1.0 Top Level Overview

1.1 Purpose.

This Statement of Work (SOW) supports the Missile Defense Agency's (MDA) mission to develop, test, and field an integrated, layered Missile Defense System (MDS) to defend the

United States (U.S.), its deployed forces, allies, and friends against all ranges of enemy ballistic missiles in all phases of flight. The types of support required includes: 1) engineering and technical support; 2) studies, analyses, and evaluations, and 3) management and professional services.

1.2 Organizational Description and General Requirements.

1.2.1 Organizational Description.

The Warfighter Operational Integration Directorate (DW) is responsible for transitioning MDA developed capabilities to Military Service Departments for employment in support of Combatant Commander (CCMD) priorities to achieve effective missile defense of the homeland, deployed regional forces and allies. The

Directorate serves as the principal MDA interface with the Joint Staff, CCMDs, and the

Service Departments on missile defense capabilities development, CCMD integration and operational issues. The Directorate also manages participation in CCMD and Asset

Management procedures to integrate and synchronize MDA schedules for executing research, development, test, and evaluation (RDT&E), training, and sustainment activities with CCMD BMDS operational schedules as well as warfighter MDS system verification and validation. Further, within the Agency’s matrix management construct, the Directorate manages the Operations Support Functional Area (OSFA) comprised of the following matrixed organizations requiring support on this contract.

Ground Sensors (Warfighter Operational Integration).

Ground-Based Weapons Systems (GM System Readiness)

Sea-Based Weapon Systems (Warfighter Operational Integration)

1.2.2 Non-Personal Services

The Government shall neither supervise Contractor employees nor control the method by which the Contractor performs the required work within the hours invoiced for each employee. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are personal services in nature, or give the perception of personal services as defined in Federal Acquisition Regulations (FAR) 37.104. If the

Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor’s responsibility to notify the Procuring Contracting

Officer (PCO) and Contracting Officer’s Representative (COR) immediately.

1.2.3 Business Relations

The Contractor shall successfully integrate and coordinate all activities needed to execute the requirement. The Contractor shall manage the timeliness, completeness, Approved for Public Release quality of problem identification, and fraud prevention/reporting (i.e., obligation to ensure expenses charged to the contract are properly accounted for before submitting invoices to MDA). The Contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of Subcontractors.

The Contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all Contractor personnel in support of the United States Government.

Note: Support under this requirement will be completed using the referenced documents listed in this section. If any document referenced in this section is replaced or superseded, the replacement or superseding document shall be applicable to this SOW unless MDA provides other guidance. In addition, while this section provides documents to be used completing this requirement, work is not limited to these documents. Other documents may be provided by the Government, or required by the Government, for use in supporting this requirement throughout the life of the contract.

2.0 Government Information Protections

2.1 Government and Proprietary Information.

In the performance of this contract, the Contractor may be provided access to privileged government information. Government information may include items such as plans, policies, reports, studies, financial plans, or data which has not been released or otherwise made available to the public. The Contractor shall ensure that all such information is protected in accordance with any restrictions imposed on such information. The contractor agrees that that without the prior written approval of the Contracting Officer, it shall not:

2.1.1 Use such information for any private purpose unless the information has been released or otherwise made available to the public.

2.1.2 Compete for work based on such information after the completion of this contract, or until such information is released or otherwise made available to the public, whichever occurs first.

2.1.3 Submit an unsolicited proposal to the Government which is based on such information unless such information is released or otherwise made available to the public.

2.1.4 Release such information unless such information has previously been released or otherwise made available to the public by the Government.

The Contractor agrees that, to the extent it receives or is given access to proprietary data, trade secrets, or other confidential or privileged technical, business, or financial information

(hereinafter referred to as "proprietary data") under this contract, it shall treat such information in accordance with any restrictions imposed on such information. The

Contractor further agrees to enter into a written agreement for the protection of the proprietary data of others and to exercise diligent effort to protect such proprietary data from unauthorized use or disclosure.

2.2 Non-Disclosure Agreements.

The contractor shall require all employees, and all subcontractor employees at all tiers, to sign the Missile Defense Agency Non-Disclosure Agreement (MDA NDA) set forth in

Section J Attachment 06 within 10 days of employment. The signed forms shall be submitted to the PCO and the COR within 10 days of employee signature.

