About this file
The document is a detailed 5-Step Process guide for a Job Order Contract (JOC) that outlines the workflow between an Owner and Contractor for project execution. The process includes: 1) Joint Scope Meeting where the Owner and Contractor inspect the site and discuss work details, 2) Detailed Scope of Work preparation by the Owner, 3) Price Proposal submission by the Contractor using appropriate tasks and quantities, 4) Price Proposal Review by the Owner, and 5) Job Order Issuance after satisfactory review and submission of required documents. Pre-work steps emphasize thorough information gathering, site inspection, bringing necessary tools, potentially involving subcontractors, and asking detailed questions. A key procedural note indicates that an Independent Government Estimate (IGE) must be completed by the government before receiving or reviewing the price proposal.

5 Step Process
1. Joint Scope Meeting The Owner schedules a Joint Scope Meeting at the site with the Contractor and others to agree on the details of the work to be performed. This meeting allows the Contractor to inspect the site and ask questions before submitting a Price Proposal, helping to eliminate misunderstandings and mistakes. This upfront, open communication often results in more cost-effective, collaborative solutions.
2. Detailed Scope of Work The Owner prepares a Detailed Scope of Work that describes the work the Contractor will perform. The Detailed Scope of Work will be sent along with the Request for Proposal to the Contractor.
3. Price Proposal The Contractor prepares a Price Proposal by selecting the appropriate Tasks from the CTC and enters the appropriate quantities. The Contractor submits the Price Proposal along with a construction schedule showing the Job Order Completion Time and a list of proposed local subcontractors.
4. Price Proposal Review The Owner reviews the Price Proposal to ensure the Contractor has selected the appropriate tasks and the correct quantities and asks the Contractor to make any required changes.
5. Job Order Issued Once the Owner is 100 percent satisfied with the Price Proposal, construction schedule, proposed subcontractors and has received and approved any other required documents (e.g. bonds, certificates of insurance, etc.), the Owner can issue a Job Order to the Contractor. The Job Order will require the Contractor to complete the Detailed Scope of Work within the Job Order Completion Time for the Job Order Price which is the value of the approved Price Proposal.
