About this file

The document is a Jail Management System (JMS) Functional Specifications file for Carson City, detailing comprehensive system requirements for a public safety software solution. The specifications outline an extensive range of functional capabilities for a jail management system, covering areas such as booking, inmate tracking, classification, movement, court tracking, release procedures, incident reporting, personnel records, and compliance with standards like the Prison Rape Elimination Act (PREA). The document provides a detailed matrix of system requirements, with each specification marked for importance and potential vendor response, allowing potential vendors to precisely understand the functional needs of the jurisdiction.

The specifications are designed to be vendor-neutral, encouraging commercial off-the-shelf (COTS) product responses that can be customized to meet the specific operational requirements of Carson City's detention facilities. The document emphasizes flexibility, with instructions for vendors to indicate their system's capabilities across nearly 500 specific functional requirements, ranging from basic inmate tracking to complex administrative functions like expungement, gang tracking, and multi-level security access. Critical functional areas include juvenile booking, digital image capture, visitor control, work release management, and robust reporting capabilities, with a strong emphasis on compliance with national standards and ability to integrate with other public safety systems.

Introduction

Functional specifications are presented to potential vendors to identify whether their solution can provide the functionality specifiied. Public safety vendors have developed commericial-off-the-shelf (COTS) products that incorporated functionality requested from a wide variety of public safety clients throughout the lifecycle of the product. In providing specifications and indicating those that are adantageous to Carson City's operation, vendor responses will provide an accurate accounting of what functionality their solution will provide and what it will not. Consequently, the selected vendor will be contractually held to any specification they mark as functional available and that capability will be tested during the testing cycle.

INSTRUCTIONS

1. Review specifications and those that are acceptable "as is" with an "Advantageous" importance in the second column, leave "as is," nothing further needs to be done with that spec.

2. Those specifications deemed acceptable as written, but critical for Carson City should be selected as “Highly Advantageous” by selecting "Highly Advanatgeous" in the drop down in the second column - "Importance."

3. Specifications that are not understood or where Carson City may have questions should be highlighted in yellow in the first column - "Spec ID." If there is a specific question regarding that specification, the question should be inserted in column four - "Carson City Comments."

4. If there is new language that Carson City would like inserted in a specification, insert the language directly into the specification in red font and highlight the first column in yellow as previously described.

5. Those specifications deemed unnecessary for the City's solution should be highlighted in red in the first column.