The Contractor shall obtain from each employee under this contract, a written MDA NDA

(Section J Attachment 06) which shall provide that the employee shall not, during his/her employment by the Contractor or thereafter, disclose to others or use for their benefit, privileged government information or proprietary data received in connection with the work under this contract. The Contractor shall educate its employees regarding the philosophy of

FAR Part 9.505-4 so that they will not use or disclose government information or proprietary data acquired in the performance of this contract.

The MDA NDA is required of all Contractor employees and Subcontractors supporting this effort; however, there may be additional NDAs required (i.e., H-16, Planning, Programming, Budgeting and Execution (PPBE) (Section J Attachment 07)) dependent upon the support required at any given time throughout period of performance of the contract. The Contractor shall certify completion of the MDA NDA requirement and others applicable NDAs for each employee via the Monthly Manpower Report (Contract Data

Requirements List (CDRL) A004).

3.0 Scope of Work

3.1 WARFIGHTER OPERATIONAL INTEGRATION (MDA/DW).

The contractor shall assist the Warfighter Operational Integration Directorate

(MDA/DW) in conducting strategic and operational level interface with Warfighter stakeholders including Combatant Commanders (CCMDs), Joint Staff7, Joint Functional

Component Command for Integrated Missile Defense (JFCC-IMD), and the Service

Departments to manage operational and sustainment activities with the purpose of assuring sustained mission readiness of the fielded system; continued development and fielding of future missile defense capabilities and assist with Doctrine, Organization, Training, Leadership and Education, Personnel, Facilities, and Policy (DOTmLPF-P) activities. Additionally, the contractor shall support real-world events by reprioritizing work and adjusting work schedules to ensure mission success within budget. The

Approved for Public Release contractor shall provide subject matter expertise for the identification, evaluation, mitigation, and development of recovery actions of risks associated with the tasks in this paragraph.

3.1.1 General Support.

a. Participate in meetings and provide written feedback (agendas, minutes, summaries, or action items) to facilitate and coordinate Operational Integration efforts. Responses often require quick (same day) turn-around and address highly complex operational missile defense, CCMD, Joint and Service issues.

b. Assist with developing and coordinating reports, assessments, reviews, white papers, briefings, support agreements and responses to internal and external

Agency taskings associated with missions in this task. Some tasking require quick turn-around to meet Senior Leader timelines.

c. Coordinate internal classified and unclassified correspondence across the

Directorate in accordance with Agency guidance. Route, track and process electronic taskings using the Agency’s web-based workflow management tool.

d. Prepare trip reports for all travel within five days of completion. Identify tasks the travel is associated with.

e. Assist in long-term planning, development and synchronization of operational activities, into directives, regulations and guidance.

f. Assist in the development and coordination of BMD system capabilities documentation and briefings. Examples include:

Capability Delivery Reviews (CDRs)

Operational Concepts (OPSCONs)

Integration Synchronization Group (ISGs)

Executive Management Council (EMCs) and Executive Management

Boards (EMBs)

g. Solicit inputs, draft and coordinate Operational Integration and Service

Integration End of Week Reports

3.1.2 Joint Forums and Working Groups.

a. Assist with maintaining Government established communication lines and procedural linkages to U.S. Army, U.S. Air Force, U.S. Navy, U.S. Space

Force (USSF) and Joint Staff engagement processes for the purpose of supporting senior level joint forums, working groups, and the Life Cycle

Management Process (LCMP).

b. Assist with planning, coordination, and interfacing with OSD Policy, USD

R&E, USD A&S, CCMDs, Service Departments, and the Joint Staff to facilitate, execute and participate in:

MDA Service Boards of Directors (BODs)

Missile Defense Executive Boards (MDEBs)

Operations Forces Standing Committees (OFSCs)

Homeland Defense Architecture Working Groups (HDAWGs)

Shot Management Analysis Cell Meetings (SMACs)

JFCC-IMD Warfighter Forums (WFFs)

Flag Officer/General Officer (FOGOs) workshops & other similar forums

Associated sub committees defined in the Life Cycle Management Process

(LCMP)

c. Develop senior leader status briefings/read aheads and track action items.

