About this file
This document is Appendix C of a federal solicitation for Operations and Maintenance (O&M) services, detailing labor categories, duties, qualifications, and staffing requirements for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The appendix comprehensively defines 14 labor categories across Key Personnel and Non-Key Personnel positions, including Project Manager, Chief Engineer, Stationary Engineers, High Voltage Electrician, HVACR Mechanic, Maintenance Mechanics, and administrative roles.
The labor categories have detailed requirements including minimum education levels, experience, licenses, certifications, physical capabilities, and working conditions. Key Personnel positions (such as Project Manager and Chief Engineer) require government approval for changes and have more stringent qualifications. The document specifies minimum staffing requirements based on facility size, complexity, and operating hours, with particular emphasis on 24/7/365 operations requiring continuous coverage, especially for Stationary Engineers. Quality control requirements are also outlined, mandating contractor verification of personnel qualifications, maintenance of training records, and periodic performance evaluations.
