About this file
Attachment B is a grant funding conditions document for a county-level construction project involving mast arms, issued by a Florida county government. The document outlines requirements for contractors bidding on the Countywide Mast Arms - Group 3 project, which involves replacing existing signalization infrastructure at three intersections: US 19 at Tarpon Avenue, Lake St George Drive at Tampa Road, and West Lake Road at Tampa Road. The solicitation is either fully or partially grant-funded, and bidders must comply with specific federal and state regulations, including submitting Attachment B with their bid to avoid being deemed non-responsive.
The document emphasizes several key compliance requirements for potential contractors, including drug-free workplace standards, equal opportunity employment practices, non-discrimination policies, and specific federal grant-related obligations. Contractors must demonstrate efforts to utilize minority and women-owned businesses (M/WBE), comply with Davis-Bacon Act wage requirements, and adhere to regulations regarding steel and iron sourcing (Buy America provisions). The project requires contractors to use steel and iron manufactured in the United States, with minimal exceptions for foreign materials. Additional requirements include maintaining detailed records, safeguarding personally identifiable information, and disclosing any potential conflicts of interest or fraudulent activities.