3.1.3 Service Departments and Joint Staff.

a. Assist with developing and coordinating documentation within Service

Department’s Overarching Memorandums of Agreement (OMOAs) (annexes and associated tab materials) to transition missile defense capabilities from a developmental to operational state.

b. Draft, update and coordinate new and existing strategic policy and plans affecting transition of missile defense capabilities in Service memorandums of agreements and associated annexes.

c. Assist in developing Functional and Program responses to the Warfighter community regarding requests for information (RFIs), requests for analysis

(RFAs), and Joint Staff Action Packages (JSAPs).

Coordinate and secure approvals external to the Agency, which may include designated ATDs, Service Departments and the Joint Staff

d. Provide individual expert knowledge on the organization, management, leadership and duties of the U.S. Army, U.S. Air Force, U.S. Navy, USSF, and

Joint Staff and their interaction with CCMDs, JFCC-IMD and MDA on missile defense issues. Specifically, provide individual experts with a Service-centric depth of knowledge in:

Joint Staff’s role and equities within the Department of Defense

Deliberate and Crisis Action Planning Processes

Joint Staff Action Process (JSAP)

Joint Requirements Oversight Council (JROC)/Joint Capabilities Board

(JROC/JCB)

Joint Air and Missile Defense Operations

Naval MDS Operations

U.S. Space Force Operations

3.1.4 Operations & Contingency Planning.

a. Advise the government on U.S. Army, U.S. Air Force, U.S. Navy, USSF, Joint

Staff and other queries about operational/strategic Warfighter requirements and the funding, management, acquisition and deployment of pertinent systems for inclusion in the products supporting this objective.

b. Assist with the messaging of Technical Capability Declarations (TCDs) made by the Agency on new-fielded MDS capabilities with warfighters.

Develop and translate technical analysis of operational assessments and other related analysis

Assist in coordinating Warfighter Capability Acceptance documentations

c. Assist with Warfighter Involvement Process (WIP) execution and coordinate operational analysis for emerging MDS capabilities to characterize and align existing/future Warfighter operational needs.

Analyze Warfighter data and provide recommendations for emerging missile defense capabilities to characterize and align existing and future

Warfighter operational needs as defined in the WIP for the Prioritized

Capabilities List (PCL), Achievable Capabilities List (ACL), and TCD reviews

Coordinate the Warfighters' Modification and Fielding Request List

(MFRL) with MDA programs within the systems engineering process and acknowledge Warfighter needs and requirements are understood and implemented

Plan and conduct missile defense system and program reviews to examine their impact

d. Assist in general contingency planning with CCMDs, the Joint Staff and

Service Departments.

Draft Concept of Operations (CONOPS) documents, plan for contingencies and coordinate related activities and documents

Participate in Integrated Product Teams (IPTs), Technical Interchange

Meetings (TIMs), and Integrated Air and Missile Defense (IAMD) meetings

e. Conduct, coordinate, and participate in internal executive-level meetings and working groups, in preparation for, assessment of, and response to real- world events and related MDA taskings.

Assist with external planning, coordination, and interface with CCMDs, Service Departments, and the Joint Staff on activities and events “during” real-world contingencies

3.2 WARFIGHTER SUPPORT INTEGRATION AND OPERATIONS (MDA/DW).

The contractor shall assist in the coordination, development, planning, and execution of operational events supporting the missile defense system using approved processes and procedures for configuration control, asset management, operational readiness, requests for analysis/information, planning, situational awareness, and training to maximize global and regional missile defense capabilities available to the warfighter by supporting the tasks below. The contractor shall provide subject matter expertise for the identification, evaluation, mitigation, and development of recovery actions of risks associated with the tasks in this paragraph.

3.2.1 General Support.

a. Participate in meetings and provide written feedback (agendas, minutes, summaries, or action items) to facilitate and coordinate the operational efforts contained in this task. Staff written feedback and track action items as required.

b. Assist with developing and coordinating reports, assessments, reviews, white papers, briefings, support agreements and responses to internal and external

Agency taskings associated with missions in this task. Some taskings require quick turn-around to meet Senior Leader timelines.

c. Coordinate, update, and maintain directives, manuals, plans, handbooks, instructions, standard operating procedures, and informational documents as required.

d. Prepare trip reports for all travel within five days of completion. Identify tasks the travel is associated with.

e. Assist in long-term planning, development and synchronization of operational activities, into directives, regulations and guidance.

