Attachment H - Draft Term Contract Summary

This is a draft term contract document for the Florida Department of Management Services' Contact Center Services RFP (No. 26-83111500-RFP). The contract establishes a statewide term agreement for comprehensive contact center solutions including automatic call distribution (ACD), interactive voice response (IVR), call recording, workforce management, reporting and analytics, and related services. Proposals must be submitted electronically through MyFloridaMarketPlace Sourcing Event via the SAP Business Network by 10:00 AM Eastern Time on March 17, 2026, with public proposal opening at 11:00 AM the same day. Questions from potential respondents are due by 5:00 PM Eastern Time on January 26, 2026. The evaluation period is anticipated to occur from March 31, 2026, through April 14, 2026, with a Notice of Intent to Award planned for May 4, 2026. The contract will have an initial three-year term with potential for renewals, and the Department intends to make multiple statewide awards but reserves the right to award to one or multiple respondents by region or make no award based on the state's best interest.

Vendors must submit pricing as ceiling rates that can be negotiated lower in individual Customer Scope of Work agreements, with service tiers including single-tenant systems for up to 300 agents and multi-tenant system features. Mandatory responsiveness requirements restrict eligible vendors to those not listed on the Suspended Vendor List, Convicted Vendor List, Discriminatory Vendor List, Antitrust Violator Vendor List, or Forced Labor Vendor List. Additional compliance requirements include certification of no offshoring, E-Verify adherence, Drug Free Workplace Certification, and Foreign Country of Concern Attestation. Respondents must provide detailed information about proposed subcontractors and their certification status. Evaluation will be based on 1,160 total points: 660 points for the Technical Proposal and 500 points for the Cost Proposal. No specific budget range is explicitly stated; however, the comprehensive nature of statewide services suggests significant contract value.
