| Solicitation 19AQMM21R0156 Q&A | ||
| Questions | Answers | |
Is this a new requirement or is there an incumbent contractor currently providing these or very similar requirements? | The Department has been funding individual FIRST projects through the Partnership for Nuclear Threat Reduction program, but this is the first Nonproliferation and Disarmament Fund-funded contract solicitation.
If there is an incumbent contractor, please provide the contract number. | No incumbent.
Is an active facility clearance required for an offeror to be eligible to submit a proposal for this requirement or at time of award? | No facility clearance required.
Page 11: The table of Deliverables seems to be cut off. Can you please confirm that the information in the table is complete or provide an updated table with all information visible? | Deliverables table is resized.
Page 15: Key Personnel. Is the Project Manager also intended to be the IDIQ Manager? Or is IDIQ Manager another key personnel position that should be added to this list? | Yes - the Project Manager is indeed intended to be the IDIQ manager.
Can you please extend the due date for proposals by one week? | The Government approves this request and extends the proposals due date to 26 July 2021, 1500 Eastern Standard Time.
Can you please clarify the format for price proposals for Task Orders 1 and 2? Attachment B only includes a tab for overall costs and IDIQ level labor rates. Should the contractor provide its own pricing template, or will the government provide a template for use? | Format for Task Order 1 and 2 should mirror the IDIQ pricing template or a modified version of it for ease of review. However, the Government will allow Offeror format in order to meet proposal deadline.
Regarding Task Order 1, how frequently does the government anticipate making requests under this TO? Can you please provide anticipated or estimated numbers of requests for items C.3.3, C.3.4, and C.3.7? | The Government anticipates that a Task Order for Task Order 1 will be issued at the time of IDIQ award and continuously extended of the IDIQ's Period-of-Performance. The Government anticipates only rarely tasking the Contractor under Task C.3.3. The Government anticipates that e-mail correspondence with the Government under C.3.4 will occur regularly over the lifetime of the IDIQ. The Government anticipates that in-person meetings under C.3.7 will only be rarely required. Further information will be discussed with the successful Offeror at the kickoff meeting.
Regarding Task Orders 1, can you please clarify the requirements for Volume 1 Technical Proposal? Are these instructions in addition to the Technical Proposal requirements for the overall proposal found on page 128 of the solicitation or are offerors considered responsive if they deliver the proposal as described on page 128 of the solicitation? Are two technical proposals required, or only one? | Only one is required.
Regarding Task Order 2, can you please clarify whether the offeror should include cost quotations for the translation of training materials mentioned in section C.3.3? | Yes.
Will an award for these requirements occur during FY21? | Yes.
For each module, does the Department of State have an indicative training duration in mind that can be shared with offerors? | There is no mandatory training duration, but training should be scoped for a duration that achieves training outcomes without undue burden for trainees who are typically working demanding full-time jobs. The average duration of a remote engagement would be one to several webinars, each up to three hours' length. The average duration of an in-person engagement (likely combining multiple modules) would be two to three days.
Is it the expectation of the Department of State that recipient countries would be trained in all ten modules in sequence, or should modules be designed to be delivered independently and/or out of sequence? | The modules should be designed to be delivered independently and/or out of sequence.
Is the Department of State open to offers from consortia? If so, must all five listed key personnel be employees of the awardee? | The Department of State is open to consortia, and does not object to the Key Personnel having different parent organizations. However, if the Offeror wishes to propose such an arrangement, the Offeror should make satisfactory assurances to the Department of State that the partner organization has authorized the use of their employee to serve as one of the proposed Key Personnel.
