About this file
This file is a Commonwealth response document to vendor questions submitted during the Request for Bids (RFB) 758 2600000066 for off-site data and document storage services. The document is structured as Attachment G and addresses written inquiries from potential bidders regarding the RFB requirements and specifications. While the specific details of the project scope, quantities, response deadlines, and contract terms are not fully detailed in this excerpt, the file serves as a clarification mechanism to ensure all bidders have access to consistent information before submitting their proposals.
A vendor raised a significant concern regarding the absence of current storage volume information in the RFB documentation. The vendor noted that providing actual inventory quantities—such as the number of cases currently in storage—is essential for generating competitive pricing, as per-unit costs typically decrease with higher volumes. The vendor indicated that without this critical data, the incumbent contractor may possess an unfair advantage, as they have historical knowledge of storage volumes. The Commonwealth's response references an updated Attachment B, suggesting that volume information may have been subsequently provided to address this concern and ensure all bidders can submit pricing based on comparable data for the most competitive outcome.

| 1 | Thanks for providing answers to the vendor questions, but I’m surprised that the actual volume of items currently in storage is NOT being offered as part of this RFP. Any reputable vendor would/should provide the MOST COMPETITIVE BID based on the volume of items and, as you would expect, the more storage volume, the better the price of course. |
For example, if the storage volume is currently 100 cases, we may bid $3.50 per month per case for storage; but if the state is storing 4000 cases, we would bid maybe around $2 per case. So obviously, if the goal of this RFP is to select the lowest priced, qualified vendor, it behooves the Commonwealth to provide all the details of the volume in order to get the most competitive bids and ultimately the lowest price available. Not including the actual volume in storage absolutely gives the incumbent a distinct advantage on this RFP as it currently reads.
My sincere apologies if the volume is listed & I overlooked the storage volumes in the information provided. See updated Attachment B
