1. Project Scope:
a. Furnish and Install all work and labor required by the contract documents to renovate a portion of the existing passenger admin building at the Land Port of Entry in Champlain, NY. This is an interior renovation project, and includes but is not limited to finish work, ballistic protections, electrical work, minor mechanical work, limited fire protection work, and temporary facilities.
Total project area is approximately 5,400 SF.
b. As shown within the Project Documents, the Project will require:
i. Installation of temporary processing facility for the client Agency - U.S. Customs and Border Protection (CBP)
ii. Installation of temporary toilet facilities (See Attachment M: Temporary
Facilities Specifications* ) 1
iii. Demolition of the existing Admin Area
iv. Construction of the New Admin Area
v. Removal of the Temporary Facilities

c. Please note the following:
i. The Champlain Passenger Processing area is open 24-hours a day, 7-days a week, 365-days a year and cannot be completely “shut down” during demolition and/or construction.
ii. The passenger processing area must remain open and operational at all times.
Partial closures and realignment can be accommodated. Existing public restrooms must remain open and operational except for short, planned and scheduled utility shutdowns.
iii. Therefore, temporary facilities will be installed as required to maintain existing CBP operations. Construction work may be accomplished simultaneously with the potential exception of noisy or obtrusive work (such as odors) that may disrupt tenant operations.
iv. If specifically required, work during any Federal or Canadian/Quebec Holidays will need to be coordinated.
v. A&E (N.K. Bhandari) shall capture and respond to all bidder questions (RFI’s) at on-site Pre-Bid Walkthrough meeting (if needed), and via email leading up to the bid submission due date.
vi. Awarded contractor to:
● Have GC Supervision onsite during all construction activities.
● Attend weekly Construction conference calls, or onsite meetings accordingly.
2. References:
a. Project designed to meet GSA P100 guidance, GSA P130 U.S. Land Port of Entry Design Guide and designed to CBP LPOE Design Standards (2014 or latest edition).
b. Please ensure to carefully review the: Attachment H: Project Manual - Champlain Passenger Admin Area Modifications (Specifications) for further guidance c.
3. Design Intent Construction to be completed as shown in the Construction Drawings
a. All designs to meet Architectural Barriers Act Accessibility Standard (ABAAS)and Americans with Disabilities Act (ADA)requirements for access to Federal Buildings.
b. Demolition:
i. All UNUSED in-ground electrical and communications cabling shall be removed in the demolition.
ii. Four (4) Office Cubicles to be disassembled and stored.
iii. Officer Storage cabinets shall be relocated into the western and eastern hallways.
iv. Remove vacuum tube system control on supervisor platform. Tubing to be removed to upper level and capped.
v. Plexiglas and stainless steel wall partitions shall be removed.
vi. Elevated Supervisor Platform to be removed (concrete).
vii. Waste management specification shall require waste diversion of 50% or more, with waste manifest reporting during the project.
viii. Keep CBP OIT in the loop during the demo (where you will be removing all power and data drops in the floor).
c. Electrical and Data requirements:
i. All electrical and communications pathways shall be overhead and use existing
ii. columns as pathways to the inspection counters/inspection areas, to include the supervisor platform and new access controlled doorway. ii) One quad receptacle for each transaction station and position on the supervisor
iii. platform. iii) Convenience receptacles to be placed in locations suitable for maintenance and custodial use throughout the new layout.
iv. Category 6 (plenum rated) data cabling shall be used for all new data and
v. communication connections.
vi. No placing PCs in an unventilated area/cube near the floor. vi) Also, there should be a clear path for cabling from the data and electrical connection to the equipment (instead of having to be fished through random cracks and holes in the counter).
vii. Currently each station uses a small local LaserJet printer. There should also be enough space at each station for the printer to be located off the floor to prevent damage.
viii. New service counters/workstations in accordance with CBP Design Standards.
All counters are wired for electrical and communications (1 voice and 2 data per workstation). One (1) counter designated for the cash register.
ix. Design for each work area to have 2 voice and 3 data drops/cables (Cat 6 – plenum rated). Assure 1 voice drop for the fax, 1 for the cordless phone (off system), minimum of 1 data drop for the radio, and also a TV drop.
x. Contractor to completely remove all cables in the floor and not just abandon.
xi. Ensure installed cables are to CBP Office of Information & Technology (OIT) standard color code: Blue for data, white for voice, and Red for radio.
d. Pedestrian flow and increased seating within the new layout. Goal is to maximize seating on both the bus and automobile processing areas.
e. Flooring
i. Portions of existing terrazzo floor shall be removed as shown. Flooring from terrazzo in back of the existing counters is rubber tile which shall be removed and new tile to match shall be installed.
f. New elevated supervisor podium for three workstations and optional one seating position with improved site lines. Plan for L shaped counter for three (3) new supervisor work areas. One (1) overlooks processing area, One (1) overlooks soft secondary and one (1) overlooks hard secondary.
g. Walls for the new soft secondary and hard secondary are 8 feet high.
h. All doors shall have access control systems and be fail secure.
i. Exposed columns in soft and hard secondary shall be covered with sheetrock and corners protected from chipping.
i. HVAC loading and capacities were to be verified and evaluated, therefore HVAC updates, as well as rebalancing and updated TAB as required.
4. Project Schedule:
Construction Phase Time from Notice to Proceed (NTP)
Security Clearances (simultaneous from award) 90-days (or 3-mos)
Construction 227-days (or 8-mos)
Total Construction 227-days (or 8-mos)
All Submittals should be planned to be initiated and completed during the time of Security Clearances immediately following award.