3.2.2 Watch Centers.

a. Assist in manning and operating the MDA Operations Support Center (OSC)

24 hours a day, seven days a week, 365 days a year (in Colorado Springs), and two MDA Operations Centers (MOCs) in MDA Headquarters and Redstone

Arsenal 5x16 with surge capability when required for 24/7 operational support.

The MOC is located on Fort Belvoir VA and the Huntsville MOC (HMOC) is located on Redstone Arsenal AL.

Update MDA leadership on events affecting MDS operational status.

Produce daily operations support status briefings

Maintain watch log during operating hours to record all significant events occurring during the watch

Operate Downloadable Unified Clients (DUCs)

Update current operational status in compliance with Commander’s Critical

Information Requirements (CCIR)

Monitor classified Defense Red Switch Network teleconferences for operational status changes and report to MDA leadership as required

b. Assist in maintaining the MDS in an approved operational configuration, where only Operational Configuration Baseline (OCB) approved hardware and software are in place when the MDS is configured for operations. This includes all physical connections, network port isolations, and the installation and removal of temporary modifications to the configuration.

c. Support real-time MDS event coordination and system configuration management during day-to-day activities and ensure assets under the authority of MDA follow established asset management processes and procedures.

d. Support coordination in troubleshooting and restoration of the MDS.

e. Participate in training, testing, and war-gaming events with an operational/ developmental impact.

f. Support Cyber Reporting to Agency Leadership and the Warfighter.

g. Support coordination for Period of Heightened Activities (POHA) for MDA and USNORTHCOM.

h. Setup Joint Worldwide Intelligence Communications System (JWICS) and

Special Access Program (SAP) secure video-teleconferences as required.

i. Provide liaison support to the Directorate of Testing and provide event information to the MDA/DW Operations Centers.

3.2.3 Real-World Event Support.

a. Conduct, coordinate, and participate in internal Operational Integration

Directorate meetings and working groups, in preparation for, assessment of, and response to real-world events and related MDA taskings.

b. Assist with planning, analysis and activation of MDA assets to support real-world contingencies.

c. Prepare, assess, and respond to real-world events and related taskings.

3.2.4 Configuration Management.

a. Participate in the MDA corporate board process, provide input and disseminate information as necessary within the Directorate.

b. Assist in the validation and coordination of updates to the MDS Operational

Capacity Baseline and test the baseline to enable precise configuration control.

c. Facilitate significant software/hardware additions to the Operational Capacity

Baseline for homeland/regional defenses.

d. Attend Operations Capacity Working Group (OWG).

3.2.5 Warfighter Involvement Process (WIP).

a. Provide direct support to the Agency’s lead agent for the WIP.

b. Participate in WIP forums and deliberations between CCMDs, Military

Services, Defense Agencies, and the Joint Staff.

c. Assist in the development of WIP products (PCL, MFRL, ACL, etc.) that influence the BMDS; MDA baselines and Integrated Master Test Plan (IMTP);

and life cycle sustainment planning.

Development of products includes translating, verifying and validating submitted warfighter requirements to ensure a mutual understanding of the requirement with the principle MDA directorate responsible for addressing the requirement.

d. Develop minutes and action items from the WIP process and track actions to closure.

3.2.6 Continuity of Operations (COOP).

a. Assist with planning and execution of COOP activities.

b. Assist with the planning and execution of transferring mission capabilities between the Operations Support Center on Schriever AFB and the Alternate

Operating Location (AOL).

c. Assist Security Manager with creation, maintenance, and upkeep of AOL security binder in accordance with Air Force and MDA instructions.

d. Manage AOL entry authorization letters and visitor access.

e. Coordinate with the AOL host organization to maximize the facility’s operational readiness.

f. Build and maintain facilities maintenance binder.

g. Attend senior-level AOL host meetings. Includes general staff meetings, exercise and contingency support planning meetings and conferences.

h. Maintain "lessons learned" activity log for AOL execution activities.

i. Update and Maintain AOL Support agreement and assist with completing the

Inter/Intra-agency Acquisition Review (IAR) Process.

