About this file
This document is a Representative Work Order (RWO) for Thermal Test Support at the Jet Propulsion Laboratory (JPL), focusing on the Pump Controller Electronics Unit (PCEU) thermal vacuum testing. The work order involves comprehensive thermal analysis and test support, including pre-test thermal analysis, thermal vacuum test support, and post-test thermal model correlation. Specific tasks include modifying the existing thermal finite element model, performing transient thermal analysis for various test cases, providing detailed temperature contour maps, and supplying two staff members to support thermal vacuum test shifts at a JPL facility.
The associated federal contract opportunity is a Small Business Set Aside solicitation (MEL-2664-09192024) for Thermal Analysis Engineering Services, classified under NAICS code 541715 with a size standard of 1,300 employees. The Cost Type proposal is due by April 23rd, 2025, at 3:00 p.m. Pacific Time, with JPL anticipating multiple Cost Reimbursable Type Subcontracts in the initial study phase. The opportunity is sponsored by NASA and will be executed through the Jet Propulsion Laboratory, with proposals evaluated based on technical capabilities, past performance, and accounting system adequacy.

Introduction
The PCEU (Pump Controller Electronics Unit) is planned to undergo thermal vacuum testing in the forthcoming months to qualify the unit for flight. Thermal analysis and test planning is needed to ensure the test campaign is completed successfully on schedule and within budget. This work order also includes support for the setup and execution of the test at a JPL facility.
Analysis Overview
A Thermal Desktop thermal finite element model (FEM) of the PCEU is provided by JPL. This model will be modified as necessary to include the thermal vacuum chamber boundary condition and other ground support equipment present in the test campaign. Analysis of this updated configuration will inform various aspects of test planning, including time duration for test cases and placement of test instrumentation on the flight hardware article.
Perform the following Tasks
This SWO describes the work to support the PCEU thermal vacuum test.
Pre-test Thermal Analysis Support
1. Modify the provided PCEU Thermal Desktop model to include test ground support equipment
a. Create a FEM of the chamber boundary conditions, including chamber LN2 (liquid nitrogen) shrouds , thermal interface mounting plates, and test cabling.
b. Add in any ground support equipment heaters as specified by JPL.
2. Perform transient thermal analysis case runs as specified by the PCEU TVAC Test Case Matrix
a. Test cases include vacuum bakeout, transition to hot, worst case hot thermal balance, transition to cold, worst case cold thermal balance, and return to ambient.
b. Document results with time vs temperature plots for relevant PCEU components.
c. Iterate analysis based on feedback from JPL. Up to three (3) full transient model runs of the test plan may be needed to determine final test matrix.
3. Provide contour temperature maps of PCEU chassis, printed wiring boards, and other components for the worst case hot and worst case cold thermal balance test cases.
a. Document where the hot and cold spots on these components may be located in relation to the placement of test thermocouple or PRT instrumentation.
Thermal Vacuum Test Support
4. Provide two (2) individuals who will support thermal vacuum test shifts at a JPL facility, with each supporting a maximum of 11 shifts over a 14 day period.
a. Individual staff will be assigned one 9 hour work shift each day, which may occur during either day (7am-4pm), swing (3pm-12am), or night (11pm-8am) shifts.
b. Test shift support will include monitoring of thermal test data, executing steps in the thermal test procedure, and supporting test anomaly resolution as needed.
Post-test Thermal Analysis Support
5. Perform PCEU thermal test model correlation by adjusting model parameters to align as measured data with predicted temperatures from the model.
6. Produce a Model Correlation report that documents all changes to the PCEU thermal model and shows final temperature differences for all components.
Deliverables
Deliver all thermal FEMs and other documentation generated and utilized throughout the course of this subcontract work order.
