- Can the temporary trailers outside be set on ground level?
- Or do they have to be elevated off the ground for a specific reason.
The temporary building may be placed on the ground. During design, the assumption was that it was simpler to leave building on trailers utilized to transport building sections which would elevate the space. Setting building at ground level is acceptable to NKB given compliance with ADA/ABAAS.
In lieu of ( 2 ) or ( 3 ) trailers side by side to accommodate the square footage required, can we install a prefab metal building as a vendor proposed?
The contractor may propose a prefabricated metal building as an alternate. The contractor must provide proof that the structure proposed meets all applicable codes as well as proof that a metal building does not place a greater cost burden on the government. The contractor must account for all services which would need to be provided in order to make the prefabricated metal building comparable to the temporary trailers which provide some basic services built in and are pre-engineered to be compliant with building codes.
- Will a single Hub ( Panel – Router Rack ) on one of the walls of the temp facility for the Communication and Data Feed suffice the requirements from the GSA / CBP?
- Will the CBP / GSA make all final runs and connections from this Contractor provided Hub to all the desks and stations as needed?
- Also, what size Hub ( Panel – Router Rack ) would be adequate for the trailer.
NKB- For the Temporary Service- The contractor shall provide the main feed of the temporary data service from the existing building (A163) to the temporary facility (fiber(size forthcoming from CBP OIT)).
The contractor shall provide all necessary equipment to provide the temporary service for the layout as shown on A-003 including but not limited to: small, single mount standard rack with a 24-port patch panel, as well as all required connections to proposed jacks as shown or similar. All cables must be terminated and tested.
The Government shall make all final connections from jacks ports provided by contractor to equipment.
CBP-OIT-
1.) 1 Rack needed for temporary building. Can be ¼ sized rack 9-18U.
2.) Contractor will run will need a pair of 62.5/125 2mm fiber cables run with LC connectors on both ends, from Room 163 to temporary building rack.
3.) Contractor will need to provide 24 port patch panel for rack and cable termination.
4.) CBP providing 24 port switch for temporary building.
5.) Contractor will run all cables from 24 port patch panel to data jacks for each workstation location in temporary building.

- Temporary trailers shall include HVAC systems, lighting, power, IT infrastructure and telephone, as similar to existing facility. Service (HVAC/Lighting/Power) must be adequate to support work station locations as shown, as well as customers.
- Contractor shall coordinate Commo sizing as stated in #3 above.
- Contractor is responsible for all wiring connections to existing infrastructure.
- For the Communication and Data wire, instead of running a few wire lines to accommodate what’s needed for the Trailer Hub?
- Can we run a Single Larger Fiber to accommodate what's needed?
- Can you detail a size to be provided?

- Is there a requirement or a specification on the size Electrical Panel to be installed in the temp facility; 100 Amp, 150 Amp, or 200 Amp?
- How many spaces on the box?
- Will the temporary stations require outlets to be provided by the General Contractor?
Or will CBP / GSA run final connections to stations; and we just provide a working electrical panel?

- Contractor needs to protect all staging, parking, dumpster as required. Potentially plastic jersey barriers? Please keep in mind inclement weather (WINTER).

- Walkways are temporary but may could be incorporated (to be determined at project completion).
NKB needs to address minimum lighting requirements. Also primarily focus on entry/exits, not too much light for adjacent lanes (i.e.- spotlight in wrong direction).