3.2.7 Operational Support Systems and Tools.

a. Support the operation of the following systems and tools:

Integrated Scheduling Tool (IST). The IST is an MDA application streamlining scheduling of shared assets in the missile defense community supporting the Asset Management Process.

MDS Operational Readiness & Reporting System. BORRS is an MDA web-based (portal) reporting tool supporting MDS operational readiness and system configuration.

Request for Information/Analysis/Allied Participation in Test (RF-I/A/T).

The RF-I/A/T tool is a web-based application used to collect requests for information, analysis from the Warfighter or participation in a test from an allied partner.

b. Maintain user accounts for the IST, BORRS, and RF-I/A/T.

c. Recommend new functionality (enhancements, improvements, upgrades) based on changing internal and external requirements for development within the

Operational Support systems and Tools.

d. Review and validate prime contractor software development documents and testing plans.

3.2.8 Asset Management.

a. Provide direct support to the Agency’s lead agent for the Asset Management

Process.

b. Assist with asset management, event planning, scheduling, and coordination between MDA elements and Warfighters.

c. Assist with deliberate planning of operational activities to develop, execute, and validate concepts, processes, and procedures.

d. Assist MDA program elements with integrating the IST into their processes and procedures.

e. Assist in configuration and distribution of the MDS activity tracking tools, reflecting the MDS Weekly Activity Message (WAM) to internal and external stakeholders. The WAM provides an hour-by-hour configuration and activity listing of missile defense activities scheduled to be conducted during the current or up-coming week.

f. Generate, review, and distribute (once approved) sustainment impacts to produce the Senior Leader Tool and other briefings or status charts.

g. Develop IST training packages and conduct IST training.

3.2.9 BMDS Operational Readiness Reporting System (BORRS).

a. Maintain database and verify BORRS data accuracy daily. Update the database semi-annually.

b. Review BORRS Logistical Reports (LOGREPS) as necessary for quality control (especially for identification of malfunctioning MDS subcomponents not noted in a finalized LOGREP).

c. Assist MDA program elements with integrating BORRS into their processes and procedures.

d. Maintain user accounts for BORRS.

3.2.10 Request for Information/Analysis/Allied Participation in Test (RF-I/A/T).

a. Provide direct support to the Agency’s lead agent for implementing the RF-

I/A/T Process.

b. Facilitate the acceptance, coordination, final approval and response development of all RF-I/A/Ts and other queries from OSD, Joint Staff, the

Warfighter, Service Departments, and MDA staffs.

Facilitating the process includes translating, verifying and validating submitted requests to ensure a mutual understanding of the request with the principle MDA directorate(s) responsible for providing an answer

c. Assist with scheduling, planning and conducting missile defense system and program capability reviews to include TIMs.

3.2.11 Combatant Command Integration.

a. Support operational-level interface with functional and geographic CCMDs to increase and improve Warfighter participation in developing future missile defense capabilities.

Support the WIP and RF-I/A/T process by engaging with CCMDs, ATDs, and LNOs

Liaise and support Assistants to the Director (ATDs) and Liaison Officers

(LNOs) in their regional integration efforts

Support integrated fielding and Warfighter Operational Readiness and

Acceptance (OR&A) efforts

b. Support and/or attend TIMs; IPTs, Tag-Ups, Senior Leader Forums, coordination meetings, sustainment reach-back discussions, and integration and synchronization working groups as directed.

c. Support CCMD participation in MDS capability definition, design, development, integration, and delivery processes.

d. Assist with the planning, coordinating and securing of approval of operational conference requirements.

e. Prepare, coordinate, and secure approval of foreign disclosure packages.

3.2.12 Security Support.

a. Assist Security Manager in developing OSC Security policy and conduct program reviews.

b. Conduct personnel security training, security incident reporting, and conduct preliminary inquiries of possible security incidents as directed by information safeguards.

c. Assist with sensitive compartmented information facility (SCIF) management.

