About this file

This is a Qualification by Similarity waiver form (CAT II IAW AFMCI23-113) used by the U.S. Air Force 417 SCMS/GUEA to evaluate whether a manufacturer's part can be qualified based on similarity to previously qualified parts rather than requiring full prequalification testing. The form requires manufacturers to provide detailed comparisons between a qualification item (new part) and similar items (previously delivered parts), documenting that critical characteristics are identical or equivalent. Manufacturers must submit their name, FSCM code, and part numbers of similar items along with the original contract delivery dates, with multiple part numbers grouped by weapon system and supported by a critical characteristics comparison table.

The evaluation criteria encompass material specifications (including forging/casting specifications and heat treat conditions), manufacturing processes (machining operations with specific tolerances and surface finish requirements), and specialized processes including fluorescent magnetic particle inspection (FMPI), fluorescent penetrant inspection (FPI), grinding, temper-etch, shot peening, and various plating/coating processes (cadmium, chrome, nickel, HVOF, zinc-nickel, and anodize) that must comply with specified military standards. The form also requires documentation of quality program compliance under MIL-I-45208 for critical and complex items, logistics capability for assembly and on-time delivery, in-house capabilities, vendor certifications, and quality history. The document explicitly states that qualification by similarity is not guaranteed even with complete form submission, and 417 SCMS/GUEA reserves the right to require prequalification articles from all offerors and may change critical characteristics lists due to failures or other circumstances.

Qualification Waiver Criteria of Part Number:

Qualification by similarity is not guaranteed, even if every block is completed. 417 SCMS/GUEA has reserved the right to require a prequalification article from every offeror and the right to have final determination of prequalification article approval. If the prequalification article is not found acceptable, the vendor will not be added to the 761 as an approved source. In addition, this critical characteristics list may change at any time, due to failures or other circumstances.
