About this file
This document is Attachment D (Permits) related to the Wolf Mtn. Communication Site Build project in Lane County, Oregon. The project involves the construction of a new radio communications facility, including a transmission tower and ancillary facilities, on Wolf Mountain in the Willamette National Forest. The document provides details on the required permits and approvals necessary for the project, including those from the U.S. Forest Service, the Oregon Department of Environmental Quality, and the Lane Regional Air Protection Agency. The document outlines the specific permits needed, such as a Special Use Permit, an Air Contaminant Discharge Permit, and a Stormwater Discharge Permit, as well as the application process and timeline for obtaining these permits.
The document also addresses funding requirements for the project, noting that it is funded through state and local government sources. There are no set-asides or incumbents mentioned in the document. The overall tone and content suggest a standard public works construction project, with the permits and approvals being a critical component of the project's execution.

We received your request to construct improvements to the existing communication equipment located at the Wolf Mountain Communication Site under Special Use Authorization ID -
WIL193.
As part of the review of this proposal, a 5-day Harmful Interference Review was conducted with the other authorization holders located at the Wolf Mountain Communication Site. The other authorization holders were given 5-days to respond to this outreach. No responses were received during the allotted timeframe. It has been determined that the Tower Height Increase will not result in any Harmful Interference to any of the authorization holders located at the site. If any signal interference issues are raised during the term of the permit, it is required that each permit holder will do their best to mitigate these situations.
The Scope of Work for this project will include:
• Tower height increase from 80’ to 120’.
• With no substantial increase in the tower foundation size, it was determined that no harmful effects would result as a part of the height increase.
The Decision Memo for the Wolf Mountain Tower Replacement Project was signed in 2017. In
2022, the modified project was reviewed by the NEPA planner and still meets the original purpose and need, as well as the requirements of the 36 CFR 220.6(e)(15). A letter to the file was completed. Please consider this letter to be your Notice To Proceed with the project as described in the Decision Memo listed above.
Design Criteria & Implementation Guidance for the project listed above includes:
• Machinery used will be washed of mud prior to and after working on National Forest
Lands to reduce the spread of noxious weeds. Equipment will be inspected prior to entering National Forest System lands and shall park on existing disturbed areas as much as possible.
• Vegetation cut during installation should be removed from NFS lands or chipped on site as agreed to in advance.
• Will comply with all fire restrictions on NFS lands that are in place during project implementation.
Oregon Department of Transportation (ODOT) 2
• Will follow Best Management Practices (BMPs) for spillage and pollution concerns.
• Any construction debris, unsuitable or excess material must be disposed of properly off
National Forest System lands.
• If cultural material is discovered during construction, work will immediately stop and the
USFS will be notified.
• Advanced timeline/itinerary is required for monitoring.
• The Special Use Administrator and tenants will be notified 10 days prior to the project start date with estimated timelines.
If you have any questions please contact your Permit Administrator, Melynda Beam at