Will we get a defined staging area for the Project.
- It indicates on the Drawings and specs that a temporary barrier around the outside workzone is necessary, to stop theft, impede people to walk onto the site, etc.….
- Will a Temporary Fence on stands suffice the requirements?
- Or does it have to be temporary fence with footings and a more effective and safe temporary barrier application?
A temporary barrier around all areas which require protection (to include but not be limited to parking, dumpster) may be in the style of a chain link fence with stands to keep upright. It is the contractor's responsibility to ensure that all areas which need to be secured are adequately protected.
- There are no Paving Details or Specifications for the project, being that the paving will be temporary will a 2” Base and 2” top suffice the requirements?
- Also, usually asphalt plants close right around Thanksgiving, can 3500 PSI Concrete, 4” suffice the requirements of the paving instead?
For a temporary asphalt walkway, tell the contractor to install 3” NYSDOT Type 6 binder on a 4 “ gravel base (NYSDOT Item 304.03 Type 2).
If the walkways are to be installed after plant closings (which is likely), then the best approach would be a typical 4” concrete walk which can be laid in cold weather with proper concrete protection measures.
Please note: contract to include install of Temporary Paving (Asphalt or Concrete), as well as removal and return to original conditions. Possibility does exist that paving could remain at discretion of facility following construction. That decision will be determined at that time. Ramps shown WILL need to be Temporarily installed thru construction and removed and returned to existing at project completion.
The plans shows no outside lights in the Temporary Facility, just wanted to confirm that this is accurate.
Temporary trailers shall include required exterior lighting (i.e.; egress lighting at exits) - mounted to temporary building to illuminate entrances to temporary building.
For the temporary facility, is there a certain guideline to follow as to what specifications are required (As it pertains to Wind Conditions)?

- LED Lights are indicated in the front of the New Work Stations inside the Renovated Space.
- AE502, detail 14 states: Light Cove with LED Light Strip.
- These lights are not on the Electrical Drawings, nor we can find them on the Electrical Specifications.
- These lights were added to the electrical drawings by addendum.

- There is a specification for the Fire Alarm System, but there is nothing depicted on the Drawings, other than it stating Existing Fire Alarm Panel to remain.
The existing fire alarm devices will not be modified and will remain where presently located. The specification will be deleted by addendum. The existing system must be protected thru-out project.
There is no mention of any Camera Work or Re-Work, just wanted to confirm that there is no Camera Work for the Project.
CBP to provide clarification regarding need for modification or additional cameras. No expected Security SOW is expected. Contractor shall reuse existing Security system. If broken, CBP shall replace as separate SOW or contract. The existing system must be protected thru-out project.
- Per, NKB- CBP & GSA shall provide direction on staging area size and location.

Temporary Construction Barricade: Following the notes for the Partition Work, it states where wall type and wall height is not indicated on the drawings use 3 5/8” metal stud, gypsum board on both sides, and insulation to be installed in the cavities of the walls; all the way to the deck. Do we still have to follow the Fire Stop details for the joint coating, mineral wool, etc.….. And is this the correct wall type to be installed for the temporary construction barricade.
- There is a note that states to rebalance the line, is this for the ( 2 ) Reheat Coils?
- Or is it for the entire system?
The water system balancing is limited to the two new reheat coils.
- Communication and Data for the New Renovated Lobby area-
- Are we to re-use the same jack / patch panel connection slots?
- There is no mention of any new panels, router rack, etc.…. on the plan.
- Also, the communication room appears to be full to mount any other rack / or system inside the room.
The contractor shall provide the main feed of the data service from the building (A163) as shown on EY-101, and as per noted. Contractor to run, terminate and test all lines. The Contractor will install new termination/jacks in the casework. The termination at the IT room will be installed in the patch panel by CBP OIT accordingly.
The contractor shall provide all necessary equipment to meet the layout and notes as shown on EY- 101.
The Government shall make all final connections from jacks/ports provided by contractor to equipment.
See #3 for additional info. Upcoming addedum for Commo overhead for new facility.
- There is a Mechanical Drawing and Detail for the Reheat Coils, but neither on the details or in the specifications it states what kind of Valves are to be installed. Size, color, manufacturer, etc.….
- There is also no mention of Controls for this valve. Runs, wiring size, control features, etc.…
- A specification for the valves, piping and specialties will be included in an addendum.
- Note C calls for controls to be provided and interfaced with the existing control system. A specification for the DDC work (components, wiring, programming, etc.) to be provided by Johnson Controls.

