19AQMM21R0156 – FIRST Initiative 7/21 Q&A

1) Is it the government’s desire that we add separate tabs to the IDIQ pricing spreadsheet for TOs 1 and 2? If not, what format would you like the pricing in?

Government Response: Offerors are encourage to modify the pricing template as necessary to support the Price Proposal.

2) The SOW for TO 2 is sufficiently detailed to allow pricing using our standard formula’s for the number of development hours per course delivery hour. However, the SOW for TO 1 does not provide sufficient detail to enable accurate pricing. For example, SOW element C.3.3 asks for limited scope research on discrete questions tasked by the government. To price this, we would need to know how many discrete questions the government plans to issue in the base and option periods. Similarly, the price to attend ad hoc in person meetings at State Department HQ would require us to know the number of meetings on which to base the estimate. Also, task C.3.2, the price for providing oversight, strategic direction, and project management over all contract activities would be a function of the number of task orders issued. The more task orders we have to manage, the more hours we would need. There is insufficient information for contractors to even develop a set of assumptions. Can you provide a set of pricing assumptions for TO 1 to serve as a basis for our estimate.

Government Response: Offerors may assume that the Government’s requests under Task 1 will be limited. With regard to the requirements for research projects and ad hoc meetings with the

Government: the Government may from time-to-time order these activities from the Contractor, but the Government believes that its doing so will be limited. Offerors may employ the assumption that one minor research project and one in-person meeting will be ordered each during the base and option-periods. With regard to the requirement for project management support: the

Government anticipates that the requirement for project management support may vary considerably during the period-of-performance of the IDIQ, depending on the level-of-activity of the other IDIQ tasks at any given point in time. Offerors may assume that 300 hours of project management support per year during the base-and-option periods is required in its pricing assumptions.
