About this file
This attachment identifies mission-essential contractor positions supporting two missile defense agency mission-essential functions: providing readiness and sustainment support to the warfighter, and managing, directing and executing the development and delivery of the ballistic missile defense system. Key positions designated as essential include those supporting operational integration joint forums and working groups, watch centers, continuity of operations, operational support systems and tools, asset management, operational readiness reporting, and requests for analysis and information. Essential positions also include those providing technical integration and deliberate planning support for sensors and ground- and sea-based weapon systems, as well as strategic missile defense radar support. The functions are considered essential regardless of the ability to perform them through telework. The related federal contract opportunity is a cost-plus-fixed-fee level of effort solicitation for warfighter operational integration services issued under the Technical, Engineering, Advisory and Management Support-Next acquisition. The solicitation is a small business set-aside open to SDVOSBs with a projected period of performance from a base period of three years to a maximum of ten years through options.

1. INTRODUCTION
Pursuant to DFARS Clause 252.237-7023 “Continuation of Essential Contractor Services (Oct 2010)”, this attachment identifies those activities and/or positions that are designated as essential contractor services supporting mission essential functions.
2. DEFINTIONS
Essential Contractor Service: a service provided by a firm or individual under contract to DoD to support mission-essential functions, such as support of vital systems, including ships owned, leased, or operated in support of military missions or roles at sea; associated support activities, including installation, garrison, and base support services; and similar services provided to foreign military sales customers under the Security Assistance Program. Services are essential if the effectiveness of defense systems or operations has the potential to be seriously impaired by the interruption of these services, as determined by the appropriate functional commander or civilian equivalent.
Mission-Essential Functions (MEF): those organizational activities that must be performed under all circumstances to achieve DoD component missions or responsibilities, as determined by the appropriate functional commander or civilian equivalent. Failure to perform or sustain these functions would significantly affect DoD's ability to provide vital services or exercise authority, direction, and control.
3. MDA Mission-Essential Functions
MDA Instruction 3020.01-INS “Emergency Management and Continuity of Operations Program”
(dated 24 Feb 14) and MDA Manual 3020.01-M “Emergency Management and Continuity of
Operations Response Plan” (dated 18 Feb 2018); further defines MEF as follows:
An organizational activity or information that cannot be interrupted for longer than several hours without significantly jeopardizing operation of the organization.
Manual 3020.01-M also establishes MEF 1 and MEF 2 designations as follows:
MEF 1: Provide BMDS Readiness and Sustainment Support to the Warfighter.
Essential Function: Provide persistent BMDS management, engineering, and operational support to military service components and geographic combatant commanders through execution of BMDS Configuration Control & Planning, Asset Management of BMDS elements, Operational Readiness Reporting support, and providing coordination and responses to BMD related Requests for Analysis and Information.
MEF 2: Manage, Direct, and Execute the Development and Delivery of the BMDS.
(22 Jun 20)

5. MEF and Non-MEF During Agency-wide Telework Periods
(22 Jun 20)
The functions cited herein are considered mission essential, irrespective of the contractor’s ability to perform some or all of these particular functions through remote/telework procedures. Specifically, during crisis events such as a pandemic in which facilities are locked down and agency-wide telework is initiated, any of the MEF stated herein shall be performed through telework to the maximum extent practicable. Specifically, the MEF designation, in and of itself, does not necessarily require on-location support.
However, some MEF-designated positions may not be suitable for telework and thus, must be authorized to perform on-location. These positions shall be designated in the contractor’s plan and approved by the Government. Any other additions, if identified during a crisis period, must be authorized by the Contractor Officer.
