About this file
This document is a Technical Proposal Instructions and Evaluation Criteria attachment for the Florida Department of Management Services' Contact Center Services RFP (No. 26-83111500-RFP). Respondents must submit their Technical Proposal using Attachment M, converted to a PDF document labeled RespondentName_TechnicalProposal_AttachmentM, with no hyperlinks, cover pages, cover letters, or supplemental materials permitted. The proposal must not exceed specified character limits for responses to Prompts 1 through 7 and should demonstrate the respondent's experience, capabilities, and ability to deliver contact center services statewide with diverse expertise and skills. The technical proposal evaluation is based on seven categories addressing General capabilities (220 points), Automatic Call Distribution (80 points), Auto-Attendant and Interactive Voice Response (80 points), Reporting and Analytics (100 points), Recording (40 points), Workforce Management (100 points), and Miscellaneous services (40 points), totaling 660 available points. Respondents must certify their understanding and compliance with all requirements contained in Attachment A, Scope of Work, which references sections 4.1 through 4.7 for each evaluation category.
Each of the seven evaluation prompts uses a consistent five-tier scoring rubric assessing how well the respondent's proposed solution demonstrates its ability to carry out Contact Center Services statewide and offer diverse knowledge and skillsets. Scoring levels range from zero points for proposals that fail to demonstrate required capabilities, to the maximum point value for proposals demonstrating exceptional ability. Respondents may optionally submit a redacted copy of their Technical Proposal Response pursuant to public records requirements, which must be submitted before the proposal deadline. The evaluation criteria emphasize the importance of describing the general approach to service delivery, staffing levels, organizational structure, relevant certifications, and specific technical capabilities across all contact center service components required by the state.
