About this file

This file is a detailed Pricing Sheet (Attachment C2) for an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for MRC Operations and Maintenance Support Services at the FDA's Laurel, MD facility. The comprehensive pricing model includes multiple tabs covering labor categories, routine operations and maintenance, snow and ice services, and various supporting documentation. The labor catalog features 25+ distinct labor categories ranging from Project Manager and Quality Control Manager to specialized technicians like Electricians, HVAC Technicians, and Water Treatment Technicians, with each category requiring Service Contract Labor Standards (SCLS) compliance and specific wage determinations.

The pricing structure is complex, involving transition, base, and four option periods, with pricing required for monthly services across program management, utilities operations, preventive maintenance, compliance testing, and specialized environmental support. The document includes detailed instructions for completing the pricing sheet, emphasizing that only yellow cells should be filled, with blue cells as optional and gray cells being calculated. The Total Evaluated Price (TEP) will be calculated by combining IDIQ evaluated labor, routine operations and maintenance costs, snow and ice service costs, and potential non-standard repair expenses. The presolicitation is for informational purposes only, with the final solicitation to be released later on SAM.gov, and no submissions are currently being requested.

Instructions

PRICE MODEL — INSTRUCTIONS (SCLS-compliant)
How to completeFill only the yellow cells. Blue cells are optional inputs. Gray cells are calculated and locked. Complete tabs in order: Summary, Tab B (Labor Catalog & Rates), Tab C (TO: Routine O&M FFP), Tab D (TO: Snow & Ice), Tab E (Assumptions), Tab F (TO: NSR Transformer), Tab G (Basis of Estimate), EQs/Scenario (locked for Government use).
SCLS (formerly 'SCA') complianceWhere Service Contract Labor Standards (SCLS) apply, the WD base wage and H&W are MINIMUMS, not caps. You may propose higher wages/benefits. If duties do not match a WD classification, indicate 'Conformance Needed (SF-1444)'. Enter SCLS code/title and rates on Tab B.
TEP formulaTEP = (Sum over Ordering Periods & Labor Categories of Ceiling Rate × EQ Hours) + TO-Routine FFP + Snow Evaluated Total + NSR (Transformer) FFP. EQ Hours and Snow Scenario are Government-provided and locked.
Submission checklist• All tabs complete; • No protected cells altered; • All Ordering Periods priced on Tab B; • Snow unit prices entered on Tab D; • BOE filled on Tab G; • PDF printout of all tabs included.
