Construction Contract for: Champlain Passenger Admin Area Lobby - U.S. Customs and Border Protection (CBP)
Champlain LPOE, 237 W Service Road, Champlain, NY 12919
To All Prospective Offerors:
This document provides important updates to the solicitation. Please carefully review the following information:
1. Updates to the Solicitation Documents:
a. The following paragraph in the Solicitation: I. General Information, F. Proposal
Timeline, Paragraph #4: Proposal Submission Due, is hereby replaced in its entirety with the following:
4. Proposal Submission Due: Offerors shall furnish and submit its Proposal in response to the requirements of this Solicitation, no later than 4:30 P.M., EASTERN DAYLIGHT TIME (EDT), ON July 27th, 2020.
b. The following paragraph is hereby added to both the Solicitation and the
Agreement:
Requirements for Joint Venture Offerors
(1) All offers submitted by joint ventures must include a copy of an executed joint venture agreement (with original signatures) which fully discloses the legal identity of each member of the joint venture, the relationship between the members, the form of ownership of each member, and any limitations on liability or authority for each member.
(2) An authorized representative of each member of the joint venture must sign the SF 1442 accompanying an offer regardless of any agency relationship established between the members.
(3) In the case of corporations that are joint venture members, the corporation secretary must certify that the corporation is authorized to

RFP No.#: 47PC0220R0019 Amendment #1 participate in the joint venture, either by certifying in the joint venture agreement, or by submitting a separate certification to the Government.
The joint venture must also provide a certificate that identifies a principal representative of the joint venture with full authority to bind the joint venture.
(4) Representations and certifications, financial information, and past performance information must be submitted for each member of the joint venture
2. Site Visit:
a. General Information:
i. Date / Time: Thursday June 25th, 1 PM EST
Alternate Time: If there are too many attendees, a second walkthrough will be held at 2:30 PM. GSA will communicate with attendees in advance to let them know if the alternate time will be applicable.
ii. Location: Champlain LPOE, 237 W Service Road, Champlain, NY 12919
iii. Meeting Point: Please see the attached document for Parking and rally point information.

b. RSVP:
Contractors must email Thomas.lucas@gsa.gov and Matthew.Sbordone@gsa.gov by Tuesday June 23rd at 4:00 PM EST to confirm their interest. Please include the names and contact information for all attendees with your RSVP.
c. Special Instructions:
i. COVID Requirements: Contractor's will follow all building COVID requirements to include face coverings, social distancing, obeying all posted signage, etc.
ii. Ceiling Inspection: Contractor’s can choose to bring a ladder to the site visit for the purposes of ceiling inspection on the premises.

Reminders:
1. Pre-Proposal Question Submission: All questions (RFIs) are to be submitted in writing via email to the Contracting Specialist by 4:00 PM EASTERN DAYLIGHT TIME (EDT), ON July 3, 2020.
2. Proposal Submission Due (Updated): Offerors shall furnish and submit its Proposal in response to the requirements of this Solicitation, no later than 4:30 P.M., EASTERN DAYLIGHT TIME (EDT), ON July 27, 2020.
3. Attachment M: Temporary Facilities Specifications: Please be advised, this Attachment is forthcoming via Addendum #2 (anticipated early next week).