This includes:

Inspection preparation and fulfillment of standard operating procedures

Scheduling facilities and managing access control

Implementing physical access procedures, badging procedures, roster access and maintenance; operate the badging access software system

3.3 WARFIGHTER SUPPORT OPERATIONS AND TRAINING (MDA/DW).

The contractor shall assist in conducting the business operations missions including:

prime contractor support; infrastructure and information technology support; fiscal planning; and training support for the tasks below. The contractor shall provide subject matter expertise for the identification, evaluation, mitigation, and development of recovery actions of risks associated with the tasks in this paragraph.

3.3.1 General Support.

a. Participate in meetings and provide feedback (agendas, minutes, summaries, and action items) to facilitate operations, technical analysis and training requirements. Staff written feedback and track action items as required.

b. Assist with developing and coordinating reports, assessments, reviews, white papers, briefings, support agreements and responses to internal and external

Agency taskings associated with missions in this task. Some tasking require quick turn-around to meet Senior Leader timelines.

c. Assist with data collection, review, and development of the quarterly and annual Management Internal Control Program (MICP) Assessments.

Conduct quarterly calls for information and perform internal reviews

Assess and report risk and non-compliance

Develop internal controls checklists and perform management controls spot inspections

d. Maintain the classified and unclassified Operational Integration Knowledge

Online (MKO) portal to strengthen knowledge management across the

Operational Integration Directorate, the Operations Support Functional Area, and the Missile Defense Agency.

e. Update the Directorate website, to include SharePoint products on the MDA portal as required.

3.3.2 Prime Contractor Support.

a. Assist in the assessment and evaluation of prime contractor proposals, architectures, processes, methodologies and solutions supporting Operational

Integration efforts.

b. Assist in the development of prime contractor performance work statements or statements of work, and associated products and analysis.

c. Provide technical and process recommendations for improvements and risk mitigation.

d. Assist with technical monitoring of prime contractor performance and execution:

Monitor and analyze prime contractor performance

Assist in preparation of contractor performance reports including draft award fee and incentive fee technical analysis

Develop processes to collect, maintain, and analyze performance data for use with determining assessment metrics.

Provide performance assessment recommendations

Maintain and distribute assessment schedules

Identify and assess schedule variances

Post contract data monthly to appropriate SharePoint sites

e. Evaluate operational impacts of cost, schedule, and performance data based on

Earned Value Management (EVM) practices in coordination with Government

EVM representatives.

3.3.3 Infrastructure & Information Technology.

a. Liaise with MDA prime contractors, the Facilities Directorate and the

Information Technology organizations to communicate and coordinate

Operational Integration mission requirements (requires in-depth knowledge of the operational missions to evaluate solutions, clearly communicate impacts, and assess potential mission consequences and risk during the planning and execution of mission projects).

b. Plan and coordinate facility improvements and renovation projects including the Alternate Operating Location. Requires addition coordination with Host organization.

c. Plan and coordinate information technology technical refresh projects including the Alternate Operating Location. Includes secure and non-secure communication devices, information technology systems, Audio Visual

Systems, and VTC systems.

d. Submit trouble tickets or work order requests as required to initiate facilities and information technology improvements and repairs using the Agency’s portal based system.

e. Track and report project status to include risk analysis and mission impacts.

3.3.4 Fiscal Planning.

a. Assist in the development of preliminary cost estimates for prime contracts and ad-hoc projects.

b. Facilitate and coordinate the Inter/Intra-agency Acquisition Review (IAR)

Process for supported efforts.

3.3.5 Training.

a. Schedule and track initial qualification training for OSC, MOC, HMOC, Sensor, and Ground-Based Weapon System Readiness Desk watch officers.

b. Develop and maintain robust training materials and sustainment lessons to provide recurring professional development training (bi-weekly) on missile defense and related issues for watch officers and Operations Support personnel.

c. Assist in forecasting, coordination and scheduling of JFCC-IMD delivery of missile defense training to MDA employees.

d. Provide programmatic, technical, capability and limitation information on missile defense systems to JFCC-IMD for MDS-level training and education to combatant commands.

e. Coordinate on curriculum, course products and training materials from internal and external providers supporting missile defense education and training programs and courses.

f. Participate in the missile defense Training and Education Working Group to coordinate missile defense training issues with internal and external stakeholders.

g. Provide technical and programmatic updates for Warfighter training.

h. Assist in developing program plans and briefings on training activities and related Warfighter issues.

i. Support foreign disclosure review of training materials as required.

j. Assist in coordinating professional development training opportunities for

Operations Support personnel.

