About this file
This appendix document is a policy reference list for the Maryland Department of Juvenile Services (DJS) Community-Based Behavioral Health Evaluations contract solicitation (25-Multi-CS-BH-001). The document outlines mandatory policies across seven categories that contractors must comply with, including Behavioral Health policies addressing assessment, evaluations, screening, substance abuse treatment, and suicide prevention; Information Technology policies covering user access and security; Management policies on confidentiality and workplace conduct; Operations policies addressing accessibility, communication, abuse reporting, and grievance procedures; Health Care policies regarding youth records; and Residential Facilities policies on sexual abuse prevention and facility searches. The contract itself seeks to procure behavioral health evaluation services across three geographic regions (Eastern, Capital South, and Western) for adjudicated and pre-adjudicated delinquent youth ages 12-20. Services include psychological evaluations, psychiatric evaluations, Certificate of Need evaluations, psychosexual evaluations, consultations, and court appearances, with estimated annual volumes of 150 psychological evaluations, 20-50 updated evaluations by region, 15 consultations each for psychology and psychiatry, 5 court appearances, 5 CON psychiatric evaluations, 3 updated CON evaluations, and 50 psychosexual evaluations across all regions. A virtual pre-bid conference is scheduled for March 18, 2026 at 11:00 a.m., with written questions due March 25, 2026 at 2:00 p.m., and sealed bids due April 1, 2026 at 2:00 p.m. via eMMA. The Department intends to make up to three awards, one per region, with a five-year contract term from June 1, 2026 through May 31, 2031 with no renewal options.
Pricing is structured as fixed-price with virtual evaluations billed at a 20% reduction from in-person rates. A 5% Minority Business Enterprise (MBE) subcontracting participation goal is required, with MBE-certified prime contractors permitted to self-perform 2.5% and fulfill the remaining 2.5% through subcontractors. Contractor staff must hold current Maryland licenses, with psychologists requiring at least two years of post-doctoral experience evaluating adolescents and psychiatrists requiring at least two years of post-fellowship experience. Bidders must demonstrate two years of community-based mental health evaluation experience with court-involved youth within the past five years and provide three reference letters. All personnel must complete CJIS criminal background checks prior to assignment, with individuals convicted of crimes against property, theft, fraud, crimes against public administration, or violence prohibited from service. Staff must also comply with Child Protective Services clearances and Prison Rape Elimination Act requirements. Insurance requirements include Commercial General Liability ($1 million per occurrence/$3 million aggregate), Professional Liability ($1 million per claim/$3 million aggregate), Cyber Security/Data Breach ($5 million per occurrence), and Workers' Compensation. No federal funding is involved, and travel is not reimbursed.
