The purpose of Task 2 is to create a curriculum consisting of 10 training modules, including where appropriate associated tabletop exercises and interactive learning materials. Along with traditional classroom- and webinar-based training and asynchronous learning platforms, these modules could include, among other modalities, study tours, consultancies, or in-country training with US entities such as universities, government institutions, laboratories, or industry.

Innovative and interactive approaches are encouraged.

C.3.2. In developing these modules, the Contractor shall take into account risks associated with certain nuclear reactor export programs and best ways to facilitate the establishment of a nuclear program that meets high global standards.

C.3.3. The Contractor shall submit draft modules for the Government’s review and provide modifications based on Government feedback. The Government may require the Contractor to provide a professional translation of final, approved materials into a foreign language.

C.3.4. The modules would be designed to strengthen learners’ expertise in the following areas, consistent with the IAEA Milestones Approach and with emphasis on building a program that achieves the highest standards of security, safety and nonproliferation:

C.3.4.1. Nuclear as Part of the Energy Mix

C.3.4.2. Stakeholder Engagement

C.3.4.3. Workforce Development

C.3.4.4. Siting and Early Works

C.3.4.7. Financing and Localization (with an emphasis on supporting local supply chains and jobs)

C.3.4.8. Nuclear Security

C.3.4.9. Nuclear Nonproliferation

C.3.4.10. Spent Fuel Management

The aforementioned C.3.4.1 through C.3.4.10 will constitute the subject matter of the modules developed by the Contractor.