3.4 SENSORS OPERATIONAL SUPPORT (MDA/SNW).

The contractors shall support Sensor based programmatic efforts including: Operational integration; real-world events; technical integration and deliberate planning; sensor watch operations; prime contractor support & wargames and exercises for the tasks below. The contractor shall provide subject matter expertise for the identification, evaluation, mitigation, and development of recovery actions of risks associated with the tasks in this paragraph.

3.4.1 General Support.

a. Participate in meetings and provide written feedback (agendas, minutes, summaries, or action items) to facilitate and coordinate the operational efforts contained in this task. Staff written feedback and track action items as required.

b. Assist with developing and coordinating reports, assessments, reviews, white papers, briefings, support agreements and responses to internal and external

Agency taskings associated with missions in this task. Some tasking require quick turn-around to meet Senior Leader timelines.

c. Prepare trip reports for all travel within five days of completion. Identify tasks the travel is associated with.

d. Coordinate internal classified and unclassified correspondence in accordance with Agency guidance. Route, track and process electronic taskings using the

Agency’s web-based workflow management tool.

e. Assist in long-term planning, development and synchronization of operational activities, into directives, regulations and guidance.

f. Assist with data collection, review, and operational development of the annual

MICP assessment.

g. Under direction of the Government Security Manager, conduct personnel security training, security inspections, security incident reporting, and preliminary inquiries of possible security incidents as directed by information safeguards. Prepare security related reports.

h. Support distinguished visitor events.

Coordinate events with sponsoring MDA organization

Develop agenda and support MDA sponsor in conducting event

3.4.2 Operational Integration.

a. Engage in missile defense operational planning related to the WIP.

b. Analyze and coordinate Warfighter feedback from the MFRL, PCL, and ACL.

Process and advise operational programs on subsequent findings.

c. Facilitate internal and external MDA missile defense communication as it relates to subject matter expertise on radar and sensor operations and employment to include:

Assessing and reporting current MDS health and status

Exchanging operational program information and participating in TIMs

Assessing employment of current and future missile defense capabilities

Preparing operational readiness system status reports; daily status and weekly status report summary (hard copy and electronic form) and deliver to program directors

The portfolio contains Ground-based sensors including: AN/TPY-2, SBX, UEWR, Cobra Dane, LRDR, and future MDS radars which may be tasked to support the Space Domain Awareness (SDA) mission.

d. Establish and maintain working relationships within operational communities to keep abreast of Warfighter issues.

e. Facilitate the RFI and RFA processes. Prepare draft responses to inquiries, coordinate assigned actions, and secure approval. Prepare a status report covering all activities related to inquiries for information and/or analysis.

f. Assist with planning, development, and analysis of operational sensor asset management scheduling activities.

Assist with prime contractor oversight of scheduling activities to include support at schedule coordination meetings

Develop and coordinate Event Objective Worksheets (EOWs) and long-range schedules with Agency stakeholders, Service Departments, and

CCMDs

Utilize the IST and attend asset management conferences and advise the

Operations Support functional area community and operational missile defense programs on relevant issues

g. Coordinate sensor reviews with programs, Service Departments, CCMDs, and tactical-level units (both US and foreign) to promote situational awareness.

h. Facilitate and synchronize integrated sensor fielding plans with JFCC-IMD

Force Preparation Campaign Plan and OR&A efforts.

3.4.3 Real-World Event Support.

Directorate meetings and working groups, in preparation for, assessment of, and response to real-world events and related MDA taskings.

b. Prepare, assess, and respond to real-world events and related taskings.

3.4.4 Technical Integration & Deliberate Planning.

a. Assist with missile defense programmatic, technical, integration, fielding, deliberate planning, operational coordination, and deployment and site activation.

b. Assist with missile defense refinement and capabilities development, CONOPS and Standard Operating Procedures (SOPs). Collect information when attending studies; seminars; senior warfighter forums and workshops.

c. Review and analyze tabletop briefings, concepts and capability deployment briefings.

d. Assist with coordination and transition of sensors and their components between the test, developmental and operational states to support Simultaneous

Test and Operations (STO) for fielded assets and sensor operations.

e. Implement approved actions to address mission design; system capability development; out-of-production component replacement; upgrades; and technology refresh.

f. Assist with Sensors and Radars capability development.

