About this file
This is an Evidence Collection specification document supporting the State of Maine's Department of Administrative and Financial Services, Office of State Procurement Services, Request for Quotation (RFQ) issued on behalf of the Department of Public Safety for a Master Agreement for Sexual Assault Evidence Collection Kits. The RFQ seeks fully assembled kits containing specialized components including sterile swabs, collection containers, evidence tape, standardized forms, biological and physical evidence collection materials, disposable drying racks, and urine and blood specimen boxes compliant with Maine's forensic standards and law enforcement protocols. The procurement targets approximately 1,000 kits annually on an as-needed basis, with delivery to the Maine State Police Crime Lab in Augusta on a Free on Board (FOB) Destination basis. Quotations are due by May 6, 2026, at 4:00 p.m. Eastern Standard Time through the State of Maine's AdvantageME Vendor Self Service system. The contract term runs from June 1, 2026, through May 31, 2027, with four optional extension periods extending through May 31, 2031. Vendors must submit physical samples of complete kits for departmental evaluation prior to bid closing, provide comprehensive product data sheets in PDF format, and submit equivalency documentation for any non-specified items.
Quoted prices must remain firm for a minimum of one year from the initial contract period. The State of Maine reserves the right to make a single award to the lowest-priced qualified bidder meeting all specifications or to make multiple or no awards at its discretion. Eligible participants in the Master Agreement include state police, municipal police departments, hospitals and healthcare facilities, and sexual assault crisis centers throughout Maine with no specific set-asides or restrictions on organizational types. The State is exempt from federal, state, and local taxes on articles not for resale and will issue an exemption certificate at contract execution. Kits must be delivered no more than six weeks after artwork finalization and packaged in numerical order in shipping containers. No incumbent vendor information, specific award values, or budget ranges are provided in the available documentation.
