen Injection System in accordance with the requirements of the manufacturer’s operations and maintenance documentation.

2. Scope: Contractor shall furnish all labor, equipment, materials, and tools to fulfill the requirements of this contract. The contract will include refurbishment of ten (10) Vertical Turbine Pumps (VTP) for the Dissolved

Oxygen (DO) Injection System facilities at the Down River (DR) site and, as OPTIONs. up to nine (9) VTP at the

Up River Site. Ten (10) pumps are located at the DR site and nine (9) pumps are at the UR site for a total of 19 pumps. This contract shall include removal of each pump from their installed location, transportation of the pumps to an off-site facility, disassembly, inspection, replacement of worn components, reassembly, transportation of the pumps back to the DO facilities, and reinstallation. The contractor shall be responsible to ensure that the plants are returned to the same operational condition as they were at the time of removal. Specifications regarding each task required are detailed below.

3. Period of Performance: All work shall be completed by 30 April 2025.

4. Background: The Dissolved Oxygen Injection System was constructed as a mitigation feature for the

Savannah Harbor Expansion Project. The system consists of two facilities. The Down River Facility is located in

Chatham County, GA on Hutchinson Island adjacent to Downtown Savannah and the Up River Facility is located in

Effingham County, GA at Georgia Power’s Plant McIntosh adjacent to the city of Rincon. The addresses of each facility are as follows:

Down River DO Facility

30 COE Hutchinson Island Road

Savannah, GA 31421

GPS: 32.1163,-81,1258

Up River DO Facility

975 Old Augusta Rd Central

Rincon, GA 31326

GPS: 32.3498, -81.1624

The DO facilities are in “in-season” operations from June 1 to September 30 annually and “off-season” for the remainder of the year. During the in-season period, 24/7 operations are required to achieve specified oxygen injection rates. The off-season period typically consists of scheduled preventative maintenance and system repairs.

5. Performance Objectives: All work performed under this contract must not interfere with in-season operations with the exception of executing the optional CLIN 0013. Pumps shall be serviced during the off-season and all work under this contract shall be complete by 30 April 2025. A summary of the tasks associated with each contract line item number (CLIN) is described below.

Salient information for each type of VTP can be found in Appendix A.

Manufacturer’s operations and maintenance manuals for the VTPs can be found in Appendix B (Down River) and

Appendix C (Up River).

Updated shop drawings of revised VTP lubrication system can be found in Appendix D.

6. Tasks

CLIN 0001

Removal of DR VTPs from installed location and transportation to an off-site facility

The contractor shall disconnect all existing electrical, controls, mechanical and lubrication system components from each VTP necessary for uninstallation, separate the electric motor, and remove each vertical turbine pump from its installed location. Store the motors at a location on site specified by the Government. Motors shall be protected from the weather while the pump is removed and stored in a manner that allows Contractor to perform preventative maintenance and manual rotation in accordance with manufacturer’s guidance. The contractor shall be responsible for storing the motors in accordance with Manufacturer’s recommendations, including but not limited to ensuring the winding heaters are connected and energized. The Contractor shall be responsible to ensure all maintenance of the electric motors while separated from the pumps is performed in accordance with the Manufactures guidance.

Contractor shall ensure that all electrical connections removed in relation to this contract are properly labeled to aid reconnection upon return of the pumps. Coordinate with the existing facility maintenance contractor to ensure all existing electrical, controls, mechanical and lubrication systems serving the uninstalled pump and motors are safeguarded from operations while the units are removed. Maintain all parts, hardware and components removed during uninstallation of the electric motors and pumps for reuse during reinstallation. Load removed pumps onto transportation and deliver to the contractor’s designated off-site facility.

CLIN 0002 - CLIN 0005

Disassembly, inspection, refurbishment and reassembly – DR VTPs The contractor shall disassemble each pump at the designated off-site facility per manufacturer’s guidance. Provide the Government seven (7) calendar days’ notice in advance of the disassembly of each pump so that a Government representative may access the off-site facility for witnessing of the disassembly and inspection process. Fully inspect all components for wear beyond acceptable conditions identified in manufacturer’s specifications and document all findings. All pumps are designed to operate in a brackish salt-water environment with sacrificial anodes to provide cathodic protection. Any components requiring replacement shall be either of same or better material for the environment and operational conditions as the material being replaced. Sacrificial anodes showing more than 10% material reduction from new shall be replaced. All sacrificial anodes shall be evaluated for proper connection and function. Repair or replace all components worn beyond acceptable conditions as described by manufacturer’s documentation with new components. Provide the Government seven (7) calendar days’ notice in advance of the reassembly of each pump so that a Government representative may access the off-site facility for witnessing of the reassembly process. The pumps shall be rebuilt to a “like-new” condition prior to being returned to the site.

CLIN 0006

Transportation back to DR DO facility, reinstallation and testing.

The contractor shall load refurbished pumps onto transportation and deliver back to the DR DO Facility. Reinstall the pumps to their respective positions and reinstall each electric motor to the pumps. Reattach all electrical, controls, mechanical and lubrication system components previously disconnected during the removal process. The

Contractor shall be responsible for all final connections to ensure pumps are returned to a complete and usable condition, per the manufacturer’s requirements. Provide personnel on site to perform startup and testing of each pump after reinstallation. The Government and existing facility maintenance contractor will assist in the operation of each pump for testing under this contract. However, the Contractor shall be responsible for developing a testing/commissioning plan in accordance with the Manufacturer’s guidance. The contractor shall submit the testing/recommission plan and schedule no later than 30 calendar days after award of this contract to the contracting officer for review and approval. The contracting officer shall provide comments within 14 calendar days of receiving the plan and schedule.

Document inspections, startup procedures and testing results in a written report and deliver to the Government after completion. Include any updates to manufacturer’s documentation in the event worn components have been replaced with recommended components updated from the manufacturer’s documentation provided. Maintain accurate actual materials, labor and service cost data throughout the performance of this contract and provide a final breakdown of completed costs to refurbish each pump. The total costs included in the breakdown should match the total contract value.

CLIN 0007 - OPTION