3.4.5 Watch Operations (Colorado).

a. Staff the SN watch desk (in the OSC) 24/7

Support real-time Sensor event coordination and system configuration management

Assist with operational readiness reporting on all current and future missile defense sensor assets

24/7 incident/outage response reporting

Incident responses to CCIR items, or other significant site events

Coordination, monitoring, data collection, assessment, asset readiness status management and trend reporting

b. Validate sensor status inputs and associated updates to the BORRS system from deployed sites to the OSC watch Officers.

c. Operate from the alternate operating location as required.

3.4.6 Prime Contractor Support.

a. Assist in the assessment and evaluation of prime contractor proposals, architectures, processes, methodologies and solutions supporting Sensors.

b. Assist in the development of prime contractor performance work statements or statements of work and associated products.

c. Provide technical and process recommendations for improvements and risk mitigation.

d. Assist with technical monitoring of prime contractor performance and execution:

3.4.7 Wargames & Exercises.

a. Assist with the development, planning, analysis, execution, and assessment of sensors during wargames & exercises using digital models and simulations.

Tactics, Techniques and Procedures (TTPs), CONOPS and budget support plans.

3.5 GROUND-BASED WEAPON SYSTEM OPERATIONAL SUPPORT

(MDA/GMW) .

The contractor shall support Ground-Based Weapon System programmatic efforts;

integration and scheduling; development and fielding; determination of cyber-security impacts; sustainment engineering and operational support efforts for the tasks below.

This includes 24/7 operational support watch requirements in Alaska, California, and

Colorado which requires understanding of the weapon system and the ability to interface with senior leadership directly. The contractor shall provide subject matter expertise for the identification, evaluation, mitigation, and development of recovery actions of risks associated with the tasks in this paragraph.

3.5.1 General Support.

a. Provide direct support to all site leads in day-to-day execution, coordination, communication, and site support required to facilitate the Ground-Based

Weapon System missions.

b. Participate in meetings and provide written feedback (agendas, minutes, summaries, or action items) to facilitate and coordinate the operational efforts contained in this task. Staff written feedback and track action items as required.

c. Assist with developing and coordinating reports, assessments, reviews, white papers, briefings, support agreements and responses to internal and external

Agency taskings associated with missions in this task. Some taskings require quick turn-around to meet Senior Leader timelines.

d. Prepare trip reports for all travel within five days of completion. Identify tasks the travel is associated with.

d. Plan and provide operational support across ground based weapon system training assets and networks.

e. Develop site project plan and cost estimates.

f. Support development and execution of Consequence Management Plan initiatives.

g. Support transition and transfer activities.

3.5.5 Support Operations in Alaska, California and Colorado.

a. Tasks General Watch Officer Functions.

Provide situational awareness and readiness reporting for the weapon system

Liaise between the OSC Watch Officer and the Prime contractor to de-conflict operational impacts and maintenance impacts.

Coordinate between the AOSC and VOSC to maintain weapons system configuration and communicate status to the OSC Watch Officers and the

Warfighter

Communicate significant events with senior leaders 24/7

Develop and distribute Internal Reports (INREPs)

3.5.6 Treaty Support.

a. Support treaty requirements and perform assessments on vulnerabilities and

Operations Security concerns related to weapon system operations during treaty over flights of CONUS and Alaska.

b. Coordinate with 30th Space Wing Treaty Compliance Office on mission requirements review and accountability.

c. Report treaty compliance to the BWO for each event. (START Treaty compliance is only applicable to Vandenberg AFB for two Type II inspections per year and the remaining Exhibition when requested).

d. Coordinate treaty compliance issues with MDA International Affairs and program leadership.

3.5.7 Readiness Planning.

a. Support and participate in emergency management planning, exercises and execution.

b. Engage in planning and support for continuity of operations.

c. Review Ground-Based Weapon System logistics support plans, including technical documentation and training.

d. Assist with local Readiness Exercise planning, coordination, and execution for ground- based weapon system sites.

Interface with host installation exercise coordination and evaluation personnel, missile defense prime contractors and other supporting contractors
