About this file

This document is the Attachment B (Project Description and Scope of Work) for the Oregon Department of Transportation (ODOT) Wireless Communications Section's Wolf Mountain Communications Site Build project. The project involves the construction of a new radio communications facility, including a transmission tower and ancillary facilities, on Wolf Mountain in the Willamette National Forest. ODOT will provide the shelter, generator, tower, and propane tank, while the contractor is responsible for the remaining materials and installation. The mandatory construction period is during the summer of 2024, between June 1 and November 29. The contractor must comply with various federal, state, and local permitting requirements, as well as technical specifications outlined in the attachments. The project requires special inspections, testing, and commissioning, and the contractor is responsible for maintaining the access road and site condition during and after construction.

The contract opportunity does not provide details on pricing terms, set asides, incumbents, funding requirements and sources, or other financial information. The focus is on the technical requirements and project scope for the construction of the new communication site.

ATTACHMENT B

PROJECT DESCRIPTION AND SCOPE OF WORK

Oregon Department of Transportation Wireless Communications Section

PROJECT NAME: Wolf Mountain Communications Site Build (the “Project”)

SCOPE OF WORK: The Project is construction of a new radio communications facility for public safety, including a transmissions tower and ancillary facilities, on Wolf Mountain in the Willamette National Forest. This is a raw land full communication site build including tower, ice bridge, radio room and generator shelter, propane tank, site grounding, and electrical.

Oregon Department of Transportation (“ODOT” or “Agency”) will provide shelters, generator, tower, and propane tank. The remaining materials are the responsibility of Contractor.

WORK LOCATION: The radio communications facility, including transmissions tower and ancillary facilities, is located on Wolf Mountain in the Willamette National Forest (the “Site”). Access is via Forest Road 526 which connects to Forest Road 23, which travels southeast from Oakridge and Kitson Springs.

This is a high elevation site that has limited access during winter months. Construction will need to be performed during the summer months when the Site is accessible. If Contractor schedules work to occur during winter months, Contractor shall be responsible for any snow clearing for Site access and any damage to the access road that occurs from snow access at no cost to Agency.

Contractor shall be responsible for monitoring the forecasted weather. If Contractor’s schedule places their equipment at risk of being trapped on site due to a snow event, Contractor is responsible for removing the equipment. Agency will not provide additional payment for equipment charges for equipment trapped on site due to weather.

MANDATORY CONSTRUCTION PERIOD: The Project has a mandatory construction period. Construction must be completed during the weather-permitting period commencing summer of 2024, anticipated to be between June 1, 2024 – November 29, 2024.

APPLICABLE SPECIFICATIONS: Contractor shall comply with this Project Description and Scope of Work, including all requirements contained herein.

The Specifications Manual (Attachment C) sets forth the technical requirements applicable to this Project and incorporates the 2021 Oregon Standard Specifications for Construction (“Standard Specifications”), which are by this reference incorporated herein. Some sections of the specifications may be identified and modified by Attachment A-1 – A-4 (Plans). If there is any conflict between this Project Description and Scope of Work and the specifications, this document shall prevail.
