Attachment J.21 BVM Requirements 7/22/2021 Problem: Some legacy FAA battery facilities such as VOR (Very High Frequency Omni-Directional Range) buildings do not have controlled exhaust ventilation that can address NFPA 1.
Solution: Survey the site and gather information that can be utilized to assess building ventilation versus NFPA 1 at FAA NAS buildings identified by the program management office (PMO).
1) Where building ventilation is deemed insufficient, a battery ventilation modification (BVM) will be provided via 1) a) or 1) b):
a) The contractor shall provide survey information, installation design (including calculations), BVM equipment (as listed in SECL) and BVM installation.
b) The contractor shall provide BVM equipment (listed in the SECL) and installation
i) Installation is based on FAA designs/calculations, and standard BVM equipment
2) The contractor shall provide the following deliverables
a) High level BVM waterfall schedule (WS) monthly to PMO showing high level dates/durations for all BVM projects across each FY
i) The BVM WS should reflect draft dates as well as confirmed dates that are coordinated with all stakeholders (PM, NISC DC, NISC SA ES, and SSC).
ii) BVM WS should include the following information; FY, City/State, project local ID, facility type, site survey date, 90% design submittal due, FAA drawing review, 100% design submittal, FAA review, pre-construction meeting date, installation start date and CAI.
iii) BVM WS coordination efforts should attempt to bundle BVM projects with upcoming battery projects where practical to limit site visits and facility risk.
(1) PMO will provide contractor with battery replacement WS and battery installation contractor POCs to support bundling where practical.
(2) Contractor shall design and implement BVM project based on replacement battery identified by PMO.
iv) BVM WS should be updated weekly and submitted to the program monthly to support CWP requirements
b) Monthly Report (spreadsheet)
i) Include separate columns to capture the following in each project
(1) JCN
(2) Local ID
(3) Facility type
(4) City
(5) State
(6) SSC manager POC and phone number
(7) TO number
(8) TO date
(9) TO dollar amount
(10) Invoiced amount
(11) Description
(12) Estimated start date
(13) Completion date
(14) De-obligation amount
(15) Comments
(16) Totals
ii) Due two days prior to monthly meeting
iii) Detailed BVM project schedule for each project showing dates/durations for site survey (if required), IRMC, pre-installation meeting, equipment installation, equipment outages, testing, familiarization, CAI, recycling certificates and OEM documentation deliverables (due with 90% design submittal).
c) Site-specific battery site-survey report or BVM site survey report.
i) Site Survey report
(1) The contractor shall annotate the battery site-survey report (provided by PMO) with documented conversations between the contractor and the SSC confirming details required to support design/installation efforts.
(2) Where PMO provided battery survey reports are not available or insufficient, the contractor shall perform a BVM site survey (site visit) to obtain necessary information and provide a BVM report
(a) Surveys should be coordinated with SSC
(3) Due with 90% design submittal
d) Site-specific installation design submittal (If required by FAA
i) The design shall re-use existing equipment and existing wall penetrations where appropriate. New equipment shall be the make and models listed in the SECL to support national equipment standards. The contractor may provide equivalent BVM equipment only if it is approved by the program office.
ii) The design submittal shall include the following:
(1) H2 time to 1% calculations.
(a) Worst case: boost charge (2.35 volts/cell) at 90F.
(2) Fans size and applicable sensor and/or timer settings for adequate alarm and control.
(3) Installation design drawings.
(a) Design shall meet applicable codes and control H2 concentration (1%) without adversely affecting acceptable environmental temperature and air quality for equipment and occupants during all seasons.
(4) Scope of Work (SOW).
(5) Contractor furnished equipment list.
(6) OEM documentation (Soft copy to all stakeholders and hard copy to SSC).
(a) Equipment Specifications and Warranty.
(b) Equipment drawings.
(c) Parts list.
(d) Installation instructions.
(e) Operators and Maintenance manual.
(f) Test equipment and calibration.
iii) Ninety percent design submittals due 10 weeks before installation start.
(1) Ninety percent submittal FAA comments provided to contractor 8 weeks before installation.
iv) One hundred percent design submittal due 7 weeks before installation start.
(1) One hundred percent FAA comments provided to contractor 6 weeks before installation.
(2) Final for construction submittal due 5 weeks before installation.
e) EOSH forms to support work review and approval
i) Signed 3900-17 due with 90% design package unless otherwise approved by PMO.
ii) Signed 3900-18 due at pre-construction meeting or before starting work unless otherwise approved by PMO
f) Equipment testing and Familiarization
i) Demonstrate proper equipment operation
ii) Familiarize SSC technicians with equipment
iii) Review design drawings and OEM documentation with SSC technicians
iv) Due after install and before CAI
g) CAI (reference
i) Due after installation, testing, familiarization and before leaving site
h) Drawing Redlines
i) Due one week after CAI
3) The contractor shall provide a subject matter expert (SME) to address the following:
a) Building H2 ventilation calculations (if installation design is not provided by FAA)
b) Calculate safety margin within the VOR building based on battery H2 evolution, building volume and other applicable factors
i) Confirm whether existing VOR building requires BVM to address NFPA 1
ii) Confirm BVM effect on existing building environment during all seasons. Confirm whether additional measures are required.
c) Installation design drawings (if installation design is not provided by FAA)
d) Redlines.
e) Installation SOW, testing and CAI.
f) Equipment and OEM documentation
g) Equipment familiarization.
h) FAA EOSH forms (employee occupational safety and health).
i) Property
j) Planning, coordination, and scheduling with PMO, service area and SSC stakeholders/POCs.
k) Monthly PMO teleconferences to discuss schedules, task orders, project completions, modification, de-obligations, and issues.
l) Annual PMO program management reviews.
m) SSC questions and concerns.
