This is a Task Order Announcement (TOA) for a design-build construction project at the US Coast Guard Base in Charleston, South Carolina. The project involves constructing multiple facilities, including a Medical/Dental Clinic, Guard House/Visitor Center, Truck Inspection Facility, and other site improvements. The total contract value is approximately $98 million, with a performance period of 1,177 calendar days. The solicitation requires a design-build approach focused on sustainable building practices, with specific requirements for energy efficiency, environmental performance, and resilience.
Key submission details include a site visit scheduled for 31 July 2025, questions due by 13 August 2025, and proposals due by 20 August 2025. The evaluation will use a best-value trade-off approach, with non-price factors (Environmental Compliance, Design Approach, and Energy/Sustainability) weighted approximately equally to price. Contractors will be assessed on their experience with brownfield redevelopment, medical facility construction, and sustainable design strategies. The government intends to award a single Firm-Fixed-Price task order under the National Multiple Award Construction Contract III - Pool One.
