About this file
The file is an Industry Day Presentation Slide Deck for Job Order Contracting (JOC) Solutions by Gordian, focused on providing a comprehensive overview of JOC procurement strategies for the Federal Bureau of Investigation (FBI). The presentation details JOC as an Indefinite Delivery/Indefinite Quantity (IDIQ) contracting method that enables contractors to complete multiple projects using a single competitive bid, with tasks priced through a preset Unit Price Book (UPB) and contractors bidding an Adjustment Factor. Gordian's JOC solution offers a Construction Task Catalog with over 275,000 construction tasks, custom local pricing, and web-based software (eGordian) to manage the procurement process transparently.
The corresponding federal contract opportunity is a competitive local 8(a) set-aside solicitation for the FBI Redstone Job Order Contract, with a total contract value not to exceed $11.5M over 5 years. The contract is limited to 8(a) businesses within a 50-mile radius of FBI Redstone in Huntsville, Alabama, with a minimum contract guarantee of $50,000. Key dates include a Seed Project site visit on April 3, 2025, question submissions due by April 4, 2025, and proposal submissions due electronically by April 23, 2025, at 4:00 PM CST. Interested offerors must have an established office within the specified radius for at least one year and submit proposals to designated FBI points of contact.

CONTRACTOR’S ADJUSTMENT FACTOR TO CTC
Importance of Adjustment Factors:
What is an Adjustment Factor?
Determines winning bidder Used to price individual job orders Includes all Contractor’s Business and Project Related Costs, inclusive of Bonding and Insurance, Secured Areas consideration, and Subcontractor’s Overhead and Profit Price proposal total becomes the lump sum job order amount An Adjustment Factor is a multiplier applied to the construction tasks that may increase or decrease the prices listed in the CTC.
Contractors may bid multiple Adjustment Factors (normal working hours, other than normal working hours, etc.) that are applied to all Tasks in the CTC.
Adjustment Factors should include all direct and indirect costs not included in the preset prices, and the contractor’s overhead and profit.

TRACKING JOC PROGRAM SUCCESS
JOC on eGordian provides visibility into program progress and goal tracking.
KPIs can be established to measure the success of the program and provide tools for continuous improvement.
JOC on Gordian Cloud is be capable of generating effective management reports to keep track of every project and Job Order (a project can have multiple Job Orders)by Contractor, by geography, by Project Manager, by department, etc. You should generate the management reports routinely and use those reports to manage the process. Depending upon the number of projects and the deadlines for those projects, it is a good idea to conduct regular meetings with the Contractors to review the status of each project.
KPIs can be established for individual projects, project managers, Contractors and/or the time it takes to complete each step in the Job Order development process. This will measure the success of the system and process and provide tools for management to make improvements to the process.
Some examples include:
Procurement: Average days between Job Order Initiated and Job Order Issued Delivery: Average days between Job Order Issued and Construction End Initial Proposal Amount vs. Approved Proposal Amount
