About this file
This document is a Special Notices Appendix for a federally funded project administered by Pinellas County, Florida, specifically for the Countywide Mast Arms - Group 3 project. The project involves replacement of existing signalization with mast arms at three intersections: US 19 at Tarpon Avenue, Lake St George Drive at Tampa Road, and West Lake Road at Tampa Road, with improvements designed to meet ADA guidelines. The project is funded through the Federal Emergency Management Administration (FEMA) and requires adherence to specific grant agreement terms and supplemental conditions outlined in the document's attachments.
The contract necessitates strict compliance with federal requirements, which may change due to updates in federal law, regulations, or the underlying agreement. Contractors are required to coordinate utility investigations and location prior to and during work, including directional drilling for conduit crossings. Additionally, the contractor must obtain and adhere to a construction agreement for work on state roadways, specifically coordinating with the Florida Department of Transportation Permitting. The document emphasizes that the contractor's superintendent must be an employee or contract employee of the prime contractor, and sub-contractors cannot serve as agents for the prime contractor.
