About this file
This document is an appendix outlining Key Performance Parameters (KPPs) for the Global Electromagnetic Spectrum Information System (GEMSIS), specifically detailing three critical performance requirements for the Spectrum Information System (SIS):
KPP 1 focuses on IT Net-Readiness, requiring full support for joint critical operational activities and information exchanges through compliance with DOD Enterprise Architecture, Net-Centric strategies, information assurance requirements, and technical guidance. KPP 2 establishes operational availability standards, mandating 97% availability for Critical Services and 90% for Mission Essential Services at the threshold level, with higher objective targets of 99% and 95% respectively. KPP 3 defines critical incident management protocols, specifying maintenance support timelines for critical and mission essential services, such as initiating support within 24 hours and resolving incidents within 5 days at the threshold level, with more aggressive response times as the objective. Critical and mission essential services include spectrum management capabilities, frequency assignment, interference resolution, spectrum situational awareness, and collaboration functions.

SIS (GEMSIS) KPPs
(U) IT - Net Ready (KPP)
KPP 1: GEMSIS must fully support execution of joint critical operational activities and information exchanges identified in the DOD Enterprise Architecture and solution architectures based on the integrated DOD Architecture Framework (DODAF) content and must satisfy the technical requirements for transition to Net- Centric military operations to include 1) Solution architecture products compliant with DOD Enterprise Architecture based on integrated DODAF content, including specified operationally effective information exchanges, 2) Compliant with Net- Centric Data Strategy and Net-Centric Services Strategy, and the principles and rules identified in the DOD Information Enterprise Architecture (DOD IEA), excepting tactical and non-IP communications, 3) Compliant with GIG Technical Guidance to include the Technical View 1 (TV-I) and implementation guidance of GIG Enterprise Service Profiles (GESPs) necessary to meet all operational requirements specified in the DOD Enterprise Architecture and solution architecture views, 4) Information assurance requirements including availability, integrity, authentication, confidentiality, and non-repudiation, and issuance of an Interim Authorization to Operate (IATO) or Authorization to Operate (ATO) by the Designated Accrediting Authority (DAA), and 5) Supportability requirements to include Selective Availability Anti-Spoofing Module (SAASM), Spectrum and JTRS requirements (THRESHOLD) and all operational activities (OBJECTIVE). RATIONALE: The NR-KPP assesses information needs, information timeliness, information assurance, and net-ready attributes required for both the technical exchange of information and the end-to-end operational effectiveness of that exchange. Joint interoperability testing and certification will be accomplished in accordance with CJCS16212.01E and DODD 4630.5.
(U)Operational Availability (KPP)
KPP 2: GEMSIS shall provide appropriate system availability (Ao) for Critical and Mission Essential services. 97% for Critical Services and 90% for Mission Essential Services averaged over a period of 365 consecutive days (THRESHOLD) 99% for Critical Services and 95% for Mission Essential Services averaged over a period of 365 consecutive days (OBJECTIVE) RATIONALE: GEMSIS availability is based on a level of operational readiness commensurate with present SM tool mission assurance categories (MAC) levels. Ao is defined as the probability that the system will be ready to perform its specified function, in its specified and intended operational environment, when called for at a random point in time. Ao is calculated as: Ao = Uptime/Total Time. Uptime = Time during which the system is capable of performing all required functions in a given calendar interval. Total Time = Total time during which the system was supposed to be up during given calendar interval (Total Time = Uptime + Downtime). Downtime has at least two components: Logistics Downtime = time waiting for spare parts to arrive via the supply chain. Time to repair = maintenance time Critical and mission essential.
Critical Services:
• Spectrum Management Capability Fusion.
• Frequency Assignment.
• Interference Resolution
• Spectrum Supportability
• Spectrum Data
Mission Essential Services:
• Spectrum Situational Awareness
• Spectrum Modeling and Simulation (M&S)
• Spectrum Collaboration
(U) Critical Incident Management (KPP)
KPP 3: GEMSIS shall provide for critical incident management of critical and mission essential services. Maintenance support for incidents involving critical services that degrade system operations will be initiated within 24 hours of failure/degradation and resolved within 5 days. Maintenance support for incidents will be initiated within 72 hours of failure or degradation and resolved within 12 days (THRESHOLD) Maintenance support for incidents involving critical services that degrade system operations will be initiated within 12 hours of failure/degradation and resolved within 1day. Maintenance support for incidents that involve mission essential services will be initiated within 48 hours of failure/degradation and resolved within 7 days (OBJECTIVE) Rationale: GEMSIS must have procedures, personnel and technologies employed to resolve critical incidents like system downtime, performance, and network availability, or performing critical maintenance tasks.
Incidents include degradation where the system continues to run at some reduced level of performance after one or more components fails. Critical and mission essential services are defined as:
Critical Services:
• Spectrum Management Capability Fusion
• Frequency Assignment
• Interference Resolution
• Spectrum Supportability
• Spectrum Data
Mission Essential Services:
• Spectrum Situational Awareness
• Spectrum Modeling and Simulation (M&S)
• Spectrum Collaboration
