About this file
This is an Authorization for Collection Form attachment related to a Master Agreement for Sexual Assault Evidence Collection Kits issued by the State of Maine, Department of Administrative and Financial Services, Office of State Procurement Services, on behalf of the Department of Public Safety. The procurement seeks fully assembled Sexual Assault Evidence Collection Kits containing specialized components including sterile swabs, collection containers, evidence tape, standardized forms, biological and physical evidence collection materials, disposable drying racks, and urine and blood specimen boxes compliant with Maine's forensic standards. The State anticipates procuring approximately 1,000 kits annually on an as-needed basis for delivery to the Maine State Police Crime Lab in Augusta on a Free on Board (FOB) Destination basis with all shipping charges included. Quotations were due by May 6, 2026, at 4:00 p.m. Eastern Standard Time through the State of Maine's AdvantageME Vendor Self Service system. The Master Agreement contract term runs from June 1, 2026, through May 31, 2027, with four optional extension periods extending through May 31, 2031. Vendors must submit physical samples of complete kits for evaluation prior to bid closing and provide comprehensive product data sheets in PDF format.
The State of Maine reserves the right to make a single award to the lowest-priced qualified bidder meeting all specifications or to make multiple or no awards at its discretion. Quoted prices must remain firm for a minimum of one year from the initial contract period. Eligible participants in the Master Agreement include state police, municipal police departments, hospitals and healthcare facilities, and sexual assault crisis centers throughout Maine, with no specific set-aside designations or restrictions on organizational types. The State is exempt from federal, state, and local taxes on articles not for resale and will issue an exemption certificate at contract execution. No specific award values, budget ranges, incumbent vendor information, or existing infrastructure requirements are identified in the available procurement documentation; pricing will be established based on vendor quotations and the State's evaluation of proposals meeting all technical specifications and kit component requirements.
