About this file
This document is an Amendment (Amendment 0001) to a U.S. Coast Guard solicitation (70Z04725PCNI0007) for a design-build project at Coast Guard Base Charleston, South Carolina. The amendment modifies two key non-price evaluation factors: Environmental Compliance Solution and Design Approach, expanding the project experience requirements from 5 to 7 years and allowing consideration of subcontractor and subconsultant experience.
Key changes include: permitting prime contractors to include subcontractor/subconsultant experience in project narratives, extending the lookback period for relevant project experience from 5 to 7 years, maintaining the requirement of 3-5 projects with a minimum $1,000,000 project value, and requiring letters of intent for specialty subcontractors and subconsultants. The amendment also includes attachments for Pre-Proposal Inquiries and Base Charleston Topography & Utilities information. The solicitation remains focused on designing and building utility infrastructure, roads, and a medical/dental clinic, with no changes to the proposal due date of August 20, 2025.

Therefore, may the Prime Contractor present experience from an Environmental Specialist (team member, subcontractor, and/or subconsultant) within this Factor? Please clarify whether this experience will be evaluated equally to experience of the Prime Contractor.

Regarding TO Announcement
Bidder inquiries are due Wednesday, August 13th. This leaves 4 business days until the proposal due date, Wednesday, August 20th, for the Government to review and respond to inquiries, and for Offerors to coordinate with both the designers and subcontracting community to make the required adjustments, for both technical and price proposals, based on the inquiry responses. Would the Government please consider a proposal due date extension of 3 weeks? This extension will result in an increase of accuracy and competitiveness of Offerors proposed pricing and will allow for a more detailed technical response which will increase project efficiency post award.
