| Clarifying Questions and Responses | ||
| Questions | Answers | |
Are the offeror’s quotations for translations being added to the $700,000 ODC figure in the pricing template or are we to assume the $700,000 in ODCs provided as a dummy number includes translations? Can you clarify that we are or are not pricing separate ODCs and if so, what other ODCs should be priced? If using your figure of $700,000 per year, the only differentiating feature should be a company’s material handling or G&A? | The $700,000 in ODC is vastly overstated to capture variances between offerors and to be used as a plug/dummy value to standarized proposals evaluation. Please provide a cost breakdown of proposed ODC. Dummy values may be re-adjusted at award to be within realistic expectation. Offerors may proposed translation services and any potential costs as ODC.
Can you clarify if Offerors should price and place in the pricing spreadsheet our DBA costs? | DBA will be on a separate line item at the TO level, but for now please propose it as part of ODC.
Can you clarify if the second row titled “ad hoc support personnel” is a duplicate and should have no hours or cost applied against it in our response? | If offerors wish to only propose one ad hoc personnel then the second does not require pricing. Offerors may substiture/add other labor catergories for one or both ad hoc support personnel.
Other than the design and delivery of training modules, and execution of special projects, what if any responsibility does the Contractor have in advancing the FIRST Initiative to partner countries? | There are no responsibilities beyond those enumerated for the Contractor to advance FIRST to partner countries.
“Project Manager. Personnel with a Project Management Professional (PMP) or equivalent certification preferred.” Can the Government please allow for an experience tradeoff in lieu of the PMP requirement? We recommend 8 years of project management experience. | The Government's only requirement is that the PM must have 3 years experience. A PMP or equivalent is preferred, but not required.
Confirming that a detailed technical approach to meeting SOW requirements (Tasks 1-4) is not required in Factor 3, and the only narrative required is providing the three elements as listed in Section M - a sound and comprehensive strategy for producing finished work products in a timely manner; ability to respond to rapidly evolving, short-notice within 24-28 hours; and quality control measures. Or is the Government looking for a detailed technical approach for completing Tasks 1-4 under Factor 4 in addition to those three elements? | The Government is contemplating issuing Task Orders for Tasks 1 and 2 at time of award, and periodically issue Task Orders under Tasks 3 and 4 over the lifetime of the period-of-performance of the IDIQ. The Government's intention is consequently that, in their overall proposal, the Offeror will provide a high-level approach to Tasks 3 and 4, but provide a detailed approach to Tasks 1 and 2.
Who is the selection authority in determining the partner nations where the training modules are being delivered? | The government will notify the contractor of countries where the training modules are to be delivered.
Will the State Department inform the partner nation that the contractor will provide it with training contemplated under this IDIQ? | The Government is responsible for outreach to the partner country, securing the partner’s agreement to participate in FIRST and the partner’s agreement to receive the training.
How many partner nation individuals are contemplated to be engaged with each module? | Engagement size may vary. A typical in-person workshop might have roughly 25-30 participants. A typical remote engagement (such as a webinar) might have roughly 50-100 participants.
L.5.1 states that the total page limit for Factor 4 (Technical Understanding and Approach to Task Order 1 and 2) is limited to 15 pages total. The instructions at the end of Attachment C state that each Task Order has its own Volume 1 Technical Proposal with a 10-page limit for the technical approach and a 5-page limit for the management section. Please confirm if bidders are to provide one (1) Factor 4 that contains both Task Orders for a total of 15 pages or two (2) separate write ups (one for each Task Order) for a total of 30 pages. | The controlling/primary language for how Offeror's should respond to Factor 4 is in Section L.5.1, which allots 15 pages to the Technical Understanding and Approach to Task Order 1 and 2. Technical Proposal and Cost/Price Proposal for Task Order 1 and Task Order 2 as reference in Attachment C and Attachment D are for reference and negotiation with the IDIQ awardee. If TO1 and 2 technical are similar/identical to IDIQ, then please just referecence IDIQ Technical Proposal section(s).
To confirm, Task Order 1 is limited to 5 pages in order to explain its management approach, while Task Order 2 is limited to 10 pages to explain its technical approach | Offerors may reference IDIQ Technical Proposal section(s) to reduce reiteration.
L.5.1 states that resumes are limited to 2 pages. Attachment C – Task Order 1 states that resumes are limited to 5 pages. It also states that there are no Key Personnel for this Task outside of the base IDIQ contract. Are additional resumes outside of the base IDIQ required for either Task Order? Please confirm whether the resumes are limited to 2 pages or 5 pages. | Only to the extent that the offeror proposes to use different personnel to perform task order task order 1 and 2, i.e., if using the same staff as proposed under the base IDIQ, then no additional resumes are necessary. Resumes are limited to 2 pages for the evaluation of the competitive IDIQ award.
Section C.3.3 indicates the Government may require Contractor to translate approved course materials into a foreign language. Should Offeror’s proposal include a cost estimate for translation services? | Yes
The last row of the table at C.3 indicates that training modules must be translated into three languages. What are the three languages for translation? | The Government will determine based on project priorities at the time of implementation
Does the training (if web-based) need to be 508 compliant? | While AQM should review this question, we don't believe that Sec. 508 is implicated as the customers of the training modules contemplated under this IDIQ are all foreign entities and will be received by them as a component U.S. foreign assistance.
Does the maximum salary hourly rate apply only to individuals working within the United States? Our proposed key personnel are based in the United Kingdom, but the OPM pay tables seem to only cover the US, based on our examination. | Majority/all of contract perfomance will be outside of the United States (OCONUS) and thus not subjected to the SCA and FLSA. B-002 and B-007(b) are deleted from the solicitation.
Does the maximum rate apply to ad-hoc nuclear SME consultants and/or ad-hoc support personnel when these are not employees of our organisation? | Majority/all of contract perfomance will be outside of the United States (OCONUS) and thus not subjected to the SCA and FLSA. B-002 and B-007(b) are deleted from the solicitation.
Does the maximum salary hourly rate apply to the unburdened labor rate, the fully burdened labor rate, or a partially burdened rate, e.g. unburdened + fringe benefits? | Maximum rate is applied to the fully burden rate, however, since SCA and FLSA is no applicable, this is no longer an issue.
