About this file
This document is a Representative Work Order (RWO) for a Thermal Analysis Support subcontract issued by the Jet Propulsion Laboratory (JPL). The work involves performing system thermal analysis of a spacecraft, including generating up to five thermal finite element models (FEMs), conducting steady-state and transient thermal analyses, and completing a sensitivity assessment of modeling input parameters. Key tasks include reviewing and refining model inputs, running thermal analyses for different spacecraft configurations, generating temperature predictions, and providing documentation of thermal models.
The related federal contract opportunity is a Small Business Set Aside solicitation (MEL-2664-09192024) for Thermal Analysis Engineering Services, issued by NASA. The solicitation is for a Cost Type subcontract with a proposal deadline of April 23rd, 2025, at 3:00 p.m. Pacific Time. JPL anticipates awarding multiple Cost Reimbursable Type Subcontracts in this initial study phase, targeting small businesses in the Research and Development in Physical, Engineering, and Life Sciences sector (NAICS code 541715). The contract is not yet funded but is being processed to maintain project schedule.

Analysis Overview
This work entails performing system thermal analysis of a spacecraft with a specified combination set of initial and boundary conditions. The purpose of the analysis is to generate a prediction of steady-state or transient temperatures for all relevant parts and components included in the spacecraft system. The temperature predictions will be used to either inform and/or generate allowable flight temperature (AFT) limits for these components, or to compare the predictions to pre-existing AFT limits in order to assess compliance to or margin against these requirements.
The spacecraft thermal model provided by JPL for this analysis will be in Thermal Desktop format and will be comprised of no more than 2000 nodes.
Perform the following Tasks
1. Perform thermal analysis to support the Temperature Requirements Table (TRT) definition.
a. Inherit existing thermal finite element (FEM) models from the JPL team.
b. Update existing thermal FEMs to better reflect current mechanical design and configuration of the spacecraft. This may include generating or adapting the existing FEM mesh to more closely represent the mechanical CAD. Incorporate internal power dissipation into FEM as defined by JPL.
c. Generate up to five (5) new thermal FEMs representing different SC configurations, based on CAD provided by JPL.
d. Review/refine model inputs and environments to provide worst-case hot (WCH) and worst-case cold (WCC) temperature predictions for a select set of model elements.
e. Run steady-state thermal analysis of various sun angle cases with the different FEMs, and provide WCH and WCC temperatures. Thermal contour images to be provided as well.
f. Provide summary presentation of the thermal model and results for different runs.
2. Perform a sensitivity assessment between modelling input parameters and output temperature predicts.
a. The particular run cases for this sensitivity will be identified by JPL in forthcoming discussions, but will not exceed ten (10) separate case runs.
b. Not all model parameters will be evaluated for sensitivity to end results.
c. The study will be focused on inputs that are expected to be of high sensitivity to temperature predicts (e.g. solar flux, internal system thermal dissipation, etc) and/or that have input values with a high degree of uncertainty or lot-to-lot variation (e.g. joint conductances, MLI e*, surface radiative thermal/optical properties).
d. A single FEM configuration of the five produced in Task 1 will be used for the sensitivity studies.
3. Perform additional analysis cases requested to complete the population of the TRT
a. Complete two (2) TRT defined scenarios via steady-state analysis for each of the FEM configurations.
b. Complete one (1) TRT defined scenario via time transient analysis for a selected FEM configuration.
i. Initial starting temperatures will be generated by a prior steady-state analysis.
ii. Output a temperature table at the 2700 sec mark as well as temperature plots as a function of time for the component groupings defined during the previous course of work.
4. Provide support for a weekly tagup via Microsoft Teams. The tagup will target 1 hour per week, but allocate 1.5 hours per week in proposal. Some weeks will run shorter or be cancelled, and some weeks may run longer.
5. Documentation of the thermal models
a. Document model parameters, assumptions, properties, etc. and the location(s) used within the models to provide insight into the thermal FEMs.
b. For model inputs generated during the course of this work (as some thermal FEMs will be inherited, rather than created under the scope of this work order), provide rationale for the inputs utilized.
c. For all model inputs, perform an engineering assessment of the quantitative values defined. Indicate any properties that seem out-of-family based on your past experience.
d. Output package will be in *.pptx or *.docx.
Deliverables
Deliver all thermal FEMs and other documentation generated and utilized throughout the course of this subcontract work order.
