About this file
This document is a Hydrostatic Flow Test Report prepared by TranSystems for the US Coast Guard Base Charleston - Pier "November" Replacement project. The report details water distribution system testing performed on August 12, 2021, at six hydrants along S. Hobson and Dyess Avenues. The tests were conducted in accordance with NFPA 291 "Recommended Practice for Fire Flow Testing and Marking of Hydrants" to determine the rate of water flow available for fire-fighting purposes and assess the overall strength and capacity of the water distribution system.
The test results revealed varying Available Fire Flow Rates (Q20) across the six tested hydrants, ranging from 3,054 to 4,618 gallons per minute. The highest flow rate of 4,618 gpm was recorded at hydrant 08-N11-0216 on the corner of Halsey and Dyess. TranSystems noted a potential issue with the water distribution system, suggesting that an isolation valve along the Transmission Main or Hobson Distribution Main may be throttled down or closed, which could reduce available flow around the project site and within the Federal Law Enforcement Training Center (FLETC) Complex. The report recommends that Charleston Water System investigate and resolve this potential valve restriction to maintain proper water flow and quality.

Hydrostatic Flow Tests (DRAFT) Report 08/20/2021 Tetra Tech US Coast Guard Base Charleston – Pier “November” Replacement
TranSystems has been retained to coordinate the performance of Hydrostatic Flow Tests to determine the rate of flow available at specific locations for fire-fighting purposes and to determine the overall strength and available capacity of the water distribution system for design and construction at a Project Site.
Location:
The Project Site is a portion of the area of the former Charleston Naval Complex which is bounded on the west by Viaduct Road, on the north by Cooper River, on the east by Halsey Street, and on the south by Bainbridge Ave. Potable Water utility services for the site are provided by Charleston Water System (CWS), a municipal entity separate from the City of Charleston, SC.
Utility Description:
Potable water for the site is supplied by a looped network of Ductile Iron Pipe (DIP) as depicted by Exhibit – 001 and mainly consists of a 16” Transmission Main on the west end which feeds parallel 12” Distribution Mains along S. Hobson and Bainbridge Avenues. The loop is completed on the east end by several 6”, 8”, 10”, & 12”mains. Fire hydrants are located along S. Hobson Ave. Dyess Ave., and Halsey St. at an average spacing of 600’ and are typically 3-way Mueller or American Darling hydrants. Two hydrants are located along Bainbridge Ave.; but, are inaccessible to the site as they are located outside of the perimeter security fence. Water valves throughout the project site and the former Charleston Naval Complex are “Open Left” valves with all other valves within the CWS systems being “Open Right”. Please refer to the CWS Valve Cards containing the hydrants to be tested.
Test Performed:
Hydrostatic flow tests were performed by CWS Staff with oversight and observations by TranSystems at six hydrants along S. Hobson and Dyess Avenues on Thursday, August 12th 2021. The Hydrostatic Flow Tests were performed in accordance with NFPA 291 “Recommended Practice for Fire Flow Testing and Marking of Hydrants”. To obtain satisfactory test results, two hydrants were flowed for each test to ensure that the pressure drop at the Residual Hydrant was at least 25% of the Static Pressure as stipulated in NFPA 291 paragraph 4.3.6. Please refer to the Hydrostatic Flow Test calculations for each hydrant tested to ascertain the Available Fire Flow Rate (Q20).
Results:
Hydrant Number Q20 (gpm)
08-N11-0199 3,136
08-N11-0201 3,054
08-N11-0207 3,548
08-N11-0216 4,618
08-N11-0217 4,509
08-N11-0231 3,943
The test results of the Available Fire Flow Rates (Q20) are summarized in the table above and are shown on Exhibit – 001. As can be seen in the Exhibit, the highest flow rate is 4,618 gpm at hydrant 08-N11-0216 on the corner of Halsey and Dyess, with the flow rates progressively decreasing in a counter-clockwise direction around the pipe loop, even though the subsequent hydrants are progressively closer to the 16” Transmission Main feeding the loop. This appears to indicate that an isolation valve located along the Transmission Main or the Hobson Distribution Main is either throttled down or closed creating a dead-end run out of the looped system. This effectively reduces the available flow around the Project Site and within the FLETC Complex. TranSystems has asked CWS to investigate and resolve the issue as the distribution system around the Project Site is looped specifically to provide more flow, to maintain more residual chlorine for disinfection, and to provide better water quality. In addition, FLETC has reportedly experienced some issues with limited available flow capacity.
Results from CWS’s investigation will be forwarded upon receipt.
