About this file
This pre-bid meeting attendee list, agenda, and Q&A document pertains to a solicitation issued by the Maryland Department of Juvenile Services (DJS) for Community-Based Behavioral Health Evaluations serving multiple regions throughout the state. The solicitation (BPM053561, Project #26-MULTI-CS-BH-001) seeks contractors to provide behavioral health evaluations for male and female adolescent youth who are adjudicated or pre-adjudicated delinquent and/or court-ordered to participate in evaluations. Services will be delivered across three regions: Eastern, CapSouth, and Western, with the state accepting up to three bids, one per region. Bidders interested in a specific region must cover all counties within that region. The pre-bid meeting was held on March 18, 2026, at 11:00 AM and was attended by DJS representatives and representatives from multiple behavioral health and staffing companies. The solicitation follows an Invitation for Bids (IFB) procurement type with written questions due by March 25, 2026, at 2:00 PM and bids due by April 1, 2026, at 2:00 PM via the eMMA portal. The contract term is five years, commencing June 1, 2026, and concluding May 31, 2031, with no renewal options.
Award will be made to the lowest responsive and responsible bidder. The solicitation includes a 5% Minority Business Enterprise (MBE) participation goal, which must be met through certified MBE subcontractors; if the prime contractor is MBE-certified, they may satisfy 2.5% with the remaining 2.5% to be fulfilled by subcontractors. Evaluations may be conducted in-person or virtually, though DJS prefers in-person evaluations; virtual evaluations will result in a 20% reduction in bid price. State and Federal Criminal Background checks must not be older than 60 days. Services are referral-based with no guaranteed minimum weekly hours or structured scheduling; referrals typically come in waves based on court proceedings. Evaluations may occur at the vendor's office, the youth's home, or a local DJS office with approval. Staff may be shared across regions for vendors bidding on multiple regions. All bids must be submitted online via eMMA with all required documents completed, signed, and dated, and bid amounts must be entered on the eMMA spreadsheet to ensure visibility upon bid closure.

Pre-bid Meeting Questions & Answers
Community Based Behavioral Health Evaluations @ Multiple Regions Project #26-MULTI-CS-BH-001
Solicitation #BPM053561
Pre-bid Meeting Questions & Answers
Q1.) How current would the criminal background check need to be?
A1.) State and Federal Criminal Background checks should not be older than 60 days.
Q2.) Explanation of the difference between virtual vs in person evaluating.
A2.) DJS's preference is in person however they will accept virtual evaluations at a 20% reduction in the bid price. We feel you are able to obtain a more thorough evaluation by conducting it in person. We have youth at multiple adult facilities that only permit in-person evaluations.
Q3.) What if you are interested in only bidding on a certain part of the state?
A3.) The IFB is broken down into three regions, Eastern, CapSouth and Western. The state will accept a total of three (3) bids, one for each region. If you bid on that region, you must cover all its counties.
Q4.) If you want to bid on all three regions, do you have to submit three separate proposals?
A4.) The bid sheet has three separate pages, one for each region. If you complete all three pages, you have bid on all three regions. If there is a region you do not want to bid on, leave that page blank. Only one proposal is needed to bid on all three regions.
Q5.) Can you explain what an "Updated Psychological Evaluation" would consist of? Would we need to reassess the youth and repeat the testing?
A5.) Often, youth face two separate charges and only one is tried at a time. A court order will request an evaluation; however, we strongly advocate against over-evaluating our youth. If the prior evaluation was completed within the last twelve (12) months, we may ask a provider to review the new supporting documents and determine if their original recommendation has changed. The provider would write a memo to the court stating there are no changes and the recommendation stays the same. There are other times when you would only need to update the case # on your original report if the youth has not been adjudicated on the prior charges.
Q6.) If the bidder is an MBE, do they still need an MBE subcontractor?
A6.) Yes, there is a 5% MBE sub-goal.
Q7.) MBE, If the bidder is an MBE, they often permit a credit so that the sub goal is not the full amount. Is that the case with this one?
A7.) Yes, if the bidder is an MBE, they would take the 2.5% and the MBE Subcontractor would take 2.5%.
Q8.) Can you share previous proposed pricing?
A8.) No, but it can be accessed on Board of Public Works (BPW) or Public Information Act (PIA) via request.
Q9.) In terms of the MBE Goal, can the primary vendor serve the entire 5%?
A9.) No, the primary vendor cannot fulfill the entire 5% MBE goal on its own. The MBE goal is intended to be met through participation by certified MBE subcontractors. It is acceptable if the prime is a certified firm through MDOT to do 2.5%, but the other 2.5% must be achieved through participation by certified MBE subcontractors.
Q10.) What is the potential start date if awarded, as we have seen other agencies across the state having delays once awarded?
A10.) The contract term is tentatively June 1, 2025- May 31, 2031
Q11.) What all is encompassed in the evaluation?
A11.) This is an Invitation for Bids (IFB), proposals are not evaluated using a technical scoring process. Bids will be reviewed to determine responsiveness to the requirements of the solicitation and bidder responsibility. Award will be made to the lowest responsive and responsible bidder in accordance with the IFB.
Q12.) Is there any historical pricing benchmark or incumbent rate range the Department can share for prior contracts of similar scope?
A12.) In accordance with Maryland procurement regulations, the State limits the information that may be disclosed during active procurements. Specifically, pricing and proposal details from prior or current procurements. Information related to prior contract awards may be available by request through the Maryland Public Information Act or through publicly posted contract award notices in eMaryland Marketplace Advantage (eMMA) and/ or Board of Public Works (BPW) Agenda items.
Q13.) So you have to have MBE to participate?
A13.) No, a vendor does not have to be a certified MBE to participate in this solicitation.
However, offerors are required to meet the established MBE participation goal through certified MBE subcontractors. Please refer to the MBE section of the solicitation for additional details.
Q14.) For youth residing in the community (e.g., on probation), are evaluations expected to occur in the youth’s home, a DJS office, or another designated location?
A14.) Evaluations can occur at the vendor's office, the youth's home or a local DJS office (with approval).
Q15.) Is there an expectation for dedicated staff per region, or can staff be shared across regions?
A15.) If the vendor bids on multiple regions, their staff can provide services across those regions. A dedicated staff member per region is unnecessary.
Q16.) Are services expected to be provided strictly on a referral/on-demand basis, or are there anticipated minimum weekly service hours or structured scheduling expectations per region?
A16.) Services are referral based only. There is no guarantee how many referrals one will receive in a week. It tends to come in waves strictly based on court proceedings.
