Attachment L - Certification of Drug Free Workplace
This is a certification form issued by the Florida Department of Management Services for the Contact Center Services RFP (No. 26-83111500-RFP). The attachment serves as a compliance document that respondents must complete and submit with their proposals. The form certifies that the respondent has implemented a drug-free workplace program meeting specific state requirements. Questions from potential respondents must be submitted by 5:00 PM Eastern Time on January 26, 2026, with proposals due by 10:00 AM Eastern Time on March 17, 2026, followed by public proposal opening at 11:00 AM the same day. The Department anticipates an evaluation period from March 31, 2026 through April 14, 2026, with a Notice of Intent to Award planned for May 4, 2026. The contract will have an initial three-year term with potential for renewals, and the Department intends to make multiple statewide awards, though it reserves the right to award to one or multiple respondents by region or make no award based on the state's best interests.
The certification requires respondents to demonstrate six specific compliance elements: publishing a statement prohibiting controlled substance use in the workplace; informing employees about drug abuse dangers and business policies; providing employees with written copies of the prohibition statement; requiring employees to notify the employer of any drug-related convictions within five days; imposing sanctions or requiring participation in rehabilitation programs for violations; and making good faith efforts to maintain a drug-free workplace. The form requires signature by a person authorized to submit the proposal, with false statements punishable under law. This certification represents a mandatory responsiveness requirement for all vendors, and in the event of equal proposals with respect to price, quality, and service, the Department will apply a preference to the respondent that has signed and submitted this certification in accordance with Section 287.087, Florida Statutes.
