About this file
This is a Drug Free Workplace Certification attachment for the Florida Department of Management Services' Contact Center Services RFP (No. 26-83111500-RFP). The certification serves as a tie-breaking mechanism when the Department receives equal proposals eligible for award with respect to price, quality, and service, applying a preference in accordance with Section 287.087, Florida Statutes. Respondents must certify implementation of a comprehensive drug-free workplace program that includes publishing a statement prohibiting unlawful manufacture, distribution, dispensing, possession, or use of controlled substances; informing employees about drug abuse dangers and available counseling and rehabilitation programs; distributing the prohibition statement to all employees engaged in providing the commodities or contractual services; requiring employees to notify the employer of any conviction or plea related to controlled substance violations within five days; imposing sanctions or requiring satisfactory participation in drug abuse assistance programs for violations; and making good faith efforts to maintain a drug-free workplace through ongoing implementation of these provisions.
The certification must be signed by an authorized representative of the respondent and submitted with the proposal. The signatory certifies full compliance with all drug-free workplace requirements under penalty of perjury. This attachment is a mandatory compliance document for the Contact Center Services RFP, which is being issued for a statewide term contract with multiple anticipated awards and an initial three-year term with potential renewals. The certification requirement applies to all respondents, with false statements subject to legal penalties.