Is there a precise location where the thermostats are to be installed for the New Mechanical Apparatuses?
- Note referenced in RFI is intended for new construction that may have been inadvertently unlabeled.
- The temporary construction barrier does not need to be of such substantial construction. Temp Const barrier is to primarily cordon off project work area from existing working CBP facility in it's entire.
All door(s) necessary will be as determined by Contractor for access to necessary areas (MEP or IT locations). Any access will need to be coordinated with CBP on HSPD credentials.
- Temp const. barrier to be 3/4" Plywood sheathing over metal stud framing. Temp Barrier will be updated by Addendum.
- Contractor shall provide acoustic attenuation if requested by CBP personnel whose offices remain occupied if construction activities are disruptive as additional to contract (if necessary).
- The construction barrier detail was not omitted. The updated detail for the construction barrier can be found in detail 5 on drawing ADD101. It was developed by NKB(Chris Resig) for our use and was included in the addendum (#1) issued.
Sheet AE102, Note 1 states: Install New suspended LED TVS at shown locations. Sheet AD102, Demo Detail 1 states: Remove existing LED TV’s and ceiling mounts and turn over to owner for reuse elsewhere. Is the GSA / CBP re-using these same TV’s, mounts, poles, etc.… or are you supplying us with New TV’s and accessories. I just want to confirm that the General Contractor is not to purchase the TV’s nor any of the accessories required to mount the TV’s.
- Existing TV's and mounts shall be reused. If existing equipment does not satisfy equipment needs depicted in architectural plans, the Contractor shall install new TV's and mounts as coordinated and provided by CBP.
- Potential Option to incllude replacement of TVs and Mounts
Drawing AE101, Note 8 states: Re-install existing processing area seating. Provide new seating to match existing as needed. I want to confirm that GSA / PDB will be providing any new seating that would be needed.
Existing seating shall be reused. If existing seating does not satisfy equipment needs depicted in architectural plans, the Contractor shall install new seating coordinated and provided by CBP.
- Drawing AE101, Note 12 states: Install New Public Address System in processing Area. See Electrical plans for scheduled work.
- Also, Drawing EY01, Note 7 states:
Public Address Speaker ( TYPICAL ). There is no mention of a New Speaker System in the Specifications. Is this public address system, something that’s already installed on the premises, and the Drawings are just referencing that?
Or , are we to supply a New Public Address System for the Area?

Will back grounds be required?
Per GSA, yes. CBP will run background checks once contractor provides a full list of names.
- It is a GSA requirement that for all Federal facilities, the designated HSPD-12 is as noted within the Specifications. As this primary work zone location is cordoned off from the Agency (CBP), with work during normal business hours, CBP has the opportunity to monitor the work as required.
What are the work hours?
There is no spec for the 1/2" Polymer Resin Panels for the Processing Counter Workstations

Please confirm if the Bullet Resistant Glazing (Key Note 19, AE101), is limited to the Area indicated by Note 19 in the North Vestibule, Room A100C
Bullet resistant glazing in the North Vestibule (Room A100C) is only required in the area indicated by Note 19. Bullet resistant glazing is also required as divider panels in casework above the counter at the screening stations.
Drawing AE101, AE401, and Elevations 2 & 3 on drawing AE403 illustrate the extent of the stainless steel panels on this project. Application of the panels on the Supervisor Platform would seem to be especially challenging since it includes 3 radius corners, as indicated on drawing AE502. Since textured pattern: 2FL (run horizontally), is specified, I presume that the panels will not be able to be installed as indicated. Furthermore, since the front of the Supervisor Podium is sloped, (see Details 1 & 3, drawing AE501), and not vertical, it would further exacerbate this issue.
- The supervisor Podium casework details will replicate the casework details for the transaction stations. New details issued by Addendum.

The space temperature sensors are existing and will remain where presently located.
Please clarify the Podium 108A raised floor panel finish. The 096900 raised floor spec 2.5B specifies a factory finished high pressure laminate tile whereas the drawings AE401 & AE601 finish schedule indicates a RUB1 Sheet Rubber Flooring.
- Raised floor panel system for the Podium 108A should be Sheet Rubber flooring as per noted in the drawing set. The specification updated by Addendum.
