About this file
This document is an Amendment (No. 0003) to a federal solicitation for a design-build contract for utility infrastructure, roads, and a clinic at the United States Coast Guard (USCG) Base in Charleston, South Carolina. The amendment extends the proposal due date from August 20, 2025, to September 3, 2025, at 4:30 pm Eastern Daylight Time and makes numerous modifications to the original Request for Proposal (RFP) specifications.
Key changes include removing references to net-zero energy and emissions requirements, updating ASHRAE standards from 2019 to 2022, modifying building design and construction specifications, adjusting lightning protection system requirements, revising geotechnical and environmental compliance guidelines, and clarifying various technical details for the medical/dental clinic, visitor center, and access control point facilities. The amendment also addresses multiple pre-proposal inquiries and provides attachments such as a Base Admin Geotechnical Report and site visit attendance log. The project involves constructing new facilities on a brownfield site with complex environmental and design considerations.

Delete: The structural loads and design, including deflection limitations, shall be in accordance with the latest edition of the South Carolina Building Code and ASCE Standard 7 entitled "Minimum Design Loads for Buildings and Other Structures".
Structural loads include all dead, live, snow, wind, seismic, earth, vehicular and hydrodynamic forces as applicable. In the event of a conflict between the requirements the criteria given in ASCE 7 shall govern.
Replace: The building’s design loads shall be determined in accordance with the latest edition of the Unified Facilities Criteria 1-200-01 DoD Building Code and the latest edition of the South Carolina Building Code. While UFC 1-200-01 is the overarching document for buildings and facilities owned by DoD it shall be used for this USCG project. UFC 1-200-01 directs the use of the International Building Code® (IBC), the International Existing Building Code® (IEBC), and other UFC as applicable to the building, facility, structure, or system.
As stated in UFC 1-200-01, Para 2-16, structural design shall follow the IBC Chapter 16, except as modified within 1-200-01 and UFC 3-301-01 ‘Structural Engineering with Change 3’ (03 Feb 2025). UFC 3-301-01 provides requirements for structures designed and constructed for the Department of Defense (DoD). The technical requirements therein are based on the 2024 IBC, as modified by UFC 1-200-01 and the structural standard referenced by the 2024 IBC: ASCE/SEI 7-22 Minimum Design Loads and Associated Criteria for Buildings and Other Structures. The criteria further provides limited technical guidance for seismic evaluation and strengthening of existing buildings, and references ICSSC RP 10, Standards of Seismic Safety for Existing Federally Owned and Leased Buildings (RP 10) as well as ASCE/SEI 41-17, Seismic Evaluation and Retrofit of Existing Buildings.
Additionally, for non-seismic retrofit of existing buildings, the criteria references the 2024 edition of the International Existing Building Code (2024 IEBC). This information is for use by structural engineers to develop design calculations, specifications, plans, and design-build Requests for Proposal (RFPs), and it is meant to serve as the minimum design requirement for DoD buildings.
The 2024 IBC provisions are directed toward public health, safety, and general welfare, presenting minimum standards that must be met by the private sector construction industry. The use of industry standards for DoD projects promotes communication in the marketplace, improves competition, and results in cost savings. However, the military sometimes requires higher standards to achieve unique building performance, or to construct types of facilities that are not used in the private sector. In addition, the construction of military facilities outside the United States can introduce requirements that are not addressed in national model building codes. Modifications to the 2024 IBC and ASCE 7-22 provisions contained herein are intended to fulfill those unique military requirements. Where conflicts between the 2024 IBC or ASCE 7-22 and this UFC arise, this UFC prevails.
