About this file
This file is an Appendix to an Invitation for Bids (IFB) issued by the Maryland Department of Juvenile Services for Community-Based Behavioral Health Evaluations for Multiple Regions (Solicitation #25-Multi-CS-BH-001). The document serves as a Bidders Staff Qualifications Coversheet Checklist that outlines the required qualifications and documentation that clinicians employed by bidders must provide. The checklist requires bidders to submit current licensure documentation, curriculum vitae or resume (not to exceed three pages), and evidence of specific clinical experience to support their qualifications. Bidders must demonstrate that their staff have at least two years of experience providing psychological evaluations to youth ages 12-20 who are alleged or adjudicated delinquent, and if applicable, psychiatric evaluations and psycho-sexual evaluations with the same population. Documentation requirements include redacted copies of sample evaluation reports completed by the named clinician and Maryland State Police, Child Protective Services, and Federal Bureau of Investigation background check results.
The checklist establishes objective verification criteria for clinician qualifications and serves as a quality assurance mechanism for the Department of Juvenile Services. Prior experience obtained through employment by entities other than the bidder may be considered when determining whether minimum qualifications are met. The document does not address pricing, contract term, or award procedures; rather, it functions as a staff qualification verification tool within the broader procurement process. This appendix ensures that all clinicians assigned to provide behavioral health evaluations meet established professional and experiential standards required to serve the adjudicated and pre-adjudicated youth population across multiple DJS regions in Maryland.
